Responsible for scheduling and performing daily Housing Quality Standard (HQS) Inspections for the Section 8 HCV Program required by the Housing Authority and the Code of Federal Regulations that govern the HCV Program, Project Base Voucher Program, Special Programs, and the Federal Lead Based Paint Regulations. Completes all required paperwork and ensures that all units are in compliance with the Code of Federal Regulations and the Authority Administrative Plan.Β 


ESSENTIAL FUNCTIONS

Essential Duties and Responsibilities

The duties listed below illustrate of the various types of work that may be performed. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position. Undertakes and performs the following and all other work-related duties as assigned.

1. Coordinates, manages, and schedules HQS inspections as assigned.

2. Conducts inspections of housing units prior to occupancy and lease approval (initial inspections); annual inspections, and special/compliant inspections and re-inspections to determine compliance with Housing Authority policy and procedures, and the Code of Federal Regulations that govern the HCV Program.

3. Performs, documents, records, and uploads into appropriate system initial, interim, move-out, special, or recertification inspections of units for compliance with HQS and City Code. Advises owners/landlords and program participants of inspection results, ensures required repairs are completed, and encourages proper maintenance of units. Prepares all inspection-related correspondence, documents, and reports in a timely and accurate manner.

4. Identify the need of any repair(s) and/or HQS deficiencies and clearly indicates the nature of the problem(s)/deficiencies on a standardized inspection form or electronic tablet.

5. Presents HQS information at applicant, tenant, and moving briefings.

6. Β Enforce Lead-Based Paint Regulations (e.g. to make visual assessment for deteriorated paint violations during initial, annual, and special/complaint inspections; assuring clearance examinations have been achieved when required; meeting requirements for children under age six).

7. Determine unit type, bedroom size and utility services for inspections performed.

8. Properly informs participants, property owners/managers of inspection result and clearly relays any deficiencies found for corrective action in a timely manner.

9. Assists with landlord meetings to attract new and maintain current landlords. Ensures the program is landlord-friendly without sacrificing duty to participants and to HUD.

10. Makes home visits as scheduled or as required.

11. Photographs all housekeeping inspections to document conditions at time of inspection.

12. Reports to the Inspections Supervisor all violations that occur that may be life threatening and/or not in compliance with preset standards.

13. Informs the Inspections Supervisor of situations and/or conditions of participants’ non-compliance with housing assistance contract and Housing Authority policies.

14. Notifies owners and program participants in writing of unit code/HQS violations so that deficiencies can be corrected within specified time; notifies participants of trash or debris that needs their attention; and notifies participants when employees or contractors will need access to their units.

15. Recommends code-compliant solutions for rehabilitation/repair problems.

16. Assists in mediating disputes between landlords and participants.

17. Recommends abatement, detainment, and termination of HCV Program housing assistance payment contracts and supports the Inspections Supervisor in the preparation of termination of assistance. Sends letter of abatement notice to owner/tenant within specified time period.

18. Performs, documents, and logs participant-complaints.Β 

19. Advises parties of results and ensures actions are taken to comply with HQS.

20. Assists in mediation between contractor and client to resolve differences of opinion and provides building code interpretations and applications as required.

21. Completes and maintains various forms, documents, and reports in an accurate and timely manner. Handles documents on a variety of general, personal, and technical topics of a highly confidential nature and maintains the confidentiality of all documents and information received by or in the possession of the employee. 22. Participates in job and certification training; attends continuing education classes for certifications and to stay abreast of current codes, regulations, and laws governing area of responsibility.

23. May greet the general public and explains the HQS/HUD rules and regulations.


SUPERVISORY RESPONSIBILITIES

The HCV Inspector receives assignments and instructions from the Inspections Supervisor. Work to be done is usually determined by existing procedures or may be specified by the supervisor. The employee performs routine tasks with minimal or no supervision and must have excellent problem-solving abilities. Unusual situations not covered by instructions or procedures are referred to the supervisor for resolution. The employee's finished work is reviewed regularly for thoroughness, accuracy, completeness, and compliance with inspection requirements through housing quality control inspection samplings and periodic rental market samplings. The employee has no supervisory responsibilities.

- Prepare federal, state, and local tax documents by preparing property tax returns, state pages, and federal, state, and municipal returns, extensions, and quarterly payments. Maintain compliance with regulations by forwarding required information to federal, state, and local authorities.

Job Purpose


The Senior Sourcing Analyst role for enterprise sourcing is responsible with providing strategic sourcing strategies, market price indexing, stakeholder management, bid package development, supplier selection, contract development, and implementation support of Enterprise Sourcing related subcategories within, but not limited to Marketing, Human Resources, Technology, Office Supplies, Travel, Finance, and Legal.


