Position Summary

The Project Manager is responsible for overseeing and managing all aspects of roadway projects, ensuring safety, efficiency, and quality. This role involves managing project teams, coordinating with internal and external stakeholders, and ensuring that projects are delivered on time, within budget, and in accordance with contract specifications. The Project Manager will also handle customer relations, contract production, and project execution while ensuring compliance with safety regulations and company policies. Additionally, the role includes managing branch operations, overseeing the critical path of projects, and ensuring optimal resource allocation and project planning.

The Traffic division and the City pursue significant grants and special projects that allow us to grow our infrastructure and capabilities, as well as to implement the best practices in the industry, the ideal candidate would be someone who is knowledgeable about the current trends in the Transportation engineering and planning fields and be able to lead grant pursuit efforts and independently manage such projects along with coordination with stakeholders of competing interests.

    Experience: One (1) to two (2) years of increasingly responsible experience in civil engineering.

    Preferred Qualifications

    PRIMARY RESPONSIBILITIES β€’ Oversees the development, implementation, and evaluation of proactive safety programs, policies, and procedures in compliance with federal, state, and regulatory agency regulations and Authority standards.

    β€’ Manages Transit System Safety processes and procedures o Oversees the inspections of stations, footwalks, facilities, subways, right-of-ways, garages, bus routes and roadways.

    o Collaborates with Authority personnel to identify and implement long-term solutions to systemic safety issues identified in inspections and investigations and observations minimizing liability and preventing recurrence.

    o Facilitates safety incident investigations and provides recommendations in conjunction with the Accident and Investigation Unit.

    β€’ Reviews vital safety records and other documents to ensure critical and timely reporting to various departments and manages efficient recordkeeping practices to that information is available for Authority reference.

    Represents System Safety and the CTA on matters involving regulatory safety activity.

    β€’ Coordinates with federal and state safety oversight agencies (RTA, FTA, OSHA, and federal and state regulators) on hazard management and loss control issues and delivers reports as needed.

    β€’ Acts as safety knowledge expert in Authority special projects and may chair committees to ensure transit safety and security activities are undertaken and completed.

    β€’ Develops and implements performance measurement and safety criteria through technology; provides oversight of inspection and investigation follow-up processes, including corrective action plans and recommendations from inspections and investigations.

    β€’ Hires, trains, develops, monitors, and evaluates staff.

    Reviews and recommends personnel actions for approval.

    Ensures ongoing professional development for all direct reports, including identifying pertinent training opportunities and encouraging active participation in safety professional societies.

    • Responsible for updates, upgrades and maintenance of the following systems: Rail Operations Control System (ROCS); Predictive Arrival and Departure System (PADS), Positive Train Control (PTC) back-office systems, Traction Power Supervisory Control and Data Acquisition (SCADA) System and Rail Scheduling.
    • Perform Quality Assurances and system engineering support of all back off systems including PTC office systems, Back Office Server (BOS), Rail Operations Control System (ROCS), Network Management System (NMS); Interoperable Train Control Message Server (ITCMS); Wayside Status Relay Service (WSRS), and the interfaces to all other operational systems.
    • Develop, document, and maintain Standard Operating Procedures (SOPs), technical standards, and best practices for all train control and related systems to ensure consistency, safety, and regulatory compliance.
    • Develop and implement training programs to upskill staff, mentoring team members at all levels on train control systems, operational procedures, and project management to strengthen technical capacity, foster skill development, and ensure succession planning.Β 
    • Ensure Caltrain systems meet Federal Railroad Administration (FRA) mandated interoperability requirements with all tenant railroads; ensure Caltrain train control systems are compatible with Association of American Railroads (AAR) standards; follow the ITC guidelines that Caltrain must maintain ?N-2? backwards compatible software versions.
