Job Description
Position Summary:
Uses professional risk management concepts and administrative workflows. Applies organizational policies and procedures to resolve routine casualty, property-loss and employee injury insurance and other risk management issues (e.g. fleet and driver management) or customer inquiries (e.g. Be Smart About Safety funding requests). Works on problems of limited scope. Follows standard practices and procedures in analyzing situations or data from which answers can be readily obtained. This position will promote, in all ways consistent with other responsibilities of the position, the principles of community goals established by UC ANR.
Department Summary:
Risk & Safety Services is the functional unit that supports safety, environmental management, emergency management, risk management and regulatory compliance for UC ANR. This requires consultation, communication, training, auditing, claims management, risk assessment and mitigation support for all units in ANR statewide. Our clientele are academic and staff employees, volunteers, and program participants, located at Cooperative Extension offices, Research & Extension Centers, Statewide Programs and Initiatives, and administrative units.
This position is a contract appointment that is 100% fixed and ends one year from date of hire with the possibility of extension if funding permits.
The home department is EH&S/Risk Services. While this position normally is based in Davis, CA, this position is eligible for hybrid flexible work arrangements for applicants living in the State of California at this time. Please note that hybrid flexible work arrangements are subject to change by the University
Pay Scale: $25.43/hour to $34.20/hour

Key Responsibilities:

Under direct supervision, reviews and maintains criminal offender record information for ANR and all UCCE's across the state. Maintain access to and monitor Department of Justice (DOJ) systems to receive criminal record information for new and existing employees and volunteers statewide.
Utilize University and ANR policies and guidelines to assess criminal record information and perform investigative searches to verify identity of applicants and provide clearance results to County Directors or Human Resources. Monitor and follow-up on all corrective matters and prepare reports for ERM Analysts and Risk and Safety Director. Work with staff from other ANR programs and offices (such as Human Resources, 4-H Youth Development Program, Master Gardener Program and Nutrition Education Programs) to verify that criminal records checks have been completed.

Under direct supervision, provide support to Risk Analyst to process incident reports and administer basic insurance claims. Learn to analyze basic risk control programs to prevent losses and reduce premiums. Learn to implement and monitor basic control strategies and programs. Assist with administration of the Be Smart About Safety risk reduction program. Assist with documentation of
risk assessments of various ANR programs and activities.

Under direct supervision, review and report information about the license status for ANR employee drivers. Coordinate with ERM Analyst to utilize web-based tools to enroll drivers into the EPN system. Track status of driver violations and notify ERM Analyst 3 and 4 of adverse reports that may require action. As directed, verify that corrective actions are taken, when required. Coordinate with other ANR units to ensure that employee driver lists are up to date. Support Vehicle Collision Review Committee. Maintain vehicle fleet inventory and assist with annual Bureau of Automotive Repair Smog Check certifications. Assist with new vehicle procurement and registration. Assist with new vehicle leases.

As requested by Director or ERM Analysts, perform special projects such as reports/memos on Risk Services subjects. Provide follow-up to the customer to ensure that all issues, questions and needs are resolved to the customer's satisfaction in a timely manner. As requested, may participate in campus and
system wide committees to support ANR functions and pursue developmental courses to enhance performance in functional areas and career growth potential.
Requirements:
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Basic knowledge of enterprise risk management; insurance; forecasting and analysis; accounting; knowledge of common organization-specific computer application programs; knowledge of organizational processes and procedures; understanding of organization rules and regulations.
  • Basic interpersonal skills, customer service orientation, active listening skills, and organizational skills.
  • Effective ability to communicate verbally and in writing.
  • Basic ability to use critical thinking and analytical skills to solve problems.
  • Basic knowledge of information technology (IT) software and database management.

Preferred Skills:
  • Associate in Risk Management (ARM).
  • Knowledge of Department of Justice criminal background check processes and policies.
  • Effective multi-disciplinary collaborative teamwork problem-solving skills.
  • Knowledge of digital accessibility requirements and implementation skills.

POSITION SUMMARY:

The Claims Specialist will be responsible for directing, monitoring, and processing all workers' compensation and general liability claims for HGG business units. A successful candidate will provide high-level support and customer service to team members across the organization. Primarily communicating with store administrators, store directors, human resources department, industrial clinics, insurance adjusters and legal representatives.



