Principal Accountabilities

General Description
The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport and the North Perry Airport is seeking qualified applicants for the position of Risk Manager for the Risk Management section within the Administration Division. The Risk Manager will serve as the cornerstone of BCAD's risk management program, ensuring the airport is protected from liability by evaluating risk exposures, reviewing and negotiating complex contracts, and establishing and enforcing insurance requirements and renewals for all vendors and third parties. It provides critical oversight of procurement activities, analyzes bid documents, and safeguards compliance through the monitoring of Certificates of Insurance. The role also represents the airport's risk management interests in high-stakes meetings with airlines and key vendors, supports County departments with insurance guidance and trains staff across multiple divisions. With its blend of technical insurance expertise, legal interpretation, contact analysis, and staff leadership, this position is integral to minimizing financial exposure and maintaining continuity in BCAD operations. The employee will function as the Safety Management System Coordinator for Landside Operations in conjunction with the Operations Division. This position will supervise a loss and safety team on our construction sites and will ensure Occupational safety and health training and education program tracking.
Plans, develops, implements and maintenance of an airport Safety Management System (SMS), which includes - SMS anonymous reporting, tracking, investigation, and audits; facilitation of the safety risk management (SRM) process; conducting safety assurance meetings and inspections; and providing safety promotion initiatives and incentives; as well as Gap Analysis, Data Collection Review and Synthesis, Updates, Committee Meetings, Safety Assurance Evaluations, and SMS manual and related policies and procedures updates.
This position will work closely with the Operations Division and Maintenance Division regarding employee safety issues and the general risk and safety conditions of the airport. Walk job sites, review reports, and meet with contractors and PMs to resolve safety hazards and OSHA non-compliance. Another important function is to establish and maintain relationships across lines of business as well as with BCAD's partners, including but not limited to BSO, Concessions, Airlines, Ground Handlers, Fuel Farm, Fire and Rescue.

Oversee the safety program's continued growth implementation review. To be the liaison with all departments for safety. Department Summary:
Risk & Safety Services is the functional unit that supports safety, environmental management, emergency management, risk management and regulatory compliance for UC ANR. This requires consultation, communication, training, auditing, claims management, risk assessment and mitigation support for all units in ANR statewide. Our clientele are academic and staff employees, volunteers, and program participants, located at Cooperative Extension offices, Research & Extension Centers, Statewide Programs and Initiatives, and administrative units.
This position is a contract appointment that is 100% fixed and ends one year from date of hire with the possibility of extension if funding permits.
The home department is EH&S/Risk Services. While this position normally is based in Davis, CA, this position is eligible for hybrid flexible work arrangements for applicants living in the State of California at this time. Key Responsibilities:
Under direct supervision, reviews and maintains criminal offender record information for ANR and all UCCE's across the state. Maintain access to and monitor Department of Justice (DOJ) systems to receive criminal record information for new and existing employees and volunteers statewide.
Utilize University and ANR policies and guidelines to assess criminal record information and perform investigative searches to verify identity of applicants and provide clearance results to County Directors or Human Resources. Monitor and follow-up on all corrective matters and prepare reports for ERM Analysts and Risk and Safety Director. Work with staff from other ANR programs and offices (such as Human Resources, 4-H Youth Development Program, Master Gardener Program and Nutrition Education Programs) to verify that criminal records checks have been completed.
Under direct supervision, provide support to Risk Analyst to process incident reports and administer basic insurance claims. Learn to analyze basic risk control programs to prevent losses and reduce premiums. Learn to implement and monitor basic control strategies and programs. Assist with administration of the Be Smart About Safety risk reduction program. Assist with documentation of
risk assessments of various ANR programs and activities.
Under direct supervision, review and report information about the license status for ANR employee drivers. Coordinate with ERM Analyst to utilize web-based tools to enroll drivers into the EPN system. Track status of driver violations and notify ERM Analyst 3 and 4 of adverse reports that may require action. As directed, verify that corrective actions are taken, when required. Coordinate with other ANR units to ensure that employee driver lists are up to date. Support Vehicle Collision Review Committee. Maintain vehicle fleet inventory and assist with annual Bureau of Automotive Repair Smog Check certifications. Assist with new vehicle procurement and registration. Assist with new vehicle leases.
As requested by Director or ERM Analysts, perform special projects such as reports/memos on Risk Services subjects. Provide follow-up to the customer to ensure that all issues, questions and needs are resolved to the customer's satisfaction in a timely manner. As requested, may participate in campus and
system wide committees to support ANR functions and pursue developmental courses to enhance performance in functional areas and career growth potential.

- Bachelor's degree in related area and / or equivalent experience / training.

