    Project Overview:

    As part of the Hampton Roads Connector Partners (HRCP) Joint Venture (JV) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.3BN Design Build project – the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).

    The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45’ diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the beginning of 2027.


    Responsibilities:

    As the Tunnel Interior Structure Construction Manager for the $3.3BN Hampton Roads Bridge Tunnel Expansion Project (HRBT) in Virginia, you will lead and carry out construction processes in accordance with the direction, policies, and objectives set by the Tunnel Construction Manager.

    The primary responsibility of this position is to lead Superintendents in construction activities on the site – including planning, preparation, and execution. Secondary duties of this position are to assist the Tunnel Construction Manager in the completion of all construction activities of the affiliate.

    • Develop the project schedule and direct its long term planning and execution. Communicate/coordinate schedule & plan with subcontractors and vendors.
    • Recognize on-site activities which may impede project progress or jeopardize compliance to project/contract requirements. Prepare and submit related informational documents to the client or other responsible parties and implement corrective measures.
    • Maintain strict control of the project budget for each work activity. Report monthly on the progress and current profitability of the project.
    • Write subcontracts and purchase orders for field generated purchases and contracts. Review and approve related subcontractor and vendor invoices and change requests.
    • Prepare, quote and negotiate contract changes with client, with Project Directors guidance.
    • Maintain open communication with all other support and business units involved with the project.
    • Maintain open line of communication with the local union officials.
    • Promote goodwill with clients, architects, engineers etc., to facilitate construction activities and future repeat business.
    • Supervise the project activities of the on-site project managers and staff.
    • Participate in bidding, pre-construction services, budgeting and Continuous Improvement Programs.


    To Be Successful in this Role, You Will Need:

    • Bachelor degree in Construction Management, Construction Engineering or relevant discipline required.
    • Five plus years of project management experience in the industrial construction markets of the Natural Gas pipeline transmission market.
    • Must be familiar with lump sum, unit price, competitive bid environment.
    • A proven ability to deliver Project Gross Margin on project assignments.
    • Must be familiar with a “self-perform” project environment and be used to working in a unionized labor environment.
    • A strong understanding of risk assessment policies and procedures.
    • An ability to communicate with and lead professionals including highly technical individuals; strong interpersonal skills required.
    • A deep understanding of and proven success in the management of construction operations.
    • Strong conceptual planning abilities and problem solving skills.
    • Leadership skills that include the ability to inspire commitment, monitor performance, coach and develop people, negotiate positive outcomes, create a collaborative environment, reduce liability, solve problems and issues.
    • Ability to travel to out of town assignments.
    • General knowledge of the quality and safety requirements relative to the Natural Gas Market

As a Capital Projects Manager, you will spearhead modernization and expansion initiatives that strengthen critical mechanical, electrical, and plumbing (MEP) infrastructure across healthcare, higher-education, industrial, and commercial facilities.     Key Responsibilities

    • Lead the full project life-cycle—scope, schedule, budget, procurement, risk, and close-out—for multiple concurrent MEP construction projects.
    • Develop and manage integrated master schedules; monitor cash flow and forecast cost-to-complete to keep every project on track.
    • Serve as the primary liaison among owners, design partners, trade contractors, and internal engineering resources, driving timely decisions and transparent communication.
    • Oversee onsite activities during equipment changeovers and system cutovers; enforce rigorous quality and safety standards in accordance with OSHA regulations.
    • Author and present progress reports, change-order logs, and client billing packages; ensure documentation is accurate and submitted on time.
    • Champion continuous improvement by mentoring junior staff, refining processes, and recommending new tools or delivery methods.
    • Support business-development efforts by nurturing client relationships and identifying add-on service opportunities.


    Skills & Experience

    • Bachelor’s degree in construction management, Engineering, or a related field or 3+ years of relevant project-management experience.
    • Proven success managing MEP construction projects valued at $3 million–$20 million+.
    • Strong working knowledge of critical-facility best practices, code compliance, and permitting.
    • OSHA 10/30 certification (or ability to obtain) and unwavering commitment to site safety.
    • Proficiency with scheduling and cost-control software (e.g., MS Project, Primavera, or similar) and collaborative project-management platforms.
    • Strong relationship-building and negotiation abilities; effectively communicates complex technical concepts to non-technical audiences.