ESSENTIAL DUTIES AND RESPONSIBILITIES:

The essential duties and responsibilities of this position include, but are not limited to, the following:

  • Oversee and navigate the complete lifecycle of the workers' compensation claims and general liability claims, guaranteeing precise and punctual resolution.
  • Evaluate and review all claim intake paperwork for accuracy.
  • Ensure the claim files follow company best practices.
  • Report on-the-job injuries of team members to the third-party administrator via online portal within 24-hours of receipt of injury.
  • Report customer incidents and injuries to the third-party administrator via online portal within 24-hours of receipt of Letter of Representation or failure to resolve the incident in-house.
  • Maintain incident and claim information in the claims' assignment log and in the SharePoint folder.
  • Monitor to ensure all the necessary paperwork is submitted to the third-party administrator.
  • Communicate with injured team members, store administrators, store directors and insurance adjusters to provide updates on claims and medical status.
  • Monitor the claims to ensure they are processed accordingly, and that proper medical treatment is provided to the injured team member.
  • Provide support to store administrators/store directors for submission of transitional work report documents and ensure modified work restrictions are being followed.
  • Investigate, address, and resolve any inconsistencies in the handling of the claims.
  • Communicate to insurance adjusters, legal representatives, and other outside parties with questions involving medical/indemnity/litigated claims within 24 hours.
  • Collaborate with the Safety Department when a workplace danger or safety risk is recognized for investigation and documentation.
  • Prepare and analyze various reports - disbursement expenses such as replenishment and claim activity payments from Third Party Administrators.
  • Adhere to strict confidentiality and ethical standards when handling sensitive claim information.
  • Other projects and duties as assigned.



EDUCATION AND EXPERIENCE:

  • High School Graduate (college degree, professional certifications and licenses preferred).
  • Minimum 1-3 years of claims management experience; workers' compensation preferred.
  • Must be bilingual in Spanish including in writing.



SKILLS AND QUALIFICATIONS:

  • Attention to detail and thoroughness of work completed.
  • Positive attitude and ability to manage multiple tasks at once.

General Description

The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport and the North Perry Airport is seeking qualified applicants for the position of Risk Manager for the Risk Management section within the Administration Division. The Risk Manager will serve as the cornerstone of BCAD's risk management program, ensuring the airport is protected from liability by evaluating risk exposures, reviewing and negotiating complex contracts, and establishing and enforcing insurance requirements and renewals for all vendors and third parties. It provides critical oversight of procurement activities, analyzes bid documents, and safeguards compliance through the monitoring of Certificates of Insurance. The role also represents the airport's risk management interests in high-stakes meetings with airlines and key vendors, supports County departments with insurance guidance and trains staff across multiple divisions. With its blend of technical insurance expertise, legal interpretation, contact analysis, and staff leadership, this position is integral to minimizing financial exposure and maintaining continuity in BCAD operations. The employee will function as the Safety Management System Coordinator for Landside Operations in conjunction with the Operations Division. This position will supervise a loss and safety team on our construction sites and will ensure Occupational safety and health training and education program tracking.

Plans, develops, implements and maintenance of an airport Safety Management System (SMS), which includes - SMS anonymous reporting, tracking, investigation, and audits; facilitation of the safety risk management (SRM) process; conducting safety assurance meetings and inspections; and providing safety promotion initiatives and incentives; as well as Gap Analysis, Data Collection Review and Synthesis, Updates, Committee Meetings, Safety Assurance Evaluations, and SMS manual and related policies and procedures updates.

This position will work closely with the Operations Division and Maintenance Division regarding employee safety issues and the general risk and safety conditions of the airport. Walk job sites, review reports, and meet with contractors and PMs to resolve safety hazards and OSHA non-compliance. SCOPE OF WORK

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Oversee the safety program's continued growth implementation review. To be the liaison with all departments for safety. Will also be responsible for reviewing and categorizing incoming issues through maximo (NON 139 SMS items).

Implements and maintains automated Certificate of Insurance (COI) tracking system. Trains other Departments on utilization of the COI tracking system. Performs audits on certificates of insurance to determine compliance with insurance requirements.

Coordinates with Emergency Services and Communications, local, state and federal officials regarding FEMA guidelines and regulations.

