Blue Hour Housing is tackling this crisis head-on. We develop and manage high-quality, affordable workforce housing through partnerships with employers, nonprofits, and government agencies. Using adaptive reuse, strategic renovations, and new construction, we're creating housing solutions where they're needed most. We've proven the model. Today we operate properties across Vermont, Connecticut, Colorado, and South Carolina, partnering with employers such as Vail Resorts, Killington Resort, and Climax Molybdenum. The Opportunity

Blue Hour is seeking a Chief Operating Officer (COO) to lead the design, planning, and integration of the company’s operating platform as we continue to scale nationally. This role is a senior leadership position and a close partner to the CEO, responsible for translating strategy into execution and directly managing functional leaders across property management, development, finance, and business development. The COO will focus on building the operating model, systems, and processes that enable functional leaders to execute effectively and the company to scale efficiently. The COO will ensure alignment across teams, create clarity around priorities and decision-making, and establish the operating rhythm of the business. The right candidate is a self-starter with an owner’s mindset, strong systems thinking, and a track record of operational rigor in complex, scaling businesses. This is a highly impactful role for a leader excited to help shape the next phase of an emerging platform.

What You Will Do

Operating Model & Strategic Planning

o  Design and continuously improve Blue Hour's end-to-end operating model, from new site onboarding through stabilization and steady-state operations

o  Translate company strategy into clear operating plans, priorities, and execution frameworks

o  Establish company-wide planning cycles, goal-setting processes, and performance management systems

o  Build the annual and quarterly planning model that keeps the company aligned and moving forward

Cross-Functional Integration

o  Ensure alignment and integration across Property Management, Development, Finance, and Business Development

o  Serve as the connective tissue between functional leaders—clarifying roles, decision rights, and accountability

o  Facilitate cross-functional collaboration and act as the escalation point for cross-functional barriers

o  Develop structure and processes as needed to keep teams coordinated

Systems, Processes & Scale

o  Design and implement scalable systems, tools, and standard operating procedures to support rapid portfolio growth

o  Identify operational bottlenecks and lead cross-functional solutions

o  Evaluate and implement new technologies and workflows to improve efficiency, visibility, and accountability

o  Drive standardization where appropriate while preserving flexibility at the property level

o  Build the playbook: what does excellent look like at every stage from acquisition to operations?

Performance & Governance

o  Establish KPIs, dashboards, and operating reviews that give the leadership team real-time visibility into business performance

o  Partner with Finance on budgeting, forecasting, and long-range planning from an operational lens

o  Ensure consistency in quality, execution standards, and performance across the portfolio

o  Develop accountability mechanisms to enhance transparency and drive results

Leadership & Company Building

o  Partner closely with the CEO on execution, prioritization, and organizational design

o  Support and coach functional leaders—helping them succeed without taking over their responsibilities

o  Help build the internal structure, operating cadence, and culture required to scale to 50+ properties and beyond

o  Play a key role in recruiting, developing, and retaining high-caliber talent as the organization grows

What You Bring

o  10+ years of experience in consulting or operations leadership, ideally in real estate, hospitality, housing, or another operationally intensive business

o  Proven track record building and scaling operating models, systems, and teams—not just running existing operations

o  Strong cross-functional leadership skills with the ability to align diverse stakeholders

o  Experience working closely with founders or executive teams in growth-stage organizations

Key Responsibilities

• Estimating Leadership: Take full ownership of the Gulf Coast bid schedule and lead conceptual estimating efforts using historical data or bridging documents.

Skills & Experience Needed

• Technical Proficiency: Strong understanding of labor and material costs, specifically for concrete and steel.
• Education: Bachelor’s degree in Building Science, Civil Engineering, or a related field (equivalent field experience will be considered).
• Software: Proficiency in Microsoft Excel is required; experience with Autodesk Build or WinEst is a plus.

