Responsibilities: Operations: Schedule and dispatch vendors or independent contractors to appropriate locations according to customer requests, specifications, or needs, using telephones and dispatch software.

Primary Purpose
This role works as part of the Essex Modern Technology & Engineering (MT&E) team and will be focused on owning and driving the Human Centered Design (HCD) capability at the company. This is a senior Staff-level role with operational and strategic deliverables across client-facing projects and internal company initiatives. The role will be responsible for developing user interfaces, design system(s), and providing design strategy/leadership to support life science research in the public and/or private industry. This role will work on client project deliverables as well as in-house Essex deliverables to grow the overall Essex Human-Centered Design (HCD) capability. Responsibilities

- Lead the development of design solutions that solve complex and challenging UI/UX problems.
- Meet with engineering team leads, and business and product owners to kick-off the design process at project inception.

- Work in a collaborative cross-functional team environment to deliver UI mocks and wireframes tied to features across all tiers in a CI/CD Agile environment.

Summary
AC Transit is actively recruiting for the position of Contracts Specialist in the Procurement Department. Under direction, this position, provides professional-level, analytical, and technical support for the District's comprehensive contracts administration programs and activities; oversees contract life cycle from formulation through the award, compliance, renewal and close out. This is the experienced-level within the Contracts Specialist series. Incumbents at this level are expected to work independently on routine to significantly complex contracts and have the responsibility for issuing, reviewing bids, preparing contracts, and award documentation.

Representative Functions
- Facilitates the negotiation, execution, and administration of contracts and agreements ensuring that all contract terms and documents are compliant according to procedures and regulations mandated by the District, the Federal Transit Administration (FTA), and/or other agencies.
- Leads pre-proposal conferences with Project Managers and/or assigned staff; analyzes Statement of Work (SOW) and project plans; assists in defining products and service specifications and determining contract parameters including cost of contract, creation of performance-based criteria including performance periods and deliverables.
- Determines appropriate solicitation process and develops or guides the development of Requests for Proposals (RFPs), Invitations to Bid (ITB), Requests for Quotations (RFQs) and Requests for Information (RFI).
- Leads bids/proposal evaluation meetings and conducts vendor interviews; evaluates bids, proposals, qualifications, and quotations for conformance to specifications and suitability for required use; recommends for selection the bid most economically sufficient.
- Drafts, evaluates, and reviews contract terms and conditions for products and services to ensure the protection of the District's interests.
- Reviews and provides input to Board Staff Reports requesting approval to initiate solicitation process or inform of contract award.
- Administers on-going contracts to ensure adherence to contract terms and provisions; monitors execution of contracts to ensure that contractual terms are met; identifies non-compliance with contractual terms and advises project managers regarding issues; formulates and implements appropriate solutions.
- Utilizes automated procurement and accounting systems to review and approve invoices for professional services.
- Negotiates settlement of contract disputes; coordinates resolution of protest claims in conjunction with management and General Counsel.
- Prepares routine to significantly complex contract amendments, revisions, terminations, and close-outs.
- Conducts routine to complex cost-price and total cost of ownership analysis and identifies potential cost savings.
- Assists management in implementing purchasing and payment policy and procedural changes.
- Prepares, edits, distributes, and posts a variety of reports, correspondence, and mandatory filings, including pre-and post-award documentation; maintains logs, records, and documentation for all contracts and projects in accordance with FTA regulations; distributes executed contracts to appropriate District personnel; edits and reviews the conformance of work prepared by staff.
- Stays abreast of new trends, technologies, and innovations in areas of procurement and contracts; monitors changes in federal, state, and local regulations, analyzes impact, and recommends and implements policy and procedural changes after approval.
- Researches emerging products and enhancements and their applicability to District needs.
- May provide training to lower-level staff in work methods and procedures.
- Performs related duties as required.
Minimum Qualifications
Education: Equivalent to a bachelor's degree from an accredited four-year college or university in business or public administration or related field. Additional years of experience may be substituted for education on a year-for-year basis.
Experience: Three (3) yearsof recent, verifiable, professional-level experience in contract and procurement administration activities or two (2) years at a level equivalent to the District's classification of Assistant Contracts Specialist. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university, may be substituted for experience on a year-for-year basis.
Special Requirements: Must be willing to: (1) work outside regular business hours as required and (2) travel between the various District facilities.

