Job Summary

The Kirkland Parks and Community Services Department is seeking Recreation Attendant staff for the North Kirkland Community Center. This position acts as on-site City representative for recreation programs and activities. Nature camp is held outdoors in Kirkland parks. Job Summary
Note: This is an On-Call position that is not eligible for benefits.
Being an on-call employee means that your work schedule is not guaranteed, hours worked could range from 0 - 40 hours a week, depending on office needs. SUMMARY:
The program assistant supports and assists with programs, facilities, services, and events within Parks and Community Services (PCS) and serves as a primary customer service agent.
This assignment is for a seasonal, temporary, non-benefited on-call program assistant, to support Kirkland's 4th of July Parade Celebrate Kirkland, hosted by PCS. This seasonal position is anticipated to begin in April and last through July or August, with up to 40 hours of work per week during that time. Most work will be done Monday-Friday at Kirkland City Hall, with occasional weekend or evening shifts. The on-call program assistant must be available to work July 4 and the days immediately preceding and following the holiday.
The ideal candidate possesses a strong work ethic, the capacity to prioritize tasks and work on a variety of projects with competing deadlines. Candidates should have the ability to be adaptable to new situations, ideas, and challenges and must be able to take initiative and work proactively. Must be self-motivated and work well as part of a supportive team.
This position will work closely with the Celebrate Kirkland team to help plan and carry out the event. Primary tasks include purchasing, vendor and parade entry support, volunteer recruitment and record keeping, marketing and outreach support, and other administrative functions.
The on-call program assistant is the primary contact for vendors, contractors, and volunteers to ensure logistical needs as well as contract terms and conditions are met.
The program assistant also serves as the on-site liaison for several events, facilitating the delivery and set-up of event equipment such as tables, chairs, pop-up canopies, marketing materials, audio-visual equipment and other supplies.

Distinguishing Characteristics: This is the entry-level classification in the Parks and Community Services (PCS) Program series. - Provides administrative support for Munis, TRIM, AdobeSign, Lucity, and similar programs including creating, entering, and processing contracts and agreements.
- Coordinates training and scheduling of staff, volunteers, and interns; provides emergency backup staffing as needed.
- Creates and maintains instructor contracts and enters into the City's record management software. Coordinates the processing of contracts.
- Assists with the organization and production of department events (i.e. Green Kirkland Program, community building events, etc.).
- Assists with publicizing and promoting programs, program brochure preparation, and maintaining City webpages.
- Inventories, purchases, maintains, and organizes program supplies and equipment.

Job Summary
Performs the functions of law enforcement necessary to maintain public peace, protect life and property, prevent crime, apprehend violators of the law and otherwise assure proper enforcement of the laws and ordinances of the City of Kirkland and the State of Washington.
Principal Accountabilities
The Police Department works shift work of varied hours depending on assignment. Officer's work with current technology such as in car computer systems and computer aided dispatch. Officers are generally assigned to one person patrol cars, but may be assigned to collateral duties or assignments depending on department needs.
- Contributes to the preservation of peace and protection of life and property by patrolling an assigned area primarily by car, and occasionally on foot, bicycle or motorcycle. Responds to a wide variety of calls and complaints to include misdemeanors and felonies and civil issues.
- Contributes to the apprehension of criminal suspects by conducting preliminary and follow-up investigations. This would involve contacting and interviewing witnesses and victims of a crime; sketching & photographing a crime scene; dusting for latent fingerprints; and collecting other evidence and preserving the chain of evidence. The position prepares criminal investigation reports and testifies in court.
- Contributes to the smooth and safe movement of traffic on City streets by performing traffic and parking enforcement functions. This would include observing traffic movement, operating radar speed detection units, directing traffic, and issuing traffic citations.
- Contributes to understanding the cause of traffic accidents by conducting accident investigations. Attempts to determine the cause (driver error or mechanical failure) of the accident.
- Contributes to the enforcement of City laws and ordinances by apprehending violators. The subduing and arresting of violators could range from simply advising the suspect that he/she is under arrest to a physical confrontation involving the use of force up to and including the use of a firearm. Once suspect is in custody, a complete booking procedure will be followed.
- Contributes to the prevention of crime by giving talks; maintaining a high degree of visibility. This involves knowing the layout of City streets; extensive knowledge of Federal, State, and municipal law; patrolling key problem areas; and knowing the routines of the City and its citizens in order to identify unusual or abnormal activities.
- Contributes to a favorable image of the Department.
- The position performs various other duties as assigned, including the transportation of prisoners to court or medical facilities; serving misdemeanor and felony warrants for arrest; and maintaining security in the jail area.

