Job Summary

Seasonal Parks Laborers perform general labor tasks as assigned to contribute to the development and maintenance of City public grounds and moorage facility.

Each Laborer works as part of a team to conduct routine maintenance and park development which includes cleaning restrooms, picnic shelters, and other City facilities as well as opening and closing parks daily, addressing customer concerns as they arise, collecting garbage, and picking up litter. Depending on the team of assignment, the Seasonal Laborers perform their work under supervision to maintain park landscaping, turf, sport fields, trees, boardwalks, buildings, equipment, and natural areas undergoing habitat restoration. Please note the specific tasks listed below.

All Laborers positions will operate vehicles, equipment, and a variety of hand and small power tools as required to complete their assigned tasks.

Essential Duties

  • Hand mows spaces not accessible by tractor-mowers.
  • Trims grass and cuts weeds with an edger or weed eater.
  • Raking leaves, spreading sand and soil, installing park benches and cleaning the docks.
  • Waters vegetation on City facility grounds.
  • Remove debris with mechanical blower.
  • Makes garbage runs at City facilities. This includes emptying garbage cans, picking up litter and debris.
  • Landscape installation to include planting, weeding and bed maintenance.

Additional Responsibilities

  • Assist with hand equipment and small engine maintenance and repair.
  • Set up equipment where necessary.
  • Painting and staining as needed.
  • Other duties as assigned.

Knowledge, Skills and Abilities
  • Basic knowledge and/or experience in landscape services.
  • Basic knowledge in landscape maintenance.
  • Skills to use basic mowing equipment.
  • Basic knowledge in horticulture.
  • Ability to read directional maps.

Minimum Qualifications

  • Must maintain a valid Washington State Driver's License and maintain ability to operate a City pick-up truck.
  • Must meet minimum age requirements under Department of Labor and Industries regulations (age 18).

Must be able to move objects weighing up to 50 pounds. Walk, kneel, bend for extended periods of time.

Working Conditions
Performs work outdoors in inclement weather. May work weekends or staggered schedule.

Seasonal Laborers are not represented by a union until they exceed 347 hours service. Thereafter, they are represented by the Teamsters union, with membership options that will be provided upon employment. These hours are additive from a previous year of service unless the returning employee has a break in service between seasons of twelve months or more.

Entry level non-supervisory engineer/construction administration. Reports to the Capital Projects Supervisor for coordinated work with experienced engineers and coordinators. Accountable for the follow tasks:

  • Assists in various phases of City Capital Improvement Project work including contract administration, project management documentation, public outreach and accounting.
  • Supports dissemination of project information to other City Groups and Divisions.
  • Aids in the recording of construction records documentation.

Essential Functions

  • Supports dissemination of project information by preparation of exhibits.
  • Helps gather stakeholder requirements for technical specifications to promote quality assurance.
  • Performs field reconnaissance when/as required.
  • Assists staff in the review of construction documents including plans, specification and construction management documents through all stages of Public Works projects.
  • Works with experienced engineers/coordinators and other staff to coordinate and document field changes.
  • Maintains knowledge of current construction codes and changes in industry standards related to construction material and procedure developments.
  • Aids in the preparation of project status reports for proper coordination and scheduling of projects.
  • Assists with final acceptance report upon project completion.

Peripheral Duties

  • Coordinates field activities of City projects with private and public utilities within Kirkland.
  • Works with Maintenance and Operations on engineering issues.
  • Reviews traffic control plans with the Traffic Engineer.
  • Responds to public inquiries or complaints relating to construction activities, standards, administrative procedures, and requested improvements.
  • Provides public counter and back-up telephone coverage. Provides information regarding the policy of the City in response to inquiries.
  • Assists in maintaining and updating Kirkland Pre-Approved Plans for the Public Works Department.
  • Conducts field inspection on an as needed basis to assist inspection staff when workload or absences dictate.
  • Maintaining the CIP Group's Lessons Learned file.
  • Performs other duties as assigned.

In the event of a civic or civil emergency, position will provide assistance as determined by the City's emergency operations program.

Job Summary
The Capital Projects Coordinator is considered a journey level classification and performs engineering, architecture, construction management and/or project management responsibilities. This professional level position plans, budgets, and schedules all aspects of the parks, facilities, utilities and transportation capital improvements, as well as other City Funded/sponsored projects of basic to mid-level complexity. The position administers consultant contracts; coordinates design reviews, environmental reviews, coordinates property and permit acquisitions; coordinates building and contract awards; monitors construction contract progress and ensures proper project closeouts.

  • Provide input to those managing and executing multiple projects (small to large) from the proposal stage through to completion
  • Establish connections with other departments to support and enhance service delivery
  • Work collaboratively with other disciplines and multidisciplinary project teams to execute project deliverables, as well as ensure that quality objectives, schedules, and budgets are met

  • Design modifications to, or entirely new electrical, instrumentation, and controls systems related to dams, control structures, water retaining structures, switchyards and hydroelectric generating stations
  • Conduct feasibility studies for proposed designs and assess costs and benefits for alternatives in a systematic and thorough manner.
  • Manage and execute multiple projects from the proposal stage through to completion; Projects will include a variety of small to large projects involving water resources, flood control and hydroelectric sectors

  • Conduct inspections and support project work on site as required
  • Edit and prepare design specifications
  • Conduct QA/QC reviews and facilitate the KGS’s QA/QC process.
  • Contribute to the development of the electrical engineering practice at KGS by assisting the electrical design leadership by documenting technical knowledge, improving internal production processes, coordinating and developing internal training content, and other tasks.

