We are seeking a like-minded Senior Water Resources Planner/Engineer to join our ranks to work on client projects. This position requires experience in:

• Strategic Water Resource Management and Planning – Synthesizing hydrology, engineering, law, and policy to develop comprehensive water management strategic plans that emphasize operational flexibility and system-wide diversity.
• Urban Water Management Plans and Water Master Plans – Preparing documents compliant with the statutory requirements and intent of the UWMP Act as well as Water Master Plans that integrate water demands, water supplies, and system operations.
• Water Supply Assessments – Preparing and supporting all aspects necessary to satisfy sufficiency and/or impact analyses associated with CEQA compliance for General Plans, Specific Plans and other associated land use actions.
• Integrated Program Management – Coordinating and facilitating objectives, tasks, and timelines for complex water management and planning efforts involving multi-discipline, multi-agency participants and stakeholders.
• Water Rights, Contracts, and Regulations – Investigating water rights and contracts and ascertaining their meaning. Researching regulations and policies as they pertain to the flexibility or limitations of specific water supply sources. Reporting water rights to the State as required by law.
• Complex Issue Negotiation – Assisting with issue mediation, interest-based negotiations and settlement preparation associated with water resource management strategies.

Minimum Qualifications: Undergraduate or graduate degree in similar fields and currently working in water resource planning and management for more than 5 years in California or the southwestern United States. Salary & Benefits: Salary dependent on qualifications and experience.

The Position

We are seeking a Managing Water Resources Planner/Engineer with 15+ years of experience to join our team. This is a leadership role where you will oversee client engagements, deliver strategic solutions, mentor staff, and support firm-wide initiatives.

Education, Experience, and Certifications

• Experience: 15+ years in water resources; minimum 5 years in a management role.
• Education: Bachelor’s degree in Civil/Environmental Engineering, Water Resources, or a related discipline.

Licenses/Certifications:

• Valid California driver’s license and insurability under Zanjero’s policy.
• Professional Civil Engineer registration in California is desirable but not required.

Compensation and Benefits

Position Summary:

Quality Engineering, Inc. is seeking an experienced Senior Quality Manager who will be responsible for the implementation, improvement, and execution of the Quality Management System (QMS) Manual and project specific quality program requirements. This is a full-time position.

The Senior Quality Manager will ensure that the light rail project design and construction work activities are planned and executed in accordance with established transit agency  policies, procedures, systems and requirements of the quality plan and contract. This opportunity is located in Sacramento and will require the successful candidate to work onsite at the project under the supervision of the Project and Corporate Management. 

Position Description, Duties and Responsibilities:

·        Prepare, obtain approval, issue, and implement company project quality program manual (including quality assurance plan and procedures) in compliance with owner contract and company requirements

·        Manage the Quality Assurance and Control staff with oversite of Multiple contracts and projects

·        Review and accept quality program submittals for compliance, as required by contract documents and FTA Quality Management System (QMS) 2019 Guidelines

·        Ensure suppliers have appropriate Quality Control/Assurance measures in place

·        Coordinate testing and inspection of subcontractor’s scopes of work, including material testing facilities

·        Provide quality input to design and contractual documents

·        Develop an audit plan and audit schedule

·        Perform quality program, design, and construction audits for large infrastructure construction projects

·        Conduct audits of designers, manufacturers, suppliers, installation contractors

·        Perform quality engineering for test and equipment acceptance and systems integration and acceptance testing

·        Provide quality engineering support to construction managers, resident engineers, contractors, and equipment manufacturers as required

·        Analyze data for development of quality trend reports

·        Communicate directly with project & company management

·        Coordination of inspection of all materials upon delivery to site

·        Supervise and direct on-site personnel involved in quality control work

·        Supervise the inspection and review work in accordance with applicable codes and standards included in the project drawings and specifications.

·        Participate in review board meetings to resolve non-conformance areas; follow up to ensure corrections are implemented.

·        Leading the Quality team with review of field conditions for responses to RFIs.