QA/QC Welding Inspector
The QA/QC Welding Inspector is responsible for ensuring all welding activities associated with steel storage tank fabrication and field construction comply with applicable codes, standards, project specifications, and quality requirements. The individual shall be proficient in ASME Section IX welding qualifications and API 650 requirements for welded steel storage tanks. Work includes shop and field inspection, documentation control, coordination of NDE activities, and support of quality management systems.

- Review, Verify, and maintain Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), and Welder Performance Qualifications (WPQ) in accordance with ASME Section IX.

- Perform visual inspection of welds before, during and after welding operations.

Position Responsibilities: · Lead and facilitate the execution of the approved transition plan and report progress to leadership · Serve as primary point of accountability between the System Integrator, internal IT teams, and business stakeholders · Enforce knowledge transfer, documentation, and vendor exit requirements · Ensure operational readiness, security compliance, and disaster recovery preparedness · Identify risks and escalate issues with mitigation recommendations · Manage the scope, risk, issues, deliverables, and schedule of project directly related to all IT technical transition and knowledge transfer tasks · Facilitate and manage the vendor technical transition and knowledge transfer leaders and teams according to the transition project schedule · Work with the Project Managers, Technical Managers and the Program Leadership Group to regularly communicate project status across all organizations · Assign project tasks and coordinate resources; this includes reviewing individual issues and concerns and resolving or escalating them, as needed · Facilitate, communicate, and execute the overall IT technical support transition and knowledge transfer strategy for the project, considering scope, objectives, and constraints · Identify and assess risks related to technical support transition and knowledge transfer and work proactively to mitigate them · Oversee review and analysis of IT technical transition and knowledge transfer documentation, and present findings to IT technical management teams · Work in an Agile environment and understand Agile methodologies · Participate in project meetings, including Agile/Scrum grooming, sprint planning, sprint reviews, and daily stand-ups · Collaborate within an Agile software development process with Software Developers, Subject Matter Experts, and stakeholders Position Qualifications: · 5+ years of IT experience, preferably as an IT Technical Transition Manager, including matrix management experience leading business, vendor, and/or technology teams · 3–5 years of experience in IT management, technical program management, and/or application or infrastructure operations leadership · Demonstrated experience transitioning systems from vendor-led to internally supported, or on-premises to cloud environments · Strong organizational skills and ability to manage multiple testing activities within the program simultaneously · Strong understanding and knowledge of .NET application architectures · Hands-on knowledge of Microsoft Azure, including App Services / Functions, Azure SQL, Storage, and Key Vault, Azure Monitor and Application Insights, and Azure RBAC and managed identities · Experience with Azure DevOps, CI/CD pipelines, and operational monitoring · Understanding of public sector IT governance, security, and compliance requirements · Strong vendor management, stakeholder communication skills and contract enforcement skills · Ability to lead cross-functional technical teams during high-impact transitions · Familiarity with ReactJS-based front ends (support perspective) · Proven experience leading complex IT transitions or transformations · Ability to translate technical risks into executive-level language · Excellent facilitation and decision-making skills · Experience implementing or managing IT service management (ITIL-aligned preferred), Incident, problem, and change management, and/or production support models · Strong documentation and operational discipline · Ability to design and execute phased transition plans · A minimum of a Bachelor's Degree in Computer Science, Information Systems, or other relevant field required Note: This is a W2 contract role – this role is NOT open to C2C, 1099, or 3 rd party candidates .
