Reporting directly to the DGS Secretary, this executive leadership position serves as the Chief of Police for the Maryland Capitol Police (MCP) with the rank of Colonel. Job responsibilities will be diverse and challenging, requiring a combination of strong leadership, strategic thinking, and operational expertise. The Chief is required to ensure the effective management and enforcement of all laws and regulations related to criminal and traffic law, building security, infrastructure protection, the safety of the legislative general assembly, protection of the Maryland State Capitol, managing and monitoring demonstrations and rallies on the Capitol grounds, and ensuring resource management within the department.


The Chief and MCP’s leadership team are responsible for developing and implementing MCP’s policies, procedures, and programs to safeguard and protect state-owned and leased facilities, reduce crime, and promote sustainable practices. The Chief is responsible for the overall leadership and management of the department, directly supervising the Deputy Chief who in turn manages three Bureau Chiefs, and for making executive-level decisions regarding the department's operational expenditures. The Chief also collaborates with other law enforcement agencies, government agencies, and community stakeholders to address complex security issues and promote community service, public awareness, and engagement.


The Chief is expected to establish and maintain effective working relationships, attend senior- and executive-level staff meetings, and coordinate with executives from the DGS Office of the Secretary, the Governor’s Office, and other executive levels of State government. The Chief is expected to lead by example, demonstrating integrity, professionalism, and a commitment to upholding the highest standards of ethical conduct. The incumbent will mentor and support staff members, foster a culture of teamwork and accountability, and ensure that resources are utilized efficiently and effectively to achieve the department's goals.


DGS is seeking a highly skilled and experienced leader to join the team as an executive-level member of law enforcement. The ideal candidate will be a strategic thinker, visionary leader, and effective communicator with a proven track record of managing and overseeing complex and diverse law enforcement operations at an executive level.


Responsibilities include:

  • Developing and implementing strategic plans, policies, and procedures to ensure effective law enforcement operations, and providing leadership and guidance to department heads and staff members to achieve organizational goals and objectives.
  • Overseeing the allocation of resources, budget management, and financial planning to support law enforcement activities.
  • Collaborating with external stakeholders, government agencies, and community organizations to enhance public safety initiatives.
  • Monitoring and evaluating the department’s overall performance, identifying areas for improvement, and working with MCP’s leadership team to implement corrective actions as needed.
  • Ensuring compliance with local, state, and federal laws, rules, regulations, and standards for law enforcement agencies.
  • Representing DGS at public events, meetings, and hearings to communicate critical messages and foster positive community relations.
  • Staying informed about emerging trends, technologies, and best practices in law enforcement to drive innovation and continuous improvement.
  • Handling sensitive and critical situations with professionalism, integrity, and confidentiality; and other duties as assigned.
  • Developing and implementing comprehensive plans to manage public events, including demonstrations and protests, in accordance with all applicable laws, rules, and regulations.

Preferred Qualifications:

  • Bachelor’s degree from an accredited college or university with major coursework in law enforcement, criminal justice, criminology, or a related field in law enforcement, public administration, or a related field of study. (Executive leadership training to include FBINA, SMIP, FBI LEEDA, and Northwestern School of Police and Command may be considered in place of a Bachelor’s degree.)
  • Ten (10) years of professional experience in law enforcement, with a minimum of five (5) years of this experience at a command level position, to include experience at the rank of an assistant or deputy police chief.
  • Demonstrated track record of effective leadership, innovation, and collaboration within law enforcement, along with excellent interpersonal, communication, and conflict-resolution skills.
  • Ability to work effectively in a geographically diverse and multicultural community.
  • Must have a valid driver's license, with a good driving record (driving record will be verified to confirm eligibility for hire during the background check process).
  • Current Police Certification issued by the Maryland Police and Correctional Training Commission (MPCTC).
  • Exceptional oral and written communication and interpersonal skills to interact with diverse stakeholders, including other law enforcement agencies, government officials, and the public.
  • Ability to make sound judgments and decision-making in intense and high-pressure situations.
  • Ability to multitask and work independently in a fast-paced, high-pressure, and high-demand environment.

Limitations on Selection:

1. This position is only open to those who have successfully graduated from a recognized police training academy or equivalent law enforcement training. Proof of said education/training is required prior to hire.

2. A background check will need to be completed and passed to be eligible for hire.


Special Requirements:

1. Selection standards for Police Officer certification are established by the Maryland Police and Correctional Training Commission per Public Safety Article, Section 3-207, Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations 12.04.01.04 and include the following:

  • U.S. Citizenship

Job Summary and Qualifications

What you will do in the Role:

1. Demonstrates competency in all areas of computerized tomography (CT), positioning, procedure preparation, and technical factors associated with the CT Systems. Will display knowledge in the use of all other equipment used in CT Scan such as: power injectors, stereotactic biopsy equipment, biopsy and drainage needles and devices, and any other devices/equipment used in CT.

2. Responsible for the proper use of the Radiology Imaging System, Meditech (scheduling exams, patient tracking, Image tracking, proper completion of exams, capture charges).

3. Must demonstrate the knowledge and skill necessary to provide care to neonate, pediatric, adolescent, adult, and geriatric patients.

4. Will follow safety policies and procedures applicable to the job, recognizes impending crisis situations and institutes measures (such as adjusting priorities) to prevent further complications and makes a report to their supervisor.

The Current vacancy is 8 hours per day, 12 months per year, located at the Facilities, Maintenance, & Operations (FMO) Department.