·        Provide weekly, monthly, and quarterly quality reports to QC management

·        Leadership to ensure consistency of expectations, standards, and evaluations.

Experience and Education Requirements:

·        Engineering or Construction Management Degree and 15+ years of QA/QC experience in rail/bridge/public works industry or working for a contractor or public agency, and 10 years of Quality Management Experience.

·        P.E. preferred

·        ASQ Certifications preferred (CQA, CMQ/OE)

·        Knowledge of Transit Quality, Caltrans procedures is desirable

·        Ability to travel to construction sites (local) or office

·        USACE CQM-C is desirable

Minimum Skills, Knowledge, and Ability Requirements:

·        Computer skills including word processing, spreadsheets, and general data analysis

·        Organization, professionalism, accurate documentation skills and the ability to comply with transit quality regulatory requirements are essential.

·        Ability to interpret construction plans and specifications.

·        Experience developing quality monitoring formats and standards.

·        Experience evaluating document control plans.

·        Relevant quality assurance and/or quality control experience with transit agencies.

Overview: Bicker, Castillo, Fairbanks & Spitz (BCFS) Public Affairs, one of California’s leading public affairs and ballot measure campaign firms, is hiring a driven public affairs / communications practitioner to join the team as a Senior Account Executive (SAE) to support the firm’s blue-chip client roster. The NISC IV program at Leidos is looking for an Occupational Safety Health Analyst to work in Rancho Cordova, CA!

The selected candidate will:

• Takes effective steps to ensure that workplace conditions comply with applicable federal and state Occupational Safety and Health standards, ensuring that all records are prepared and maintained.

• Participates in Occupational Safety and Health Administration (OSHA) inspections and in any procedures that may follow a citation.

• Investigates, prepares reports, and forwards documents to customer for approval.

• Reports on injuries and fatalities.

• Conducts safe work procedures training courses.

Primary Tasks:

• This position will support the Federal Aviation Administration (FAA), Air Traffic Organization (ATO), Western Service Area (WSA) Environmental, Occupational Safety & Health (EOSH) Program and assist the District Safety and Environmental Compliance Managers (SECMs) for the Oakland (OAK) District Office.

• The candidate will respond to tasks within the customer’s Asbestos, Lead, Environmental Compliance, OSH Compliance, Confined Space, Fall Protection, Safety Training, Drinking Water, Indoor Air Quality (IAQ), and Pandemic programs.

• The candidate will participate in EOSH investigations related to potential accidental releases, mishaps, and employee complaints, as requested by the Safety & Environmental Compliance Manager (SECM).

Please Note:  One must work onsite, Rancho Cordova, CA.

Required Qualifications:

• Working knowledge and proficiency utilizing Microsoft Office applications to include Word, Excel, and PowerPoint.

• The position requires the candidate to travel approximately 25% – 50% supporting the Oakland District.

• Ability to obtain a Public Trust Security Clearance Suitability (To be eligible for Public Trust Security Clearance, one must be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder who has resided in the U.S.A for the past 3 years of the past 5 years consecutively with no breaks).

• Bachelors degree with 4+ years of relevant work experience OR Masters with 2+ years of relevant work experience.  Additional years of relevant work experience may be accepted/considered in lieu of degree. 

Preferred Qualifications:

• Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), OR Associated Safety Professional is highly desired.

• Certified in any of the following areas is a plus: Asbestos Hazard Emergency Response Act (AHERA) Asbestos

• Contractor/Supervisor; AHERA Asbestos Building Inspector; Certified Lead Professional; Lead Inspector/Risk Assessor; and Hazardous Waste Operations and Emergency Response (HAZWOPER).

• Able to be fit-tested and wear respirator and be enrolled in Respiratory Protection Program (if hired).

• Able to climb structures and oversee Fall Protection Program.

• Confined Space assessment, program administration; Forklift Operator, Forklift Instructor; Aerial Lift Operator, and Aerial Lift Instructor, are desired.

• Should have highly developed presentation skills, comfortable conducting training classes, self-motivated and proactive team player, excellent written and oral communication skills, and proficient using MS Office software, are desired.