About You

To fill the role, we’re looking for an applicant to bring forward a good mix of qualifications and previous experiences. Some highlights should include:

  • Minimum of a Bachelor of Science (BS) degree in electrical engineering from a recognized university; A post-graduate degree is an asset
  • Minimum of 7-15 years of experience in electrical engineering with demonstrated project management skills (tracking budgets and meeting schedules)
  • Must be registered as a Professional Engineer (P.E.) in Washington, Oregon, or California, as well as eligible for registration as a professional engineer in other states via comity within three months of starting.
  • Previous consulting experience is preferred but not required.
  • Excellent verbal and written communication skills
  • Candidate must be self-motivated, and able to work independently with minimal supervision
  • Must be able to effectively assume a lead role as project engineer and communicate project and technical information with clients
  • Demonstrated experience in site investigations, condition assessments, design and construction support are preferred
  • Experience with station service distribution (all voltages), medium voltage equipment, fixed bus power distribution systems, Programmable Logic Controller (PLC) automation (for equipment control), generators and transformers including related monitoring systems, communication systems, system grounding, hoists and gate automation and balance of plant systems for hydroelectric stations preferred, but industrial experience will be considered
  • Experience with the following would be considered an asset:
  • Backup power systems (including Uninterruptible Power Supply (UPS), Direct Current systems and fuel fired backup)
  • Lighting (including emergency and exit lighting systems)
  • Fiber and copper structured cable systems, and associated networking equipment
  • Distributed Control System (DCS) and PLC Automation, Human Machine Interface (HMI) and Remote Terminal Unit (RTU) integration (including any programming experience)
  • Protection systems experience, including specifying, setting and verifying (include reference to voltages)
  • Load flow analysis, system modelling, arc-flash, grounding, and other electrical studies (include reference to software used and any training)
  • North American Electric Reliability Corporation (NERC)/Critical Infrastructure Protection (CIP) planning
  • Physical or cyber security planning or design
  • Unit outage planning
  • Other renewable energy experience
  • Travel to project sites is usually limited but is required depending on project/client requirements. The amount of travel time desired by our employees can usually be accommodated.

The salary range for this position is $120,000 to $155,000 annually.

Role Overview

The Director – Data Collections (US) is a senior leadership role responsible for owning and scaling Centific’s onsite and hybrid data collection programs across the Americas. This role provides strategic, operational, and commercial leadership for large-scale AI data collection initiatives, with direct accountability for delivery readiness, recruitment strategy, cost, quality, and stakeholder confidence.


This role replaces and elevates a senior recruitment-focused PM function, reflecting the criticality, scale, and complexity of US-based onsite data collection programs. The Director will serve as the single-threaded owner for US data collection execution, working closely with Global Sourcing, Vendor Management, Ops, Product, and Client teams.


Key Responsibilities

Strategic Leadership & Ownership

  • Own the end-to-end data collection recruitment delivery strategy for the Americas, with a primary focus on large-scale onsite and hybrid programs.
  • Act as the regional authority for feasibility, ramp strategy, timelines, and execution readiness for US data collection projects.
  • Partner with Sales, Solutions, and Leadership teams to shape go-to-market strategy, pricing assumptions, and delivery models for US-based programs.
  • Drive standardization of US-specific playbooks for onsite recruitment, scheduling, compliance, and execution.


Recruitment & Workforce Strategy

  • Define and lead US recruitment strategy for gig workers across diverse, regulated, and high-volume onsite projects.
  • Oversee sourcing from our talent platform's internal talent ecosystem, community programs, and direct outreach models minimizing dependency on external vendors.
  • Establish and scale local outreach ambassador programs to drive community-based recruitment across multiple US locations.
  • Set recruitment quality benchmarks, funnel health metrics, and retention strategies for repeatable workforce supply.


Operational Excellence & Scale

  • Lead and scale multi-layered teams, including recruiters, outreach leads, schedulers, and regional coordinators.
  • Design and optimize scheduling, capacity planning, and throughput models aligned to project SLAs.
  • Anticipate and mitigate delivery risks related to geography, demographics, compliance, or seasonality.
  • Ensure operational readiness for fast ramp-ups, pilot-to-scale transitions, and multi-site programs.


Stakeholder & Client Partnership

  • Serve as the primary escalation and confidence point for internal stakeholders on all US data collection programs.
  • Support RFPs/RFIs, client workshops, and solutioning conversations with realistic ramp plans, timelines, and cost assumptions.
  • Provide structured, executive-level reporting on delivery health, risks, and performance metrics.
  • Translate client needs into actionable recruitment and execution plans.


Metrics, Governance & Process Improvement

  • Own and evolve US recruitment and delivery dashboards, tracking KPIs such as ramp velocity, fill rate, attrition, cost, and quality.
  • Drive continuous improvement in tools, workflows, screening, onboarding, and compliance processes.
  • Ensure rigorous documentation, audit readiness, and process adherence for all collaboration agreements and data collection protocols.
  • Partner with Product and Engineering teams to influence platform enhancements based on US delivery realities.


Required Experience & Expertise

  • 8–12+ years of experience in data collection, workforce operations, recruitment leadership, or delivery management, with significant exposure to onsite or field-based programs.
  • 5+ years of people leadership experience, managing managers and multi-disciplinary teams.
  • Proven experience owning large, complex programs with high volume, tight timelines, and operational risk.
  • Strong understanding of AI data collection workflows, contingent workforce models, and large-scale recruitment mechanics.
  • Demonstrated ability to operate at both strategic and execution levels from boardroom discussions to on-the-ground problem solving.
  • Ability to thrive in a fast-paced, dynamic environment.
  • Strong cross-cultural communication and collaboration skills.
  • Excellent stakeholder management, negotiation, and communication skills.
  • Advanced proficiency in Excel, PowerPoint, dashboards, and data-driven decision making.