Job Summary
This position is responsible for leading the mobile recreation program held at various park sites throughout Kirkland. Must be able to work as a team with other assigned staff and also independently with little supervision. Job Summary
Performs the functions of law enforcement necessary to maintain public peace, protect life and property, prevent crime, apprehend violators of the law and otherwise assure proper enforcement of the laws and ordinances of the City of Kirkland and the State of Washington.
Principal Accountabilities
The Police Department works shift work of varied hours depending on assignment. Officer's work with current technology such as in car computer systems and computer aided dispatch. Officers are generally assigned to one person patrol cars, but may be assigned to collateral duties or assignments depending on department needs.
- Contributes to the preservation of peace and protection of life and property by patrolling an assigned area primarily by car, and occasionally on foot, bicycle or motorcycle. Responds to a wide variety of calls and complaints to include misdemeanors and felonies and civil issues.
- Contributes to the apprehension of criminal suspects by conducting preliminary and follow-up investigations. This would involve contacting and interviewing witnesses and victims of a crime; sketching & photographing a crime scene; dusting for latent fingerprints; and collecting other evidence and preserving the chain of evidence. The position prepares criminal investigation reports and testifies in court.
- Contributes to the smooth and safe movement of traffic on City streets by performing traffic and parking enforcement functions. This would include observing traffic movement, operating radar speed detection units, directing traffic, and issuing traffic citations.
- Contributes to understanding the cause of traffic accidents by conducting accident investigations. Attempts to determine the cause (driver error or mechanical failure) of the accident.
- Contributes to the enforcement of City laws and ordinances by apprehending violators. The subduing and arresting of violators could range from simply advising the suspect that he/she is under arrest to a physical confrontation involving the use of force up to and including the use of a firearm. Once suspect is in custody, a complete booking procedure will be followed.
- Contributes to the prevention of crime by giving talks; maintaining a high degree of visibility. This involves knowing the layout of City streets; extensive knowledge of Federal, State, and municipal law; patrolling key problem areas; and knowing the routines of the City and its citizens in order to identify unusual or abnormal activities.
- Contributes to a favorable image of the Department.
- The position performs various other duties as assigned, including the transportation of prisoners to court or medical facilities; serving misdemeanor and felony warrants for arrest; and maintaining security in the jail area.

Working Conditions & Physical Activities
The working environment is characterized by the potential for physical, verbal and psychological assault by prisoners or individuals suspected of crime. Dependent on assignment and task, the work period may be eight to twelve hours a day. Other physical activities include, but are not limited to, operating a patrol vehicle, walking, running, or sitting at a workstation performing administrative tasks. The scope of work performed has the potential for other physical or cardiovascular exertion in the performance of duties. Work is performed in a variety of weather conditions and adverse conditions. Assignments may include but are not limited to Patrol, Investigations, Traffic, Training, Neighborhood Resource Officer, School Resource Officer, Pro-Act Unit, and K-9 after at least 12 months in patrol.
Collateral duty assignments available to commissioned officers are: Special Response Team, Crisis Negotiations Team, Firearms Training Unit, Less Lethal Training Unit, Defensive Tactics, Bicycle Patrol, and Foot Patrol.
Hours of Work
Must be available to work 8 or 10 hour rotating shifts.

The Crisis Responder I position will reside in the Regional Crisis Response (RCR) Agency and report directly to the Crisis Responder Supervisor. The Crisis Responder I serves on a team of other citywide community responders as part of the RCR Agency, which provides a consolidated and standardized mobile crisis response program operating throughout the jurisdictions served. Crisis Responders use evidence-based practice that promotes well-being through assessment, brief intervention, referral to services, and prevention. Job Summary
The role of the Office Specialist is to perform a broad range of skilled administrative tasks that support the effective office operations of the department with an emphasis on quality customer service.

