The Division of Procurement and Grant Oversight (DPGO) is part of the CHFS Office of Administrative Services and includes the following branches:

• Commodity Acquisition
• IT Procurement & RFP
• MOU & Grant Oversight
• Personal Service Contract
• Services Acquisition

The Family Services and Health Services sections operate under the Personal Service Contract Branch.

DPGO provides oversight for the procurement of goods and services that support the Cabinet’s programs, services, and initiatives designed to protect and promote the health and well-being of all Kentuckians and their communities.

The division manages procurement and oversight for items and services including:

• Contracts and Purchasing Requests (PPATS)
• Cabinet ProCard
• IT hardware, software, and infrastructure requests
• Furniture, printing, advertising, and membership dues
• Memoranda of Understanding (MOU)
• Cabinet wireless devices and copiers
• Pest control, security guard, and janitorial services
• Postage and meter services
• Temporary contract workers
• And other procurement-related activities

Position Summary

DPGO is seeking a Compliance Coordinator to join the Oversight Branch. This role supports procurement compliance monitoring, auditing, and reporting to ensure adherence to applicable laws, regulations, policies, and internal standards.

The Compliance Coordinator will analyze procurement data, conduct compliance reviews, collaborate with internal teams, and support monitoring activities throughout the procurement lifecycle.

Key Responsibilities

• Conduct routine procurement compliance reviews in accordance with applicable laws, regulations, policies, and codes.
• Develop and review project plans, collect and analyze procurement data, and prepare reports to present findings to management.
• Collaborate with DPGO and agency staff to implement best practices in contract administration and procurement management.
• Support compliance monitoring activities including:
• Annual procurement planning
• Vendor performance evaluations
• Risk self-assessments
• Peer audits
• PPAT approvals
• Contract renewals and expirations
• Past-due invoice compliance
• Intra-agency contract amount compliance
• Develop review schedules, testing tools, and reporting mechanisms to monitor procurement compliance progress.
• Participate in strategic initiatives by assisting with requirements gathering and providing procurement subject matter expertise.
• Support the development and delivery of procurement compliance and process training for internal stakeholders and agencies.
• Track project and task progress across workgroups by maintaining planning documentation and supporting project management activities.
• Maintain and administer collaboration platforms such as SharePoint, Microsoft Teams, and .
• Update standard operating procedures (SOPs), reference guides, and documentation to support continuous improvement initiatives.
• Collaborate with DPGO staff and agency partners to plan, coordinate, and monitor compliance activities and training initiatives to mitigate organizational risk.

Required Qualifications

• Bachelor’s degree or equivalent combination of recent, relevant work experience
• Experience analyzing data, preparing reports, and presenting findings to leadership or stakeholders
• Experience coordinating projects and tracking progress across multiple workgroups
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams)
• Minimum 2 years of professional experience in one or more of the following areas:
• Procurement
• Compliance
• Auditing
• Project coordination
• Contract administration
• Administrative or government program support
• Strong organizational skills and ability to manage multiple priorities and deadlines

Preferred Qualifications

• Experience with government procurement processes, compliance monitoring, or contract administration
• Experience developing or delivering training or serving as a subject matter expert
• Familiarity with procurement systems, reporting tools, or compliance review processes

• Align and adjust the silk screen to achieve proper contact and registration, applying paint using the squeegee method.
• Layout, locate, and apply lettering on various instrument panels using silk screening and related processes.
• Liaise with the Decal Area and other departments to coordinate changes, distribution of decals, and maintain perpetual inventory.
• Work from blueprints, specifications, and verbal instructions to complete assignments accurately.
• Clean silk screens and maintain tools and equipment to ensure quality printing.
• Mix and match paint to established color samples, ensuring consistency and accuracy.
• Obtain work orders and necessary materials, including inks and substrates, while adhering to safety data sheet guidelines.
• Perform hand setup for contact printing, including loading silk screens and applying ink to substrates.
• Operate the silk screen machine, managing the printing process for multiple colors and ensuring quality control.
• Check ink color using a color spectrometer and make adjustments as needed to match specifications.
• Perform rework and touch-ups on decorative interior parts using appropriate tools and techniques.
• Handle and dispose of hazardous materials in compliance with safety regulations.
• Maintain records of work performed and refile work packets in the ink room filing cabinet.
• Communicate with team leaders and supervisors regarding job progress, issues, and assistance needed.

Physical Demands and Potential Hazards:

• Perform physical tasks that include lifting weights ranging from 10-15 lbs. to 15-35 lbs.
• Engage in various movements such as reaching, handling, turning, twisting, lifting, lowering, climbing, balancing, bending, kneeling, crouching, and squatting.
• Work in environments that may involve contact with metals, solvents, and coolants.

