Our client, a specialty contractor focused on mechanical insulation, is seeking an experienced Construction Project Manager to join their East Petersburg, PA branch.


In this role, you will oversee commercial, industrial, institutional, and government projects across Central & North Eastern Pennsylvania, Baltimore, and Washington, DC. The focus is on developing relationships, identifying new opportunities, and managing multiple mechanical insulation projects across diverse markets—including manufacturing facilities, institutional buildings, power plants, and other heavy industrial installations.


The Project Manager will serve as the primary client contact, overseeing estimating, proposal development, contract negotiations, and project execution. You will coordinate with branch and field teams, owners, general contractors, and other trades to ensure projects are delivered on time, within budget, and to client expectations. Key Responsibilities

  • Build and maintain long-term customer relationships, acting as primary point of contact throughout project lifecycle.

Requirements

  • 5+ years in mechanical insulation or mechanical contracting for commercial, industrial, or institutional construction projects.
  • Proven experience developing new business, growing accounts, and managing client relationships.
  • Full lifecycle project management experience, including estimating, scheduling, budget management, and field oversight.
  • Comfortable working closely with general contractors, subcontractors, and field teams.
  • Experience reading and interpreting mechanical and architectural drawings and specifications.
  • Self-motivated, able to plan, prioritize, and execute with minimal supervision.
  • Strong problem-solving, decision-making, and communication skills.
  • Willingness to travel frequently across assigned territory.

  • Construction and Repair: Assist with light construction projects, including minor repairs and replacements related to pest damage

  • Service Delivery: Perform exclusion services and wildlife removal, setting up and building exclusion traps, and ensuring safety protocols are followed

Essential Job Functions:

  • Working around animals, insects and termites
  • Working in tight, confined spaces such as basements, attics, crawl spaces, narrow aisles, or passageways
  • Setting up and building exclusion traps, cuts flashing and forms hardware cloth to specifications
  • Removing animals trapped in exclusion devices
  • Working in a safety harness from roof tops as needed in the performance of exclusion services and wildlife removal
  • Completing production forms documenting services provided
  • You'll sometimes be working around mechanical parts, vehicles, electrical current, heights and scaffolding, fumes, dust, and chemicals, and we'll train you how to handle all of these conditions safely

  • Maintain balance when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces

What do you need?

  • Solid reading, writing, and verbal communication skills and the ability to present information in both internal and external settings.

  • Licenses/certificates as required by federal, state, and/or local regulations (covered by us)

Structure:

The Willows HR Manager is located within the Insulation System Division and reports to the Insulation Systems Human Resources Director and has generally has responsibility for approximately 300 employees.

The Senior HR Manager is a member of the Willows plant management team, providing functional expertise and perspective to the Plant Manager and various department managers. In this capacity the Senior HR Manager is a “dotted line” report to the Plant Manager.

The nature of this role requires that you adjust work hours when needed, respond to high priority calls or requests after regular hours, and travel up to 10% of the time.

Your Day to Day:

  • Initiates strategies to create a robust workforce plan that addresses current and future organizational needs, including workforce size and structure.
  • Facilitate annual HR processes including compensation planning, open enrollment, succession planning, affirmative action plan development and others as required
  • Coaches managers in understanding employee issues and concerns and underlying causes, promotes direct lines of communications between employees and management

Our client a nationally recognized specialty electrical contractor is currently seeking a Senior Electrical Estimator


The Senior Electrical Estimator is a position that supports our clients fast-growing High Voltage Substation, Electrical Construction and EPC businesses. This position will participate in pre-bid meetings and bid proposal development. This role handles contract aspects during both the tendering and project initiation phases for assigned projects. The Senior Estimator will provide analysis of customer specifications, requests for quotations, material pricing and all related commercial, legal and technical documents for business opportunities. This position will actively participate in the project hand off process and assist during project commencement. This position may lead a team of junior estimators and mentor other staff. This position may require limited overnight travel.



About the Role


Responsibilities:


  • Experience estimating 35kV – 500kV air insulated and gas insulated switchgear and substations
  • Review and analyze customer specifications and bid documents in order to identify potential constructability, commercial and legal risks
  • Attend pre-bid meetings and site visits. Document notes and photos.
  • Review, analyze and identify inconsistencies in the drawings. Determine the need for scope clarifications and submit scope clarifications as needed.
  • Solicit subcontractor and vendor pricing
  • Provide cost estimates for substation proposals
  • Develop bid clarifications and exclusions for the bid submittal. Address identified risk points and gaps in scope
  • Participate in constructability reviews and cost saving enhancement discussions
  • Work with the estimating and projects teams in order to develop a resource loaded schedule to include with bid submittals
  • Lead the project hand off process by preparing the package of drawings, estimate and other supporting documents needed for review with operations for successful project execution.
  • Participate in the estimate review process with leadership
  • Prepare and/or provide input for customer required deliverables (schedule, proposal letter, etc.)
  • Develop scope of work packages for subcontractors and analyze subcontractor proposals.
  • Maintain and enhance customer relationships.
  • Prepare proposal submittals.
  • Prepare estimates and various other legal documents for signature and assist with the drafting and preparation of proposals.
  • Assist in the preparation and facilitation of internal risk review meetings;
  • Assist the businesses in determining prime contract flow down terms and conditions for incorporation into supplier and subcontract agreements and ensure internal departments know HR/insurance requirements;
  • Assist Project Managers with change order preparation;
  • Travel to project and bid locations as needed.



Qualifications


  • 7+ years of HV Substation estimating experience in the Electric Utility, Transit or EPC Markets

Role Overview


The Estimator will play a key role in preparing accurate, competitive cost estimates that support bidding and project planning efforts for commercial drywall, steel framing, and related interior systems work. Key Responsibilities


  • Review and analyze project drawings, specifications, and scopes of work for commercial construction projects.

  • Develop complete cost estimates including labor, materials, equipment, subcontractors, and general conditions.

THE MISSION OF THIS ROLE

You will analyze materials, systems, and assemblies in high-performance residential wood-frame homes to identify and mitigate potential health risks to homeowners.

  • Moisture and hygrothermal behavior of wall, roof, and slab assemblies

  • System interactions that create unintended health consequences
  • HVAC design, ventilation adequacy, pressure dynamics, and microbial growth risk a plus, but not necessary
