The Icahn School of Medicine at Mount Sinai affiliated with New York City H+H Queens Hospital Center (QHC) has an exciting opportunity for a Medical Director of SUD Services. QHC serves the culturally diverse community of Eastern Queens and is seeking a full-time Board-Certified Adult Psychiatrist with Addiction Psychiatry Board Certification. The SUD Services include Ambulatory Care Services with Medically Supervised Outpatient Program, ED LEADS and an opportunity to participate in new initiatives including Addiction Response Team ART Services to QHC clients.
The Director is responsible for the administration, planning, organization and overall general management of QHC SUD Services. The Director will join the Medical leadership team of Behavioral Health, participate in quality assurance and incident review management meetings and report to the Chief of Psychiatry.
Candidates must have a MD/DO degree and be Board Certified with a valid New York State License, DEA and Medicaid number. Qualified candidates should have strong clinical abilities, teaching experience, communication and interpersonal skills. Prior management/leadership positions and experience with academic medical center and/or public health systems is preferred.
We offer a faculty appointment with the Icahn School of Medicine at Mount Sinai commensurate with credentials, experience and qualifications.

Summary

The Chief Executive Officer serves as the executive officer with day-to-day responsibility for the management and operation of the facility. The CEO has primary responsibility for the development, implementation, and achievement of the facility’s strategic business plan in conjunction with routine operations to include quality of care, staff development, maintenance of licensure and accreditations, financial performance, and continuous performance improvement.


Roles and Responsibilities:

  • Collaborates with the governing body in the development of facility-specific annual operating capital budgets and strategic business plans. Assures that the medical staff is involved and provides input into this process through coordination with the office of the Medical Director.
  • Manages day-to day operations and staff so that the facility achieves its objectives in all of the following key performance areas: effective patient/client care outcomes, appropriate fiscal management, maintenance of licensure, accreditation and other regulatory criteria, implementation of focused business development processes, medical staff compliance with regulatory and accreditation guidelines.
  • Organizes the day-to-day management and operation of the facility through departmentalization, delegation and alignment of responsibilities to meet the facility’s patient/client care and business objectives.
  • Creates and maintains a network of local constituency groups to include government agencies, local businesses, affiliate health providers, and the surrounding community.
  • Appraises leadership team performance, both of individual members and the team as a whole, assesses competencies, and provides coaching/corrective action as appropriate under the direction of the governing body.
  • Ensures participation of staff in facility/program wide in-service and continuing education programs, including those specific to the treatment of children, adolescents and families.
  • Recruits allied health professionals and psychiatrists to increase the scope of service offerings at the facility.
  • Effectively manages and directs contract negotiations and contract compliance with the commercial payer community to include rate negotiations and services provided. Oversees contract relationships to include regular reporting on contract performance as well as new revenue generation and growth.
  • Leads development of continuum of care to include comprehensive outpatient services and community based programs.
  • Serves as the final authority for resolution of staff performance concerns and performance improvement activities as appropriate.
  • Routinely attends and as appropriate, chairs periodic meetings with the governing body, medical staff, executive management team, and other departments of the facility.
  • Remains current in all national healthcare-based initiatives through participation in such organizations as NAPHS and the relevant state based facility association.
  • Ensures an effective survey readiness plan is active at all times including a comprehensive auditing plan, corrective actions taken to address noncompliant areas, and preventative actions to maintain continuous accreditation and regulatory compliance.
  • Ensures adherence to the Summit Compliance program including timely follow-up with reported compliance issues, staff training, and proactive auditing.
  • Confirms and leads accurate Governing Board reporting and quarterly calls.
  • Guarantees prompt, thorough follow-up of any patient/client safety issues including system-issue corrections and proactive assessment of high-risk areas.
  • Ensures appropriate support for QAPI activities including direct and leadership staff resources, training, and other requirements.


EDUCATION/EXPERIENCE/SKILL REQUIREMENTS:

  • Bachelor’s degree in Business Administration, Healthcare Administration, Public Health, Marketing, Clinical or related discipline required; MBA/MHA preferred.
  • Three or more years’ experience in senior leadership or CEO role in a behavioral health, acute care, and/or managed care environment.
  • Ability to lead successful licensure, accreditation, and compliance efforts in a behavioral health facility.
  • Demonstrates thorough knowledge of facility administration and clinical operations.
  • Strong working knowledge of financial management and business development processes.


SUPERVISORY REQUIREMENTS:

Responsibilities of the Market Partnership Specialist

  • Develops and fosters multi-level relationships between Wayspring and community partners, such as:
  • Residential Treatment Facilities providing services for those facing Substance Use Disorder (SUD)
  • Traditional Medical Facilities, such as Hospitals, Emergency Departments, Inpatient, Behavioral Health Facilities, Urgent Care Centers and other traditional medical providers who interact with the SUD and Medicaid population (PCPs, Specialists, Pain Management groups, etc.)
  • Sober Living and other community partners that serve members with substance use disorders
  • Criminal Justice Entities and crisis response systems
  • Other community or organizations that interact with the SUD population, such as food banks, employment services, and government-led organizations
  • Facilitates presentations and serves as a liaison between Wayspring and key external community partners and internal stakeholders.
  • Partners in implementation efforts with member operations; assists in establishing protocols and procedures for the referral of members from partnerships into Wayspring’s program.
  • Provides regular updates and detailed documentation of all partnerships and status in the market.
  • Partners with the member operations department to enhance member enrollment.
  • Leverages data to evaluate and track market penetration of provider and community referrals to ensure strong pipeline of members into the Wayspring program.

Join our team in a 33-bed Behavioral Health Unit specializing in adult and geriatric patients. Staffed with compassionate healthcare professionals, including RNs, CNAs, Mental Health Assistants, Psychiatrists, and Mental Health Providers. Operating with a nurse-to-patient ratio of 1:6-1:9, our unit treats a variety of diagnoses such as Major Depressive Disorder (MDD), Bipolar Disorder, Schizophrenia, Borderline Personality Disorder (BPD), and Substance Use Disorder (SUD). Patients may present with psychosis, suicidal ideation, homicidal ideation, mania, or exacerbations of mental illness. This role offers an opportunity to work collaboratively in a supportive environment focused on providing quality care and support to individuals experiencing behavioral health crises.


How you'll contribute
A Registered Nurse (RN) who excels in this role:

- Accurately performs patient assessments and identifies patient needs
- Identifies and initiates appropriate nursing interventions
- Provides care appropriate to condition and age of the patient
- Performs timely and appropriate documentation relating to medical necessity in the medical record
- Responsible for completion and revision of the Interdisciplinary Care Plan for each patient
- Performs timely and accurate QI assessments

About the Clinician's Workday

The clinician will work full-time Monday through Friday during day shifts in a hybrid position requiring at least 3-4 days on site with no call requirements. The position requires prescriptive authority and involves maintaining detailed documentation while collaborating with interdisciplinary treatment teams to ensure coordinated care delivery.