SUMMARY: Assist in daily operations of the Rotogravure press.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

• Participates in training, embrace concepts of and actively practice the STOP Safety Program fundamentals to aid American Packaging Corporation's efforts to achieve a zero-accident rate.
• Retrieves all necessary set up information/specifications/guidelines and follows instructions on the job jacket.
• Completes all machine changeover/set-up processes minimizing machine downtime and meeting or exceeding set-up standard requirements. Develop set up procedure documentation as required.
• Correctly completes daily production sheets, process condition sheets, waste logs, final release forms, ink paperwork and quality inspection logs. Ensure job order information (size, construction, print position, packing instructions, adhesive structures, proper substrates being used) corresponds with the product being manufactured.
• Safely, efficiently and effectively assists with the assigned production machinery equipment monitoring quality, production and waste adhering to all customer specifications.
• Ensures immediate work area and work areas for which Machine Operator has responsibility are free of clutter and debris. Perform all cleaning/sanitation responsibilities, safely using all required cleaning solutions and protective equipment.
• Removes rolls from rewind, hangs rolls on rewind, makes up doctor blades, preps print carriages, brings correct inks and lacquers to the press, configures ink ratios, disposes of ink, solvents and lacquers, maintains ink viscosities and cuts cores.
• Ability to operate the viscosity control system.
• Ensures all required on-line quality data is properly documented.
• Monitors all quality requirements as outlined by company procedure and specification. Completes necessary sheets for quality checks.
• Actively participates in safety programs and completes required safety observations. Understands and follows plant safety rules.
• Attends and participates in all scheduled meetings (Continuous Quality Improvement, safety, special projects, departmental, etc.).
• Able to work all scheduled shifts and required overtime hours.
• Trains new employees as necessary.
• Other duties as assigned.

• Perform machines pre-print set-up and check.
• Ensure registration, ink viscosity, color, and print quality on Flatbed presses are working properly.
• Catching signs of the conveyor belt and preparing them for the next stage.
• Maintain optimum production rate, registration, and quality standards are within company and customer guidelines.
• Make press adjustments when necessary.
• Comprehend production paperwork to reassure the right image, ink and material is being used for jobs.
• Run, adjust, and troubleshoot production equipment and machinery.

POSITION OVERVIEW:

We are seeking a skilled and detail-oriented UV Print Machine Operator to support fabrication operations in Faribault, MN. This role is critical to producing high-quality printed components using UV-curable inks on various substrates. The UV Print Machine Operator will be responsible for machine setup, material handling, print quality verification, and maintaining production standards while adhering to safety and operational procedures.

RESPONSIBILITIES AND ESSENTIAL DUTIES:

• Set up and prepare UV printing machines by loading inks, calibrating print heads, and adjusting machine settings
• Load and align substrates (metal, plastic, glass, or other materials) for accurate printing
• Operate UV print equipment to apply inks according to customer specifications
• Program automated machinery using computer-based instructions
• Inspect printed materials for color accuracy, resolution, and overall quality
• Monitor feeding, printing, and racking processes to detect malfunctions and make adjustments
• Perform routine maintenance including cleaning print heads and replacing consumables
• Manage color profiles to ensure consistent color reproduction
• Organize and schedule print jobs to meet production deadlines
• Record production data, scrap reports, machine settings, and maintenance activities in Epicor
• Monitor material inventory to ensure continuous printer operation
• Follow Standard Operating Procedures (SOPs) and safety protocols
• Support continuous improvement initiatives to enhance efficiency and reduce cycle time
• Collaborate with supervisors, quality control, and design teams to meet customer requirements
• Perform other duties as assigned

MINIMUM REQUIREMENTS:

Basic Qualifications

• High School Diploma or equivalent
• 2+ years of manufacturing experience
• Minimum 3 months of experience operating a UV printer in a manufacturing environment
• Ability to read, write, and comprehend plant directives in English
• Strong attention to detail and accuracy
• Ability to lift and move materials up to 50 lbs
• Ability to safely operate machinery and visually inspect finished products

Preferred Qualifications

• Technical education or vocational training in printing, graphic arts, or related field
• Proficiency operating UV print machines and related software
• Knowledge of color management and print calibration techniques
• Basic maintenance and troubleshooting experience
• Basic computer skills with accurate data entry experience
• Ability to perform simple shop math and interpret process sheets and SOPs
• Understanding of blueprints, mechanical assembly, or electrical assembly

About the Role

As an Offset Second Press Operator, you'll play a critical role in delivering exceptional print quality, ensuring client satisfaction, and maintaining a safe, efficient work environment. Working closely with the First Press Operator, you'll assist with press make-readies, equipment operation, and quality control while providing leadership and guidance to the press crew. This position is key to achieving productivity, quality, and safety goals.

What You'll Do

+ Follow all standard operating procedures and safety guidelines.

+ Verify job specifications, including paper size, color, ink, and other details.

+ Monitor color and registration accuracy with demonstrated proficiency.

+ Inspect printed sheets and make adjustments to correct spacing, ink distribution, and other quality issues.

+ Assist in plate changes and press adjustments as needed.

+ Re-thread paper and adjust tension rollers when web breaks occur.

+ Provide training, direction, and support to junior crew members.

+ Maintain a clean, organized, and hazard-free work area.

+ Contribute ideas for process improvements and collaborate with supervisors.

+ Perform additional duties as assigned.

Required Qualifications

+ Ability to work irregular schedules, including rotating day/night shifts.

+ Ability to maintain close attention to detail for extended periods.

+ Ability to work 12-hour shifts (7 AM-7 PM or 7 PM-7 AM), including days, nights, weekends, and overtime.

Preferred Experience

+ 2-3 years of previous experience operating offset presses.

+ Experience with Harris, Heidelberg, Goss, and/or Manroland Offset Presses is preferred, but we will consider all candidates with press experience.

+ Strong understanding of press operations and troubleshooting techniques.

+ Ability to read and interpret job orders and follow detailed instructions.

+ Basic math skills related to press operations.

+ Excellent problem-solving skills for issues like tension, ink distribution, and web breaks.

+ Strong communication and interpersonal skills to lead and mentor team members.