Job Summary
Based on Department established priorities, provides support services in the areas of prisoner transport, prisoner care and custody, alternative sentencing methods, the taking of crime reports, calls for assistance of a non-criminal nature, records data entry and other activities within the Department.
Principal Accountabilities:
- Receives into custody persons arrested by officers, completes arrest reports, fingerprints and photographs the subject, and maintains custody in the Kirkland Police Department jail. Facilitates alternative sentencing programs.
- Transports arrested subjects to and from court or to other detention facilities.
- Coordination of court appearances and schedules.
Essential Duties:
- Booking of prisoners, includes input data, fingerprinting, photographing, searching, inventory and storing of personal effects.
- Interviews all in-custody subjects and screens for medical, psychological, and behavioral issues resulting in incarceration in another facility.
- Attends to personal bedding, hygiene needs, and medical needs of inmates as necessary.
- Arranges court appearances and schedules.
- Provides transports (e.g. court, detention center, dentist visits, doctor appointments, and emergency room).
- Orders and prepares meals for prisoners and other items needed by prisoners.

- Maintains all booking photos.
Additional Responsibilities:
- Keeps the booking and cell area clean and supplied with necessary forms, inmate supplies, and equipment within the jail area.

Work is performed in jail, court, community, and police department settings as well as driving motor vehicles. Job Summary
Seasonal Parks Laborers perform general labor tasks as assigned to contribute to the development and maintenance of City public grounds and moorage facility.
Each Laborer works as part of a team to conduct routine maintenance and park development which includes cleaning restrooms, picnic shelters, and other City facilities as well as opening and closing parks daily, addressing customer concerns as they arise, collecting garbage, and picking up litter. The Crisis Responder II position will reside in the Regional Crisis Response (RCR) Agency and report directly to the Crisis Responder Supervisor. The Crisis Responder II serves on a team of other citywide community responders as part of the RCR Agency, which provides a consolidated and standardized mobile crisis response program operating throughout the jurisdictions served. The RCR Agency is an inclusive organization that endeavors to build a work culture which embraces diversity, encourages participation, and promotes equity.
Crisis Responders use evidence-based practice that promotes well-being through assessment, brief intervention, referral to services, and prevention. Crisis Responders incorporate knowledge of human behavior, sociology, psychiatry, psychology, and many other social science disciplines using advocacy, compassion and de-escalation and crisis intervention skills to support those with unmet needs in a culturally responsive manner. They work as a team, and collaborate with other local, regional, state and federal programs to identify gaps in existing resources for community members. Minimum Qualifications:
- Education: Master's Degree in social work, sociology, psychology, human development or other related field.

The Kirkland Parks and Community Services Department is seeking Recreation Attendant staff for the North Kirkland Community Center. This position acts as on-site City representative for recreation programs and activities. Preschool Park Art and Play is an Art and play minicamp for ages 3-5. Recruitment Process

Please visit Public Safety Testing to complete the required testing and choose to share your test scores with the Kirkland Fire Department. The Kirkland Fire Department accepts test scores on a continuous basis for the Entry Level Firefighter hiring process, however, scores are reviewed once annually in February. Please reference the deadline listed on Kirkland Fire's Public Safety Testing webpage to submit written and physical exam (CPAT) test scores. Do not submit your scores directly to the Kirkland Fire Department - only scores submitted through Public Safety Testing will be considered.
The City of Kirkland applies veteran preference points.

