ESSENTIAL POSITION FUNCTIONS
- Working on a litigation team of attorneys in the Healthcare Program Enforcement Division, litigating complex cases and preparing cases for jury trial.
- Conducting all aspects of pre-trial litigation, including discovery, motion practice, preparation for and/or conducting fact and expert witness depositions; analyzing factual and legal issues and evidence as a part of litigating healthcare program fraud cases; reviewing documentation from client agencies and produced from parties in discovery.

The Tax Litigation Division defends the State when it is sued by plaintiffs challenging their tax liabilities, unemployment benefits decisions and wage claim decisions. The Division represents the Comptroller of Public Accounts and the Texas Workforce Commission as its clients in these cases. Suits against the Comptroller often have millions of dollars at issue with large, well-known companies on the other side. TWC suits challenge employersβ unemployment tax liability as well as the agencyβs decisions on unemployment benefits and wage claims, which allow the opportunity for frequent court appearances. The Divisionβs cases generally involve discovery into a plaintiffβs business practices to determine whether their business model fits into the tax exemption they seek. Math is almost never involved, and tax experience is not required, nor preferred.

Role Overview
We are seeking an Associate or Deputy General Counsel to serve as a trusted second-in-command to the General Counsel supporting our U.S. retail insurance brokerage operations. Key Responsibilities
Strategic Legal Partnership. This individual will act as a trusted advisor to the U.S. leadership team, contributing to business strategy, governance, and operational planning. The Associate/Deputy General Counsel will participate in executive-level discussions as appropriate, providing legal insight on commercial, regulatory, risk mitigation and structural matters.
Legal Operations & Governance. The Associate/Deputy General Counsel will assist in developing and implementing legal policies, procedures, and frameworks tailored to high-growth business model. This is a unique opportunity to create the practices, procedures and guardrails that will form the foundation for a newly stood up US insurance brokerage enterprise. This role will support U.S. governance structures and help ensure alignment with global standards. The individual will advise on regulatory, brokerage, licensing, and compliance across multiple states and lines of business.
Regulatory & Compliance Expertise. The Associate/Deputy General Counsel will help ensure compliance with federal, state, and local laws, as well as industry-specific regulations. This includes providing expertise in NAIC guidelines, state Departments of Insurance (DOIs), and relevant federal regulatory bodies. The individual will monitor evolving regulatory landscapes and proactively manage legal risk.
Litigation & Risk Management. The Associate/Deputy General Counsel will assist in managing U.S.-based litigation and disputes, coordinating with external counsel as needed. This individual will identify legal risks and develop mitigation strategies in partnership with business leaders. Deep understanding of operational risk of a US licensed insurance broker are required as this role will partner closely with the Chief Risk Officer, Chief Data Privacy Officer, and IT for the US business to build compliant systems that allow for fast, disciplined growth while remaining compliant with a complex web of legal and regulatory operational mandates.
Team Collaboration & Development. The Associate/Deputy General Counsel will work closely with the General Counsel to help build and mentor the U.S. legal team over time. This role will collaborate with existing legal colleagues in the region and leverage the broader Howden Group legal function.
Qualifications & Experience
The ideal candidate will hold a Juris Doctor (JD) from an accredited U.S. law school and an active license to practice law in at least one U.S. jurisdiction. The candidate should have a minimum of 10 years of post-qualification experience (PQE), with meaningful in-house counsel experience preferred. A strong background in U.S. insurance, commercial, and regulatory law is required with strong preference for those with experience from the broking or intermediary side. The candidate should possess deep knowledge of the insurance retail insurance brokerage landscape, especially regulatory frameworks for specialty and broking. Experience in private equity-backed businesses or similarly dynamic, fast-paced environments is highly valued. Experience working in a multinational or matrixed environment is also desirable.
The candidate should demonstrate strategic and operational leadership, excellent communication and negotiation skills, high integrity and sound judgment, the ability to work independently and collaboratively across time zones, and strong organizational and project management capabilities.

Introduction to Perioperative Nursing: During the first 3 months of the program, learners can expect to be immersed in a multimodal learning experience through evidence-based learning modules (AORN Periop 101), classroom/group learning, simulation and clinical experiences to master the foundational perioperative nurse competencies. Students will learn the scrub nurse role during this time. At completion of phase one of the OR RN Transition to Practice Program, the learner will complete their Periop 101 final exam.
Clinical Orientation: The remaining 9 months are spent immersed in the clinical environment mastering the unit-based nursing competencies. This focus of this portion of the program is on the circulating nurse role in each of the surgical specialties including general, colorectal, gynecology, plastics, bariatrics, urology, surgical oncology, vascular, thoracic, robotics, neuro, spine, orthopedics, and podiatry.Β Additional components of this portion of the program include professional practice, professional development and professional governance.
To facilitate the ideal learning experience, the schedule during the orientation period will be Monday β Friday 6:30am-3:00pm. During the final weeks of the orientation period, the orientee will have the opportunity to be exposed to evening, night, and weekend shifts.
Throughout the entirety of the program, learners can expect to be mentored by their unit-based preceptors, management team and members of the Nursing Professional Development team (Unit Nurse Educators). You will meet regularly to ensure you are supported and set up for success in your new role.
New graduate nurses will also be enrolled in our Hartford Healthcare Graduate Nurse Residency program to facilitate their transition to professional nursing practice.
The Role of the OR Nurse:
Operating Room (OR) nurses, also known as perioperative nurses, play a crucial role in providing care before, during, and after surgery. They work closely with the surgical team to deliver safe, high-quality care and are responsible for ensuring patient safety throughout the perioperative environment. OR nurses may take on various roles in the surgical team, depending on their responsibilities.
Scrub Nurse: Scrub nurses work directly within the sterile field and assist the surgical team by preparing instruments, equipment, and sterile supplies, passing instruments to the surgeon during the procedure, maintaining a sterile environment, and monitoring instruments and supplies used during surgery to ensure nothing is misplaced.
Circulating Nurse: Circulating nurses manage the overall environment of the operating room by ensuring all surgical tools, supplies, and equipment are available and working, monitoring the patientβs safety and well-being throughout the surgery, maintaining documentation and records of the procedure, communicating between the surgical team and other departments (such as pathology or radiology) and anticipating the needs of the surgical team, and providing additional instruments, medications, or equipment as necessary.

OR General Surgery:Β The Operating Room (OR) General Surgery provides care to a diverse group of patients across multiple surgical specialties. These specialties include general, colorectal, gynecology, plastics, bariatrics, urology, surgical oncology, vascular, thoracic, robotics, neuro, spine, orthopedics, podiatry, and trauma. The Core OR team is also responsible for ensuring 24/7 operating room coverage, offering staff a range of alternative scheduling options. Additionally, there are numerous opportunities for team members to engage in innovation and continued learning with new equipment and procedures.
Qualifications
- Current Connecticut nursing license required prior to start date.
- Basic Life Support (BLS) certification required at time of hire.
- Exposure to perioperative nursing practice environment preferred (Summer Student Nurse Fellow, Capstone Rotation, employment in perioperative services in a non-licensed capacity).

Qualifications:
