The Senior Estimator is responsible for preparing accurate, competitive cost estimates for construction projects from concept through bid submission. The role involves reviewing drawings and specifications, performing detailed quantity takeoffs, and evaluating subcontractor and supplier pricing. The Senior Estimator collaborates closely with project managers, engineers, and leadership to assess risk, value-engineer solutions, and support strategic decision-making. This position also leads bid strategies, ensures compliance with contract requirements, and mentors junior estimating staff. Strong analytical skills, construction knowledge, and the ability to manage multiple deadlines are essential for success in this role.

Core Responsibilities

• Ensures bids are accurate and estimates quantities of material to purchase
• Perform and manage the performance of all estimates, and supervise junior estimators.
• Ensure the integrity of gross margins, profit and performance incentives in the completion and negotiations of all bids whether annual contract, unit price or competitive bid.
• Maintain a high level of quality control in the estimating process as well in maintaining communications and service relationships with owners and to develop new business opportunities in areas in which the company may not presently be active.

Position Summary

Seeking motivated Project Managers/Construction Managers (PM/CM) with a degree in Electrical Engineering to join our team on a VA Fayetteville, North Carolina Construction Project. Candidates will act as Design and Construction Managers reporting to a Program Manager as well as collaborate and assist VA client staff to provide data, generate reports, as a representative for the client on major healthcare construction projects.

Key Responsibilities

The Construction Manager will be a part of a team of professionals and act as the Owner's Representative role on these programs from design through construction and closeout. The Construction Manager will be required to learn and integrate our company’s best practices related to project delivery, budget, schedule, quality and operations in the healthcare environment. The Construction Manager will act as an advisor/liaison with the client (user groups, design team, contractors, and facility engineering representatives). The Construction Management services will be used to support traditional Design-Bid-Build and Design/Build contracts. A summary of the major tasks is below.

• Analyze and monitor project financial data, budget performance, and cost trends
• Review construction schedules and support progress and performance evaluations
• Participate in progress meetings and support issue identification and resolution
• Review testing, inspection, and quality assurance documentation for compliance
• Support claims administration, change management, and contract modifications
• Review contractor work documentation and reported progress for conformance with construction documents and approved schedules
• Prepare analytical reports, correspondence, and program status documentation
• Maintain tracking tools and reporting systems supporting program oversight
• Advise program leadership on construction administration best practices and compliance considerations

Education & Experience

Education

• Bachelor’s degree of Electrical Engineering from an accredited institution is preferred; equivalent combinations of education and relevant experience will be considered.
• Educational requirement may be substituted by fifteen (15) years of directly related experience.

Experience

• Minimum of six (6) years of progressively responsible experience in construction administration, construction management, or a closely related field
• Experience supporting regulated environments (federal, healthcare, or institutional) is highly desirable
• Candidates may be asked to provide examples or documentation of completed projects demonstrating relevant experience
• Requirements of local state and federal jurisdiction in relation to the Project.
• Construction Contract Documents including Front End and Technical Specifications and drawings to readily understand and assess requirements.
• Working knowledge of engineering services, building codes budgeting and scheduling to lead the project’s success.

Additional Requirements

• Familiarity with construction practices, quality assurance, scheduling, cost management, and change management
• Demonstrated ability to exercise independent judgment in administrative, financial, and compliance matters
• Proficiency with Microsoft Office Suite and Adobe Acrobat
• Strong written, verbal, and organizational communication skills

Preferred Qualifications

• Leadership: Must possess the ability to collaborate and integrate with other professionals
• Building construction experience
• Experience with Healthcare and Federal projects.
• Licensed engineer (PE or EIT)
• CCM, PMP certifications

This is a high-impact role focused on sitework and civil infrastructure projects, offering the opportunity to help scale a 30M and growing civil operation within a stable, family-owned organization.

What You'll Do as the Civil Projects Estimator:

• Prepare detailed cost estimates for public works and civil sitework projects ranging from 1M to 30M
• Perform quantity takeoffs and analyze drawings, specifications, and bid documents
• Solicit and evaluate subcontractor and vendor pricing
• Develop scopes of work and identify constructability and value engineering opportunities
• Support bid day activities and provide final pricing recommendations
• Participate in pre-bid meetings and coordinate inquiries with clients
• Assist with estimate handoffs to project management teams
• Maintain cost databases and track historical job cost data

Must-Haves as the Civil Projects Estimator:

• 4+ years of civil or sitework estimating experience

• Ability to read and interpret engineering drawings and specifications
• Experience using estimating software such as HeavyBid or equivalent
• Proficiency with AGTEK, Bluebeam, Excel, Outlook, and Word
• Ability to analyze subcontractor pricing and self-perform productivity
• Strong mathematical and analytical skills
• Ability to manage multiple bids simultaneously and meet deadlines
• Experience tracking job costs and maintaining cost databases

• Lead production to hit out-put production, product quality, on-time shipping, and scheduling to meet customer needs
• Develop a keen focus on customer service and proactive communication across the team
• Partner with the engineering team to ensure proper drawings and designs are being used during the manufacturing process
• Experience building, maintaining and adjusting Lean systems to drive insight and continuous improvement
• Experience using systematic Lean frameworks (5S, Kaizen) and tools to improve processes and expand capacity (value stream mapping)
• Experience with quality management systems to drive root cause analysis and corrections
• Embrace teamwork across multiple departments to hit production output and increase financial goals
• Ability to set financial goals, develop a plan and execute the plan to exceed them

• Be a leader and coach leadership. Motivate crews during morning huddles. Lead effective Mid-Day meetings. Coach Leads on how to set expectations on a whiteboard and have them followed. Lead inventory counts. Promote safety best practices in meetings with other Plant Managers
• Perform any other duties as assigned by the General Manager as deemed appropriate and necessary by them

Job Requirements

• Bachelor's Degree in Business, Operations, Engineering or equivalent experience
• 10+ years of experience working in a leadership role in an industrial manufacturing environment preferred
• Experience with precast/concrete or building materials is a plus
• Proven track record of developing, leading and maintaining a continuous improvement mindset at the plant
• Ability to work on your feet for the majority of the day in a production/plant environment subject to areas that are unheated and/or non-air conditioned
• Ability to work with computer as necessary (Microsoft Word, Excel, PowerPoint, AX)
• Ability to lead and direct other individuals and work with other group leaders
