POSITION OVERVIEW
The Chief Development Officer (CDO) reports directly to the Chief Operating Officer and is responsible for the overall planning, design, construction, and ensuring the maintenance policy is established prior to handover to the maintenance team of all HAS physical infrastructure associated with the projects of the Major Projects Portfolio (MPP) (approximately $1.0B+ in value) to consistently provide world-class airport airside, terminal, and landside facilities developed and maintained to optimize sustainability and life cycle costs. Additionally, providing oversight of the Permitting processes (TIP & BSG) for an annual construction budget of $1.2B, which could include interfacing with other City entities to ensure proper interface and code alignment.
DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS
The responsibilities of this position include, but are not limited to:
Capital Improvement Program Management(specifically for the MPP, but can be extended to whatever is instructed by the Director)
- Oversee the planning, design and construction of all projects within MPP' CIP plan
- Ensure all projects are constructed within anticipated schedules and within budget
Leadership & Team Management
- Lead a staff of over 60 team members plus extended staff
- Promptly deliver all construction projects within HAS' airports and spaceport
- Responsible for the management, development and engagement of team members within the MPP Division
Stakeholder Engagement
- Meet with key stakeholders, including airport staff, local government officials, and community leaders
- Understand needs and concerns related to airport development
Strategic Planning & Communication
- Conduct a thorough review of HAS' current capital improvement program as related to the MPP
- Identify areas requiring adjustments
- Develop an improved communication strategy to ensure stakeholders are regularly updated on project status
- Leading the AI effort relative to project execution and delivery enhancement
Project Implementation
- Develop comprehensive plans for implementing new development projects (timelines, budgets, resources)
- Identify key performance indicators to measure project success
- Establish monitoring systems to ensure objectives are met
Program Coordination
- Oversee and coordinate with IAH Terminal Redevelopment Program Executive Program Management (ITRP EPM) team as the project progresses through the closeout and handover
- Implement project management control systems with the assistance of the Project Controls section
- Interface and provide guidance with the United Team relative to HAS standards and HAS stakeholders, interface on their behalf with COH, HPW, HCFCD as needed

WORKING CONDITIONS
PHYSICAL EFFORT: The position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis.
WORK ENVIRONMENT: There are routine discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions.
PHYSICAL SKILL: Requires the ability to make simple gross motor responses within large tolerances.
EDUCATION REQUIREMENTS
Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal 4-year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
EXPERIENCE REQUIREMENTS
Twelve years of experience in civil aviation, or experience related to duties to be performed, are required.
SUBSTITUTION: Four years of directly related professional experience may be substituted for the education requirement.

About the Job
BCEI operates as the primary contractor and lead designer for all construction aspects of the project. We work closely with targeted General, MEP, and Low Voltage contractors to deliver large-scale projects to our clients. The Preconstruction Manager leads the front-end planning, cost development, and technical coordination of large-scale projects in North America. This role is responsible for conceptual budgeting through GMP development, value engineering, risk analysis, and client-facing cost strategy on hyperscale and mission-critical infrastructure projects.
The ideal candidate has deep experience estimating MEP-intensive facilities, high-voltage power systems, or mission-critical environments where schedule certainty, redundancy, and scalability are paramount. Applicants with experience in these areas will be prioritized but all applicants with relevant experience will be considered. Summary: The Service & Sales Coordinator supports customers and Field Service Engineers by using Salesforce Systems, SAP, and in-house tools to manage the service requests such as Startup services, maintenance, installations, including all needed to invoice the Service and Sales orders.
Essential Duties and Responsibilities include the following.

Qualifications
- Bachelor’s degree in Electrical Engineering, Construction Management, or related field preferred
- 5–10+ years of construction experience with a strong electrical background

- Lighting systems
- Switchgear and transformers

Electrical Engineer Responsibilities:
- Conduct site survey, perform electrical risk identification, support any additional preliminary works, test fits and gather major electrical equipment budget/lead time from equipment vendor.
- Design electrical systems, including power distribution, lighting, fire alarm, and low voltage systems, considering project specifications, codes, and industry best practices.
- Create detailed electrical drawings, schematics, and specifications using CAD software, ensuring accuracy, compliance with codes, and coordination with other engineering disciplines.
- Develop tender & construction drawings/documents, carry out value engineering, end customer approval process (electrical system studies, reliability studies, cause & effect studies, RFQ compliance, EHS compliance).
- Collaborate with architects, engineers, vendors, contractors and other project stakeholders to integrate electrical systems seamlessly into building designs and test fits, addressing technical challenges, and ensuring coordination of MEP systems.
- To issue drawings revision (as and when required), response to site technical query (STQ), site inspection as needed, drive electrical commissioning process and manged as-built drawings.
- For testing and commissioning plans – implement and review T&C plans, and applying relevant codes and standards of electrical tests that are essentially performed for electrical systems.
Qualifications:
- Bachelor's degree in Electrical Engineering or significant electrical design experience.
- Minimum of 4 years of experience in electrical engineering within the construction industry, with a focus on building electrical systems.
- Proficiency in CAD software (e.g., AutoCAD, Revit) and electrical engineering software, as well as knowledge of electrical system analysis tools (e.g., ETAP, SKM).
- Strong understanding of electrical system design principles, codes, and standards, with the ability to develop innovative and efficient solutions.
- Experience collaborating with multidisciplinary teams, including architects, engineers, and contractors, to integrate electrical systems into building designs successfully.
- Knowledgeable in medium voltage electrical distribution systems, generators, UPS and transfer switches.

This is a full-time on-site role for an Inside Technical Sales Representative who will be responsible for interacting with customers and providing technical sales primarily via the telephone and email. However, as a hybrid model, we encourage our Team members to visit customers to better understand their needs. You must have the ability to build relationships via the phone, and provide quick needs analysis and solutions. You will be trained to gain a thorough knowledge of our products and capabilities in order to be better able to assist your clients. I am especially keen to talk to people with steel fabrication estimating experience.