Maintain information on BCAD's insurance policy and support the renewal process yearly. Utilize information and safety data collected to identify safety issues and help to mitigate claims, focus in on reoccurring issues and potential necessary projects training or other avenue to support the removal, mitigation or support for the identified safety risks.

Oversee the implementation of the new software (CTrax), when up and running, which is meant to track certificates of insurance and contractors.

Coordination with Director on regular basis to create strategies to support the forward movement in the areas of safety and insurance.


Exposure to Safety Management System (SMS) concepts or a readiness to learn and apply SMS practices in an airport environment.


Familiarity with Builders Risk insurance policies and their role in managing construction-related exposures

Handle liability and subrogation claims; respond to public records requests and save and view video requests; training and educating expanding community (650+) BCAD employees on compliance and safety standards.

Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services on a large scale with County-wide impact; facilitates inclusion, prepares reports, and analyzes and interprets data.

Coordinates and manages all aspects of a program or project which has operational responsibility of a major scope, a large-sized budget and provides a critical County service.

Assists Director and Agency Leadership by researching issues, creating memorandums, policies, procedures, reports, etc. and monitors/advises on staff compliance with policy and procedures.

Conducts special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research.

Identifies and understands agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies.

Communicates business risks to project manager, senior/executive management, and approving authority for assessment and approval, while focusing on comprehending client-agencies' needs and business processes.

Coordinates with state and local agency partners on projects and programs, community outreach, media relations and regional and various services; may assist with press releases and responses to media.

Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned.

Reviews property claims and submits to insurance broker, communicates with attorneys as required.

Participate in meetings involving contract negotiations, insurance requirements, sunshine meetings, risk assessment, claim reviews, and Risk Management Division meetings.

Monitor legislative decisions concerning property, casualty and liability issues, and rules and regulations potentially impacting the County.

Supervises, trains, develops, and motivates staff. Meets regularly with staff, to maintain open communications, ensure adequate workload, and update standard procedures.

Advises and educates other agencies on the risk management process and the importance of Enterprise Risk Management (ERP) to the County. Supports the Risk Management Information System (RMIS) by maintaining the Property Schedule and insurance policies.

Defines agency goals and objectives, develops and recommends policies and operating procedures.

Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments and partnering agencies.

Prepares Commission agendas, including editing, posting and planning.

Provides assistance and training of agency staff and contracted services providers. May oversee the Agency's training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.

Plans, organizes and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.

Oversees claim activity to ensure proper adjudication of claims in compliance with State regulations. Ongoing coordination of claims coverage to ensure proper investigation, treatment, and loss prevention actions are taken.

Attends meetings which include contract negotiations, sunshine meetings, risk assessment, claim reviews, department meetings, both downtown risk and facility; participates in the negotiations and purchase of insurance coverage applicable to the facility or project.

Oversees/handles data collection from other agencies, inputting into system, refinement of procedures for handling, advising/educating other agencies on the process and what's important and how it affects them.

Review bus stop locations for safety and accessibility in collaboration with the Transit Projects Coordinator and provide final approval for new installations or relocations. Submit all NTD safety and security reports for fixed-route and paratransit operations and provide safety statistics for NTD and SMTF reporting. Implement and monitor the performance of Greenlink's video-based Driver Behavior Modification System and assist division managers and supervisors with use and troubleshooting as needed. Oversee safety-related budget items, including capital requests and track related expenses.   • Support Risk Management Initiatives: Promote the reduction or elimination of occupational accidents, injuries, and financial losses by advising management on safety operational requirements to meet regulatory compliance and reduce accidents and losses. Monitor actions taken by each division in response to reports of hazardous or potentially hazardous conditions, review and make recommendations, and take appropriate action to mitigate safety, health, and environmental risks. Conduct statistical and trend analyses of safety performance, security activities, and other safety events and prepare written monthly reports for senior management. Stay current on proposed legislation affecting public transit safety and security. Coordinate safety compliance reviews and inspections conducted by external agencies. Act as a liaison between transit operations, City Risk Management, and the Health Clinic Administrator to facilitate the investigation and resolution of accidents, injuries, reported safety concerns, and other safety-related events. Consult with the Health Clinic Administrator and Risk Management regarding employee injuries, workplace hazards, exposures, investigations, and mitigation strategies. Work closely with the Risk Management division to upload and provide required video footage, documentation, and supporting materials for insurance-related events, claims, and investigations. Maintains detailed records of incident or accident reports, video submissions, and correspondence with risk management personnel. Collaborate with division managers and supervisors to ensure complete and accurate documentation of reported safety issues or concerns as needed. Assist supervisors and management in the preparation of documentation for insurance claims, legal inquiries, and regulatory audits as needed.   • Conduct Safety Inspections and Investigations: Ensure safety compliance at all work sites through frequent visits and make corrective action decisions to improve worker and workplace safety. Maintain a quarterly inspection schedule for the fleet maintenance facility, fleet yard, Greenlink Terminal, and revenue service vehicles. Perform safety audits, inspections, and testing related to fire safety, safety certifications, and transit operations across GTA facilities, fleet vehicles, equipment, and safety devices. Review standard operating procedures and policies related to safety annually and make approved revisions. Ensure adherence to safety procedures in compliance with state and federal regulations and verify that emergency equipment in revenue vehicles is in good condition and fully stocked. Conduct regular, informal site reviews and inspections of all employee work sites to ensure safety compliance, including the GTA Operations & Maintenance Facility, Greenlink Terminal, bus stops, and GTA vehicles. In collaboration with the Deputy Director, develop and implement inspection forms for GTA-owned property such as facilities, bus stops, parking lots, and recreational spaces for employees, customers, and the affected community. Document inspections, including identified deficiencies, compliance information, and recommended corrective. Provide summaries of inspection activities to the appropriate division manager or staff with any recommendations for corrective actions or improvements in a timely manner. Work closely with division managers to provide guidance on safety and compliance matters as needed. Respond to the scene of all critical accidents and incidents and conduct investigations of departmental events, including site response, photography, sketches, notes, and post-accident interviews. Investigate departmental safety concerns and monitor compliance with accident and incident reporting procedures, ensuring all required documentation is completed and processed. Manage the Accident Review Committee and provide recommendations regarding accident and incident preventability. Review available video and documentation related to accidents and incidents and conduct investigations related to workers' compensation claims in coordination with the City's Risk Manager and Health Clinic Administrator.

  • Ensure Compliance with Drug & Alcohol Program and DOT Physical Requirements: Serve as the Drug and Alcohol Program Manager (DAPM) and oversee all DOT/FTA drug and alcohol testing processes in accordance with City and federal requirements. In collaboration with the Training & Onboarding Manager, train new employees on drug and alcohol testing requirements as outlined in City and GTA Substance Abuse policies. With the assistance of division supervisors, coordinate all required testing. Maintain accurate records of all testing, compliance activities, and reporting requirements. Support internal and external audits involving drug and alcohol compliance by providing accurate records and required documentation. Collaborate with the Employee Health Center to schedule, coordinate, and track Greenlink drug and alcohol testing and annual physicals for affected employees. Ensure that all required drug, alcohol, and physical screenings are completed in accordance with City and Federal policies and support the safety performance goals of the organization. With the assistance of division supervisors, ensures all employees receive communication regarding upcoming DOT physicals, including appointment scheduling, required documentation, and follow-up actions. Monitors compliance with ongoing health and safety requirements, and provides timely updates to management regarding the status of employee health screenings and certifications. Collaborate with Human Resources to provide information on DOT reportable accident history for former employees when required. Submit annual Drug and Alcohol Management Information System (DAMIS) reports for FTA.

Job Requirements
  • Bachelor's degree in industrial hygiene, occupational safety, risk management, environmental health, or a related field that provides the skills and abilities to meet the requirements of the position.
  • Documented work experience may be substituted on a two (2) for one (1) basis.
  • Over four (4) years of progressively responsible experience in transit safety, safety inspections, safety training, or operations.
  • Must have or obtain OSHA 30-Hour certification within one (1) year of hire.
  • Must have or obtain Transportation Safety and Security Program certificate within three (3) years of hire date.
Preferred Qualifications
  • CPR and First Aid certified.
  • World Safety Officer Certified Safety Specialist (CSS), Certified Safety Professional (CSP) or Certified Safety Manager (CSM).
  • Valid South Carolina Class B CDL with air brake provision and passenger endorsement, or the equivalent CDL from their state of residence. Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state's Department of Motor Vehicles at the sole cost of the employee.
