Job Summary:

The Manufacturing Engineering Manager will provide key support in actively improving and driving processes and productivity. This position will support production, as well as improve and support current manufacturing, documentation, and processes metrics. It will also contribute to the improvement of existing processes and collaborate with product design teams to achieve design for manufacturability.

Responsibilities:

  • Support new business opportunities by compiling detailed cost estimates that outline the manufacturing plan for that product (including process flow, equipment, hours, etc.)
  • Support design for manufacturing optimization on new product development and phase gate KPI.
  • Estimate manufacturing cost, determine time standards, and make recommendations for tooling and process requirements of new or existing product lines.
  • Compile a detailed timeline for all manufacturing launch activities, such as facilities, people, materials, processes, training, validation, etc., needed to support the start of production.
  • Responsible for all tooling and technical engineering support to implement new products and processes into production. Selects and creates SOW, Capex, designs, installs, and modifies equipment and fixtures for new product launches and existing products.
  • Leads process design functions to determine product flow through the manufacturing cell by use of current engineering and continuous improvement techniques. Establishes resource requirements and material flow using industrial engineering techniques and internal Company standards to establish optimum cell configuration (creation of the most efficient manufacturing cell from material inflow, through production, to outflow).
  • Analyzes various product structures and processes in order to eliminate inefficiencies and reduce manufacturing costs. Performs DOE analysis to determine optimum operating parameters by manipulating variables and analyzing how they interact to achieve the most efficient cell, measured in terms of processing time, quality, and cost.

Qualifications:

  • Minimum of 7 years of Mechanical, Industrial engineering experience, master's degree preferred.
  • Minimum of 4 years design experience (Pro-E, AutoCAD, SolidWorks- preferably in tooling, fixture, and equipment design, including plant layout) preferred
  • Experience in NPI, Automation & Analytics, ERP/MES, Bill of Process, Welding, and Error Proofing.
  • Knowledgeable in high and low volume manufacturing (APQP, prototyping, GD&T, OEE, equipment and supplier selection, DFM, 8D, process capability, CAD, and PLM systems).

Our client in the public infrastructure sector is seeking a contract based Portfolio Manager to oversee portfolio-level planning, budgeting, scheduling, and performance management across a range of capital and operating projects, while partnering closely with engineering, construction, and line-of-business stakeholders.

Duration: 1 year

Location: Hybrid New York, NY

Responsibilities

  • Support the Engineer of Projects (EOP) in the planning, execution, and closeout of projects within the assigned portfolio
  • Coordinate portfolio-level budgets, schedules, and resource planning across multiple engineering projects
  • Develop and maintain project delivery plans including scope, deliverables, timelines, resources, and cost estimates
  • Collaborate with design, construction, and line departments to support capital plan development, project prioritization, and feasibility assessments
  • Establish and manage work breakdown structures (WBS) to support project planning and execution
  • Review project delivery plans against approved budgets, cost models, and historical performance; identify and reconcile variances
  • Monitor key performance indicators (KPIs) including cost, schedule, accruals, MWBE participation, and risk metrics
  • Prepare and maintain accurate expenditure forecasts and performance reports
  • Facilitate project and portfolio meetings, capturing key decisions, risks, and action items
  • Track progress across all projects within the portfolio and provide regular status updates to stakeholders and leadership
  • Support development of capital planning materials and Board-level reporting documentation
  • Assist in creating supporting materials such as presentations, reports, and data visualizations
  • Contribute to the development and implementation of project delivery policies, standards, and procedures

Requirements

  • Bachelor's degree in Engineering, Architecture, Construction Management, Project Management, or a related discipline
  • Minimum of 5 years of experience managing or supporting the delivery of capital projects with significant design and construction components
  • Proven experience in budget tracking, cost forecasting, and schedule management across multiple projects
  • Strong understanding of project delivery lifecycle, including planning, execution, and closeout phases
  • Experience working with cross-functional teams including engineering, construction, and business stakeholders

Nice to Have:

  • Proficiency with project management tools such as Primavera P6 and Primavera Risk Analysis
  • Strong analytical skills with the ability to interpret project performance data and identify trends and risks

Key Responsibilities

  • Project Management – Treatment Focus: Lead planning, design, and delivery of water and wastewater treatment plant projects and related facilities (including pumping stations and associated collection/distribution infrastructure) for municipal and utility clients.
  • Scope, Schedule & Budget: Manage multiple concurrent projects, taking ownership of scope definition, scheduling, budgeting, resource planning, change management, and contract closeout.
  • Technical Leadership: Provide technical direction and QA/QC for treatment process design, pumping facilities, and associated civil/mechanical components; review calculations, plans, and specifications prepared by project teams.

Required Qualifications

  • Bachelor’s degree in Civil, Environmental, Mechanical Engineering, or closely related discipline from an accredited program.
  • 8+ years of progressive experience in water/wastewater engineering, with significant focus on treatment plant design and project delivery.
  • Active Professional Engineer (PE) license.
  • Demonstrated experience managing water/wastewater projects from planning through design and into construction, including responsibility for schedule and budget.
  • Strong technical skills in water/wastewater treatment processes, pumping facilities, and collection/distribution systems.
  • Excellent verbal and written communication skills, including the ability to lead client meetings and prepare clear technical reports and presentations.


Preferred Experience

  • 10–15 years of experience in municipal water/wastewater consulting, with an emphasis on treatment plant projects.
  • Direct experience working with Hampton Roads and Virginia municipal/utility clients and familiarity with regional permitting and regulatory requirements.
  • Prior responsibility for project financial performance, staff management/mentorship, and pursuit strategy on key water/wastewater projects.
  • Involvement in professional organizations such as WEF and AWWA.