The Risk Administrator will be responsible for a variety of essential Risk Management tasks including assisting in developing and implementing Risk Management policies and procedures, incident reporting and monitoring, insurance compliance, and other tasks as directed. The Risk Specialist is also responsible for insurance administrative support for the office/industrial, retail and multifamily divisions. This position will be working with the operations team(s), insurance broker, insurance adjusters, accounting team, et al. to track and document all aspects of policy administration and claims data, ensuring the continuous accuracy of our insurance programs while monitoring trends and exercising the discretion to escalate risks.
ESSENTIAL FUNCTIONS/TASKS:
Risk Management Administration:
- Maintain and review all Risk Management files such as incident reports, insurance invoices, litigation files, incident logs, claims documents, and insurance policy documents.
- File insurance claims, track and communicate with all parties involved.
- Maintain invoice tracking and reconciliation data.
- Assist with preparation for all safety meetings and safety related tasks; draft, review, transmit and finalize safety committee documents including agendas and minutes.
- Cross train on all aspects of Risk Management as backup.

- Assist Risk Manager in creating and presenting regular reports to SVP of Risk Management.

- Under limited supervision, administrator will provide oversight for insurance compliance for tenants and vendors upon request, ensuring that tenant or vendor insurance is in line with lease requirements.
- Maintain knowledge of tenant insurance requirements and reviewing tenantsβ risk profile to determine if exceptions are acceptable.
- This role includes communication electronically, general correspondence, phone calls and, as necessary, any meetings with management to assess tenant risk profiles and insurance programs to assist with lease negotiation.
- Obtain written approval from Risk Manager for any waivers to insurance requirements for any tenant.
- Performs other duties as assigned.
Claims Administration:
- Timely filing of claims as advised by Risk Manager or AVP of Risk Management
- Detailed tracking of property claimsβ lifecycles from incident through closing of claim including claim reporting, insurance adjuster correspondence, bid and invoice tracking, and progress of all property recovery phases, from initial remediation through final reconstruction.
- Detailed tracking of personal injury claims including correspondence with internal legal counsel, insurance adjusters, and coordination of meetings from initial incident through resolution.
- Reporting and tracking of Workersβ Compensation claims including carrier correspondence, coordination with HR, and management from initial injury through return to work.

Director of Risk and Safety (EHS / Safety & Compliance) Responsibilities:
Fire Inspection & Emergency Preparedness
- Coordinate monthly fire drills, annual fire inspections, emergency preparedness drills,
- and elopement drills across all communities; document results and ensure follow-up compliance.
- Maintain and oversee the company Emergency Preparedness Manual and prepare required Department of Human Services filings.
- Provide annual fire extinguisher training and deliver Department of Human Services βtrain-the-trainerβ instruction for coworkers responsible for new hire and annual fire safety training.
Safety Programs & Risk Management
- Develop, implement, and maintain company safety programs, policies, and annual safety objectives supporting operations across all communities.
- Provide technical safety leadership and guidance to community leadership and Home Office teams.
- Maintain the Illness and Injury Prevention Program and lead safety initiatives addressing ergonomics, resident fall prevention, lockout procedures, SDS compliance, and other workplace hazards.

- Monitor safety metrics, analyze injury trends, and prepare safety and incident reports to guide prevention efforts.

Regulatory Compliance & Safety Oversight
- Monitor OSHA, NFPA, and other federal, state, and local safety regulations and communicate updates to communities and Home Office teams.
- Conduct safety audits and mock OSHA inspections to ensure compliance with company safety programs and regulatory requirements.
- Monitor OSHA 300 and 300A logs and train campus office managers on OSHA incident reporting procedures.
- Monitor lost-time injuries, illnesses, and workersβ compensation claims and support prevention efforts.
- Maintain the Hazard Communications Program and required OSHA safety documentation.
- Prepare OSHA and Department of Labor reporting and review safety inspections, committee reports, and incident investigations to ensure appropriate follow-up and corrective action.
Director of Risk and Safety (EHS / Safety & Compliance) Requirements:
- Bachelorβs degree in Safety, Risk Management, Occupational Health, or a related field preferred.

- Responsible for reviewing all COIs, endorsements, and policies to ensure compliance with contracts
- Send out Non-Compliance Finalized and Unregistered reports to Project Teams and Director of RM monthly for review with strategy for driving compliance
- Review Checklists weekly for new vendors and integration issues
- Obtain and issue Dellbrook/JKS COIs to comply with Owner contract requirements
- Request, track, and review Owner BR policies for compliance with the contract and communicate deficiencies to the Director of Risk Management
- Facilitate SDI and BR applications with insurance broker and Project Team
- Work with the project team to complete the Subcontractor Default Insurance application and track subcontractor prequalification at the project level
- Develop and maintain a relationship with MyCOI to ensure successful program use. Work with the Project Teams at the Job Level to ensure compliance and work through subcontractor non-compliance issues.

- Work with Project Management to obtain supporting information to accurately track costs and information requested from adjusters. Work with insurance carriers to ensure they receive all requested information in a timely manner.
- Place subs on formal notice and track incoming notifications
- Set up incident review calls for applicable incidents
- Provide Monthly updates to Project Teams on status of claims
- Interact with broker and subcontractors for claim related issues
- Work with the Director of Risk Management to organize lawsuits as they come in/update legal calendar as needed (i.e. depositions, answers to interrogatories, discovery, etc.)
- Responsible for working with the project team to gather all documents necessary in the timeframe required for all discovery requests for the assigned projects
Prequalification
- Assist subs with prequalification process
- Provide project level and corporate level analysis of compliance for assigned projects