PURPOSE STATEMENT: The job of Lead HVAC & Refrigeration Technician is done for the purposes of providing journey-level skilled work in the installation, maintenance, and repair of air conditioning, heating; installing, managing, and repairing chilled water systems, chillers, boilers; reviewing work requests; assigning and leading the work of other technicians; conducting scheduled maintenance and repair surveys; inspecting completed work; ensuring completion of projects in accordance with trade standards; providing information on the operation of HVAC systems; and supporting other skilled trades in completing work assignments.

This job reports to the Maintenance Supervisor.

ESSENTIAL FUNCTIONS: Analyzes blueprints, schematics, and drawings for existing and proposed HVAC systems for the purpose of identifying the location of new and existing systems and determining the efficient installation of additional equipment/systems.

Confers with immediate supervisor and assists with the coordination of day-to-day activities (e.g.

periodic lubrication; filter cleaning; changing belts, repairing system leaks, checking water tower components, trouble/issues phone call response, etc.) for the purpose of ensuring the proper and efficient maintenance and repair of District HVAC.

Coordinates with administration and other trades for the purpose of completing projects/work orders efficiently.

Coordinates personnel regarding procedures and/or status of work orders (e.g.

establishing work schedules, reviewing processes to be undertaken, etc.) for the purpose of providing direction and information for decision-making, taking appropriate action, and/or complying with health and safety regulations.

Diagnoses causes of problems and/or failures in heating/air conditioning (e.g.

blowers, filters, the flow of condenser water, water treatment system, variable air volume (VAV) systems, and pumps, etc.) for the purpose of identifying equipment and/or systems repair and replacement needs.

Installs electrical HVAC system components (e.g.

alarms, switches, timers, service disconnects, relay, controllers, variable frequency drive (VFD), etc.) for the purpose of providing enhanced and/or upgraded capabilities.

Estimates materials and/or equipment needed to initiate/complete work projects for the purpose of ensuring timely implementation and completion of projects.

Fabricates equipment parts (e.g drain pans, repiping, reducting, etc.) for the purpose of meeting specialty needs and/or replacing discontinued or unavailable parts.

Implements assigned programs and/or projects (e.g.

inspection schedules, preventive maintenance programs, new District projects, work orders, etc.) for the purpose of ensuring optimal HVAC operation and conformance to established guidelines.

Informs personnel regarding procedures and/or status of work orders for the purpose of providing information for making decisions, taking appropriate action, and/or complying with health and building regulations.

Inspects completed work (e.g.

heating units, building exhaust fans, ventilation units, repair of gas heaters and boilers, etc.) for the purpose of ensuring the quality of work standards are met and identifying preventive maintenance requirements.

Installs heating/air conditioning equipment and systems (e.g.

boilers, chilled water systems, etc.) for the purpose of providing enhanced and/or upgraded HVAC capabilities.

Maintains a variety of files and records (e.g.

time sheets, inventory, work orders, labor/material estimates, equipment repair manuals, service records, etc.) for the purpose of providing up-to-date references and audit trail.

Manages operation and performance records (e.g.

periodic lubrication schedules, heating and cooling performance, diagnosis of electrical systems, testing of refrigerant and condensation systems, etc.) for the purpose of ensuring timely review and assessment.

Monitors contract work (e.g.

coordination of contractor work schedules and performance, etc.) for the purpose of ensuring contract terms are fulfilled and work standards are met.

Oversees and coordinates assigned personnel regarding procedures, the status of work orders, and the day-to-day activities and operations (e.g.

establishing work schedules, reviewing processes to be undertaken, etc.) for the purpose of ensuring that assignments are completed in a safe, proper, and timely manner, maximizing the efficiency of the workforce.

Participates in meetings, workshops, and training (e.g.

new employee training, 3rd party contractor meeting, maintenance department meetings, etc.) for the purpose of conveying, gathering information, offering recommendations required to complete HVAC and training personnel.

Procures equipment and supplies (e.g.

overseeing inventory requirements, etc.) for the purpose of maintaining the availability of required items in order to complete jobs efficiently.

Responds to emergency situations during and after hours for the purpose of resolving immediate operational and safety concerns.

Tests and repairs heating and air conditioning systems and components; swimming pool equipment (e.g.

braze or solder tubing; charge systems with refrigerant gas; condensers, valves and coils, piping, boilers, air handlers, motors, etc.) for the purpose of providing solutions for HVAC system operation for a safe and comfortable work/learning environment.

OTHER FUNCTIONS: Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of District’s HVAC and general maintenance.

EXPERIENCE: Job related experience with increasing levels of responsibility is required.

EDUCATION: No specific education is required.

EQUIVALENCY: Any combination equivalent to three (3) years of journey-level experience in the air conditioning, heating and refrigeration field, including one (1) year with the responsibility to lead/supervise the work of others.

SKILLS, KNOWLEDGE, AND ABILITIES: SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions.

Specific skill-based competencies required to satisfactorily perform the functions of the job include: adhering to safety practices and procedures; analyzing data; diagnosing equipment malfunctions; estimating required resources; inspecting buildings and/or grounds; inspecting equipment; operating job-related equipment; preparing working drawings; reading blueprints and schematics; DDC programming and monitoring; and operating trade software.

Job Purpose and Scope

The Merchandise Assistant, Kitchen & Travel is a highly organized and motivated individual who supports the Buyer and Assistant Buyers in the execution of the merchandising strategy for both branded and private label assortments. This role assists with reporting, item and purchase order maintenance, vendor communication, and administrative support to ensure the team can effectively manage inventory productivity and vendor performance.

Essential Job Functions

• Assist Buyer and Assistant Buyers in monitoring business performance through sales reporting, inventory analysis, and vendor performance tracking.

• Prepare and maintain weekly, monthly, and seasonal reports including best and worst sellers, vendor productivity, and aged inventory.

• Assist in monitoring industry trends, competitive activity, and product performance to support merchandising strategies.