Construction Senior Estimator | Commercial Interiors | Richmond, VA

Job Title: Senior Estimator

Job Purpose and Summary:

The Senior Estimator is a frontline member of the organization. The key purpose is to accurately assess projects and, through high caliber analysis, provide costs associated with bidding for these projects. This role is responsible for providing detailed and accurate time, material, labor and labor cost estimates for assigned projects, creating and maintaining relationships with customer preconstruction and project management, and identifying project opportunities. Potential project sizes may vary from $50K to $27,000,000 and include CFMF, nonstructural metal framing, drywall, finish, ACT, insulation and specialty scopes.

This position will play a critical role in business development by building and maintaining strong relationships with customers, design partners, and vendors, while identifying project opportunities and supporting strategic growth.

Essential Duties and Responsibilities:

• Provide project cost estimates for labor, time and materials in detail and with great accuracy.
• Review and understand project documents including specifications, drawings, scopes and schedule
• Track and maintain records of cost development for projects. Larger projects may see multiple rounds of bidding/budgeting
• Work with subcontractors during the bidding process. Build and maintain high-quality relationships.
• Assist the preconstruction team after project award to establish budgets.
• Assist in buyouts with vendors
• Assist PM’s with labor production rates and budgets
• Assist with operations when/if needed during the course of the project
• Attend job site visits and pre-bid walkthroughs as required
• Assist with obtaining correct shop drawings from engineers and specialty vendors
• Participate in business development efforts and strategic bid selection
• Provide executive leadership with forecasting, hit rate tracking, and estimating performance reporting

Qualifications:

• Experience with construction operations with emphasis on drywall and framing operations.
• Ability to read and understand construction drawings, contracts and schedules.
• Ability to read and infer what is needed to determine the full CFMF based on structural drawings
• Experience with penalization preferred
• Strong knowledge of industry standard production rates
• Strong knowledge of construction materials and methods.
• Ability to manage multiple deadlines and priorities in a fast-paced environment

• Education and Experience:
• Minimum of 8 years of progressive estimating experience
• Strong written and verbal communication skills
• Understanding of project management duties
• Strong attention to detail
• Ability to meet multiple commitments and deadlines
• Proficient in MS Office, strong excel skills
• Proficient in The Edge or On Center/Quick Bid software
• Ability to create and maintain professional relationships with customers
• Engineering or Construction Management degree preferred, or equivalent field experience.

The responsibility:

KEY RESPONSIBILITIES

TRAINING & PERFORMANCE

Make sure appropriate trainings are in place and collect constant feedback to be able to adapt quickly to the always changing reality of the stores. Carry out specific training according to the market needs. Provide support and guidance to Store Managers and District Managers on the follow up, evaluation and development of their teams and have a robust succession plan for key positions.

EMPLOYEE RELATIONS

Provide support to Store Managers, District Managers and Regional Managers with employee relations, conflict resolution and mediation when needed. Spread the MANGO culture and values in store ensuring high levels of engagement from all retail team members. Visit stores on a regular basis to evaluate the atmosphere and understand skill gaps/challenges in our teams and collaboratively offer solutions. Conduct the exit interviews to leavers to understand the employee experience, as well as identifying improvement proposals.

HEALTH AND SAFETY

Follow up all stores have the company H&S protocols in place during weekly visits, making sure our employees are safe in their workplace.

LABOR

Collaborate with Labor department to support retail on updates about changes in the legislation, align company behaviors, and help to find new solutions to reach out store needs.

ORGANIZATION & PROJECTS

Participate in strategic People projects together with Internal Communication, Labor & Payroll, Health & Safety, Talent & Organization and Development and Compensation & Benefits. Analyzation of People KPIs and implement action plans with retail team.

REQUIREMENTS

-5+ years of experience in HR management in a retail setting and/or in store retail management role (must have in store retail experience and/or have worked in Human Resources for a retail brand)

-Experience with recruitment, talent management, and performance management

-Excellent communication and interpersonal skills, with the ability to handle difficult conversations with professionalism

-Ability to work in a fast-paced, dynamic environment

The Woodruff School graduates high caliber mechanical engineers for a demanding profession. Mechanical engineers are the foundation of todays technological world. The Financial Administrator is responsible for assisting with financial operations of a department or unit, interpreting, advising and disseminating financial policies and procedures; ensuring that unit accounting practices and procedures follow Institute guidelines and recommending improvements to unit procedures.