Job Summary
Responsible for performing general firefighting and emergency medical care at fire and disaster scenes.
Essential Duties
- Responds to fire alarms with a company; lays and connects hose, holds nozzles and directs water stream; raises and climbs ladders; uses chemical extinguishers, bars, hooks, lines, and other equipment.
- Drives fire apparatus; operates pumps, and other auxiliary fire apparatus.
- Ventilates burning buildings by opening windows and skylights or cutting holes in roofs and floors.
- Removes persons from danger and administers emergency care to injured or ill persons.
- Performs general maintenance work in the upkeep of department property, cleans and washes walls and floors, cares for grounds around station; makes minor repairs, washes, hangs and dries hose; washes, cleans, polishes, maintains and tests apparatus and equipment.
- Performs salvage and overhaul operations such as throwing salvage covers, sweeping water and removing debris.
- Participates in fire drills and attends classes in firefighting and emergency medical care.
- Inspects buildings to determine fire hazards.
- Performs other work as assigned.
- Writes and maintains accurate reports.
- At higher level of Firefighter, instructs job skills to others.
- May be required to perform duties as a disaster worker in the event of a disaster affecting the City of Kirkland. This may require returning to work during off-hours or remaining at work past normal work hours.
Peripheral Duties
- Performs administrative and/or technical support tasks for Fire Administration such as computer data entry, maintaining maps, researching programs and issues, and other related support tasks.
- Instructs the public in fire and emergency medical safety.
Knowledge, Skills and Abilities
- Ability to obtain and maintain a working knowledge of fire suppression techniques.
- Ability to perform prolonged and arduous work under adverse conditions and to maintain an adequate level of physical fitness at all times.
- Ability to achieve and maintain certified status as an Emergency Medical Technician. Firefighter V must maintain defibrillation certification.
- Ability to learn a wide variety of firefighting duties and methods within a reasonable working test period.

Graduation from high school or a GED. Candidates must meet such medical, age, psychological, and physical standards as may be prescribed. Must maintain a valid Washington Driver's License. Must be able to move objects weighing up to 150 pounds.

Working Conditions
Work is usually performed during 24-hour shifts. May frequently require exposure to hazardous conditions that are typical to a fire or emergency situation, such as, intense heat, smoke, burning debris and falling structures. Wears self-contained breathing apparatus and protective clothing in emergency situations. A large part of the time is spent in the performance of routine duties at a fire station.

Job Summary
The Kirkland Parks and Community Services Department is seeking Recreation Attendant staff for the North Kirkland Community Center. This position acts as on-site City representative for recreation programs, activities and rentals. Performs miscellaneous clerical, and registration tasks. Perform minor maintenance and cleaning as needed. Position collects fees, maintains records, sets up and takes down equipment, tables and chairs. May be responsible for opening and closing facilities and supervising customers when full time staff is off site. Responsible for providing outstanding customer service to patrons in all environments.
The role of the Recreation Attendant is to provide outstanding customer service and assist in providing operational support to recreation programs, facilities, and events within Parks and Community Services. Recreation Attendants serve as the on-site City representative and may work at City facilities, athletic fields, school gymnasiums, City parks, and/or off-site program locations. Recreation Attendants provide operational support including preparing spaces, assisting in leading and monitoring activities, and performing clerical work. Recreation Attendants aged 18 or older may work without on-site supervision.
Recreation Attendants may be assigned to:
- Programs, such as youth or adult sports.
- Facilities, such as North Kirkland Community Center, Peter Kirk Community Center, City Hall, or Heritage Hall.
- Events, such as festivals or special events taking place in Kirkland parks or City facilities.
Distinguishing Characteristics: The Recreation Attendant is an entry-level position that assists with programs, facilities, and events that the Recreation Lead or other recreation staff oversees. This position may report to Program Coordinators and/or Recreation Supervisors.

Licenses and Other Requirements:
- Must be at least 16 years of age.
- Must have or be able to obtain First Aid/CPR certificate within 90 days of hire.
- May be required to possess a Washington State driver's license and submit a driving abstract, depending on area of assignment.
- Must be able to lift and carry 50 pounds and use stairs.

Physical Demands and Working Environment: Work may be performed in a variety of indoor and outdoor settings, including City facilities such as community centers, City parks, Lake Washington School District facilities and off-site locations. Work settings may involve high levels of noise, many people, adverse weather conditions, uneven terrain, standing for extended periods of time, and interruptions. Desk assignments are done at a computer terminal.
