  • Strategic Water Resource Management and Planning – Synthesizing hydrology, engineering, law, and policy to develop comprehensive water management strategic plans that emphasize operational flexibility and system-wide diversity.
  • Urban Water Management Plans and Water Master Plans – Preparing documents compliant with the statutory requirements and intent of the UWMP Act as well as Water Master Plans that integrate water demands, water supplies, and system operations.
  • Water Supply Assessments – Preparing and supporting all aspects necessary to satisfy sufficiency and/or impact analyses associated with CEQA compliance for General Plans, Specific Plans and other associated land use actions.
  • Integrated Program Management – Coordinating and facilitating objectives, tasks, and timelines for complex water management and planning efforts involving multi-discipline, multi-agency participants and stakeholders.
  • Water Rights, Contracts, and Regulations – Investigating water rights and contracts and ascertaining their meaning. Researching regulations and policies as they pertain to the flexibility or limitations of specific water supply sources. Reporting water rights to the State as required by law.
  • Complex Issue Negotiation – Assisting with issue mediation, interest-based negotiations and settlement preparation associated with water resource management strategies.


Minimum Qualifications: Undergraduate or graduate degree in similar fields and currently working in water resource planning and management for more than 5 years in California or the southwestern United States. Salary & Benefits: Salary dependent on qualifications and experience.

Required Qualifications:

  • Working knowledge and proficiency utilizing Microsoft Office applications to include Word, Excel, and PowerPoint.

  • The position requires the candidate to travel approximately 25% – 50% supporting the Oakland District.

  • Ability to obtain a Public Trust Security Clearance Suitability (To be eligible for Public Trust Security Clearance, one must be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder who has resided in the U.S.A for the past 3 years of the past 5 years consecutively with no breaks).

  • Bachelors degree with 4+ years of relevant work experience OR Masters with 2+ years of relevant work experience.  Additional years of relevant work experience may be accepted/considered in lieu of degree. 

Preferred Qualifications:

  • Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), OR Associated Safety Professional is highly desired.

  • Certified in any of the following areas is a plus: Asbestos Hazard Emergency Response Act (AHERA) Asbestos

  • Contractor/Supervisor; AHERA Asbestos Building Inspector; Certified Lead Professional; Lead Inspector/Risk Assessor; and Hazardous Waste Operations and Emergency Response (HAZWOPER).

  • Able to be fit-tested and wear respirator and be enrolled in Respiratory Protection Program (if hired).

  • Able to climb structures and oversee Fall Protection Program.

  • Confined Space assessment, program administration; Forklift Operator, Forklift Instructor; Aerial Lift Operator, and Aerial Lift Instructor, are desired.

  • Should have highly developed presentation skills, comfortable conducting training classes, self-motivated and proactive team player, excellent written and oral communication skills, and proficient using MS Office software, are desired.

Please Note:  The program budget salary for this role could fall anywhere between $85K - $95K with a slight wiggle room (no guarantees) based on relevant experience and assessment.  Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