Minimum Eligibility Requirements

  • Bachelors’ degree (preferred degree in business management, supply chain, engineering, finance or similar field)
  • The preferred candidate will have a minimum of 5+ years of relevant work experience in Project Management, Sourcing, Procurement Operations, or Analytics/Reporting
  • Working knowledge of sourcing processes, procurement technology, supplier relationship management, and procurement catalog management
  • Procure to Pay Systems knowledge preferred but not required
  • Strong strategy development and financial analysis
  • Ability to meet deadlines with minimum oversight
  • Proficiency in Spend Analytics & Dashboarding systems (i.e. MS Excel Pivot Tables, Power BI, Tableau, Spend HQ, etc.)

Essential job Functions


  • Lead annual spend management strategies of $30M+ while cultivating tactical, critical, and strategic incumbent or prospect suppliers in the marketplace who support our store-level, regional, national, or corporate HQ sourcing needs at Floor & Decor.
  • Exercise sourcing process awareness and critical supplier categorization analysis in leading the evaluation and down-selection of qualified suppliers, subcontractors, vendors, and service providers.
  • Perform periodic market trend analysis for specific subcategories, analyze supply base trends, and model industry shifts which may have a negative or positive material cost impact to Floor & Decor’s Business Unit P&Ls.
  • Drive coordination, communication, and implementation of the Indirect Procurement Team’s regional and national sourcing methodology and purchasing policy.
  • Establish relationships with Finance & Corporate Legal to aid in the independent oversight of Indirect Procurement RFI, RFQ, and RFP sourcing activity (i.e. requirements gathering, bid package development, negotiations, contracting, risk mitigation) for key subcategories and critical projects below $1M.
  • Manage subcategory and key supplier Post Contract Procure-to-Pay activity, which includes but is not limited to New Vendor Set Up, Inventory Strategies, and Purchasing Transaction Escalations.
  • Support enterprise-wide Spend Management, Supplier Development & Performance Score-carding, and Enterprise Risk initiatives while aiding in the development, stakeholder awareness, and rollout of the subcategory implementation.

The Learning and Development (L&D) Manager will be responsible for the end-to-end growth of our workforce. Key Responsibilities


1. Leadership & Management Development

  • Skills Gap Analysis: Initial comprehensive assessment of development needs to determine a course of action need to fill any gaps.Then conduct regular assessments to continuously identify where supervisors and individuals need the most support.
  • Curriculum Design: Create and deliver training modules for new and experienced supervisors and managers (e.g., emotional intelligence, strategic thinking, and performance management). These are to be high-quality, engaging, and relevant training programs, modules, and materials (e.g., presentations, handbooks, e-learning modules, job aids) in which you are using subject matter experts (SMEs) to ensure accuracy, compliance, and relevance of training content.
  • Coaching: Provide 1-on-1 performance coaching to those that are chosen to be developed for the next opportunity within the company. From an entry level employee moving to a lead position to a mid-level managers to help them transition into senior roles.


2. Succession Planning & Talent Pipeline

  • High-Potential (HiPo) Identification: Develop criteria to identify employees with the potential to move into key leadership positions.
  • Career Mapping: Work with individuals to create personalized Individual Development Plans (IDPs) that align with company growth.
  • Risk Mitigation: Identify "critical roles" within the organization and ensure at least two internal successors are being developed for each.


3. Program Evaluation & ROI

  • Measurement: Use one of many models to evaluate the effectiveness of training (Reaction, Learning, Behavior, and Results).
  • Reporting: Present data to executive leadership regarding "bench strength" and the progress of internal promotions as well as data for the evaluation model.
  • Vendor Management: Select and manage training providers and external consultants to ensure high-quality delivery.


4. Stakeholder Collaboration

  • Collaborate: Partner closely with other facilitators, HQ teams, HUB management, Local HR, and other departments to align training initiatives with business objectives and address specific challenges to ensure alignment and effective execution.
  • Key Liaison: Serve as a key liaison between HQ and local entities within the region on matters related to people development and training across all employee levels ensuring alignment and consistency in direction and objectives

Bitzer Us Inc. is a leading manufacturer of key components used in commercial and industrial refrigeration and air conditioning systems. These key components include compressors, pressure vessels such as condensers and evaporators, compressor packages, and condensing units. Other products include waste heat-to-power equipment that converts excess heat to low-cost electricity.


You will work within the North American HUB which is made up of 4 companies all in commercial and industrial refrigeration and air conditioning systems industry with their primary locations being in Flowery Branch, GA and Syracuse, NY with around 450 employees. You will partner with others within the HUB and with internal and external SMEs to get work done while gaining insight into employees’ needs and deliver solutions that exceed expectations.


You will work out of BITZER US which is conveniently located in Flowery Branch, Georgia 5 minutes off I-985 and will need to be willing to travel. The Company is wholly owned by Bitzer SE (located in Germany), the Company is a private company.
