Job Summary

Entry level engineer/project construction administration providing support to the Capital Improvements Project Team. Assists experienced engineers/coordinators in developing project criteria, studies, plans, specifications, providing calculations, tracking budgets, reviewing construction documentation, and communication related to City Capital Projects.

Principal Accountabilities
Entry level non-supervisory engineer/construction administration. Reports to the Capital Projects Supervisor for coordinated work with experienced engineers and coordinators. Accountable for the follow tasks:

• Assists in various phases of City Capital Improvement Project work including contract administration, project management documentation, public outreach and accounting.
• Supports dissemination of project information to other City Groups and Divisions.
• Aids in the recording of construction records documentation.

Essential Functions

• Supports dissemination of project information by preparation of exhibits.
• Helps gather stakeholder requirements for technical specifications to promote quality assurance.
• Performs field reconnaissance when/as required.
• Assists staff in the review of construction documents including plans, specification and construction management documents through all stages of Public Works projects.
• Works with experienced engineers/coordinators and other staff to coordinate and document field changes.
• Maintains knowledge of current construction codes and changes in industry standards related to construction material and procedure developments.
• Aids in the preparation of project status reports for proper coordination and scheduling of projects.
• Assists with final acceptance report upon project completion.

Peripheral Duties

• Coordinates field activities of City projects with private and public utilities within Kirkland.
• Works with Maintenance and Operations on engineering issues.
• Reviews traffic control plans with the Traffic Engineer.
• Responds to public inquiries or complaints relating to construction activities, standards, administrative procedures, and requested improvements.
• Provides public counter and back-up telephone coverage. Provides information regarding the policy of the City in response to inquiries.
• Assists in maintaining and updating Kirkland Pre-Approved Plans for the Public Works Department.
• Conducts field inspection on an as needed basis to assist inspection staff when workload or absences dictate.
• Maintaining the CIP Group's Lessons Learned file.
• Performs other duties as assigned.

In the event of a civic or civil emergency, position will provide assistance as determined by the City's emergency operations program.

Must possess effective written and oral communication skills, with the ability to work with staff, the public and general contractors in a knowledgeable and professional manner. Must have proficient research and documentation skills.

Minimum Qualifications

• A Bachelor Degree in Engineering, Construction Management or related field; or a combination of education and/or training and/or experience which provides an equivalent background that may be substituted as equivalent.
• Proficient in use of all office equipment including personal computers and related software applications.
• Valid Washington State driver's license.

Working Conditions
Primarily office work, but duties will require some field work both in street rights-of-way and on construction sites under varying weather conditions.

Job Summary(2-4 Years):

We are seeking a highly skilled and motivated Software Engineer to join our specialized engineering team. This role is centered on the development of sophisticated software for advanced hardware control and lab automation, with a primary focus on aero-acoustic wind tunnel systems. In this role, you will use Python to design, build, and enhance control mechanisms for both a classic recirculating wind tunnel and a Client modular fan-array wind tunnel. This position offers a unique and exciting opportunity to work at the intersection of software development, robotics, acoustics, and aerodynamics.

Key Responsibilities:

• Design, develop, and maintain high-quality, reusable, and reliable Python code for controlling complex hardware systems, including wind tunnel fan arrays and associated mechanical components.
• Implement and optimize control algorithms for real-time performance and precision, including PWM control for fan motors and actuators.
• Develop software to program and generate a variety of airflow conditions, including laminar, turbulent, gradient, and time-varying flows.

• Develop and implement automation/semi-automation equipment and fixtures
• Participate in Material Review Board, evaluate and disposition discrepant material, conduct failure root cause analysis, develop rework and repair methods, identify and document corrective and preventative action
• Create engineering design and process change orders with required documentation, technical justification/change effects analysis, and impact to operations
• Create, document, and conduct training and certifications for fixture/equipment operation, and critical methods
• Revise existing product designs for improvement or new line extensions
• Develop test equipment and methods for mechanical, electrical, hydraulic, and pneumatic devices and systems
• Develop and maintain production assembly, test, and inspection procedures through product life cycle
• Develop verification and validation protocols for equipment and processes, including validation of cleaning, packaging, and sterilization
• Develop automated data collection and reporting methods
• Lead production process quality improvement
• Determine training and certification requirements for assemblers and technicians for production processes and equipment
• Provide product failure analysis support for customer complaints and returns
• Workflow design, yield improvement, waste reduction, time and motion efficiency studies
• Create and maintain Product and Process FMECA through product life

Requirements:

• Bachelor’s degree in Engineering (Manufacturing, Mechanical, or equivalent) with 5-7 years of experience in medical device manufacturing or related manufacturing environment
• Direct experience in medical device or highly regulated environment
• Certified SolidWorks Associate or 3+ years of equivalent experience
• Microsoft Office applications, Excel power user
• Proficiency with inspection tools and methods
• Solid understanding of design change requirements and processes in FDA regulated manufacturing environment
• Ability to perform Gage R & R Analysis for equipment qualifications
• Ability to use Design of Experiments methods to support process improvement

Desirable Skills and Experience:

• Experience with metal machining and fabrication and finishing methods and equipment
• Swiss watch or jewelry manufacturing industry with insights into small tools, equipment, techniques
• Experience with color anodizing, electropolishing, chemical etching, laser etching
• Clean room, aqueous cleaning, and sterilization qualification and monitoring
• Lean manufacturing process implementation or support
• Mechanical specification using GD&T
• Quality analysis using MiniTab

Salary range for this position is $120k-$145k per year which is the general base range for a successful candidate in the State of Washington. The successful candidate’s actual pay will be based on various factors such as skills, qualifications and experience.
