Primary Function:

Under the direction of the Vice President of Pre-Construction Services and the company, the Proposal Administrator will manage the proposal activities, including maintaining proposal schedules and deadlines, developing proposal outlines and compliance matrices, and creating and monitoring the progress of each proposal through the submission.The Proposal Administrator participates in the long- and short-range plans for proposal development, including researching future proposal opportunities.

Typical Duties:

1. Review primarily Federal project opportunities daily to identify notifications on potential projects from list of sites (SAM, B2G, Gov Tribe, DOE, and others). Communicate to estimating team the potential projects of interest that match the niche markets.

2. Contributes to the development and review of proposal strategies and themes. Assist with communications, summarizing the bids, sharing requests for proposals (RFPs), amendments, Q&A coordination with owner and other updates to the estimating team.

3. Carries out writing/editing/rewriting efforts for proposals, as needed, and ensures that proposals maintain high standards of excellence in appearance, responsiveness, and quality of writing. Review proposal sections to ensure requirements are adequately met.

4. Carries out and/or coordinates proposal final production activities for submission, whether hard copy or electronic, through various owner program platforms, including active status on PIEE and various other owner required forecast tracking and submitting software.

5. Write and continually update all collateral marketing materials, including project data sheets, project photos, and resumes.

6. Update potential project forecast information from various military agencies and industry sources. Conducts annual research and summarization of future project opportunities for the Department of Defense (DoD), and other agencies/organizations when identified, primarily from the published Fiscal Year MILCON budget to identify projects in three key niche markets of Fuel, Marine and Utilities or unique (other) contracts.

7. Provides writing and editing support to various company written materials on an as-needed basis as time permits. Updates, and maintains presentation materials for outreach events. Creates and provides creative assistance on PowerPoint presentations for the firm as needed. Gathers articles from departments and supports the review of the company quarterly newsletter, when needed. Contributes to award submission materials and monitors award submission requirements and deadlines and ensures that all award submission requirements are met.

8. Reviews and provides updated material for the company website, for newly awarded projects and current progress photos and new/updated project descriptions on a semi-regular basis.

9.Collaborates with the VP and Chief Estimator on the communication with the owner on potential opportunities and submitting technical clarifications. Skills, Knowledge, Qualifications & Experience:

  • Bachelor level degree in Marketing, Engineering (or Construction), Business Management, English, Communications, or equivalent combinations of training and experience required. Previous experience as a Marketing/Proposal Coordinator is required. Technical writing experience is a plus.
  • Excellent problem-solving skills and ability to balance execution of strategic vision with a willingness to dive into details. Identify the type of setup required based on documentation and check machine setups or parts completed by previous operators to assess job progress and ensure safe working conditions.

Select and verify the condition of machine accessories and holding devices (e.g., chucks, vises, templates) and identify any required fixtures or shop aids.

Attach air nozzles or suction devices for vacuum fixtures, securing them with bolts or clamps as specified in the operator setup documents.

Use overhead cranes to load and unload parts and fixtures as required for the machining process.

Upload and download CNC (Computer Numerical Controlled) programs to machine controllers using computing equipment from various servers or databases.

Select and check cutting tools according to program specifications, ensuring they are the correct type, length, diameter, and in good condition before installation.

Set machine coordinates or index points per CNC documents, including cutter offsets, tool heights, and probes, using appropriate measuring tools.

Run CNC programs to machine rough and precision cut parts, monitoring machine operations for unusual vibrations, sounds, or warning indicators.

Adjust machine settings (e.g., speeds and feeds) to correct machining issues or prepare the machine for subsequent operations, including head and spindle angles.

Primary Purpose

An experienced role, responsible for leading the assigned proposal team in the development of high quality, compliant and timely proposals for the U.S. government and other organizations conducting biomedical research including clinical trial. The Proposal Manager uses Emmes' proposal process, tools, and corporate policies to plan, manage, and contribute to all stages of the development of proposals with a high degree of professionalism and collaboration. Works alongside the Proposal Department leadership and other team members to refine processes and tools, evolve our services, and win opportunities to conduct research or the IT systems that support research that improves public health and impacts lives.


Responsibilities

  • Manage proposal response teams of varying sizes, comprised of BD, solution leads, SMES, and members of the pricing team, to complete a structured response addressing all client requirements, meets capture strategy, and is submitted on time
  • Work with the Government BD and Capture teams to support Emmes' capture efforts, understand the messaging strategy established in the capture phase and establish a proposal plan that adheres to the win strategy and messaging established by the team; review draft and provide feedback on how the goals, issues, features, benefits, and proofs have cascaded through the response
  • Shred solicitation requirements to develop response plans that follow Emmes' proposal development and review process for government and non-government solicitations.
  • Work with the proposal teams and appropriate leadership to identify, mitigate, and resolve issues, questions, and challenges surrounding the proposal
  • Organize, write, edit, and format proposals consistent with client response instructions using Emmes templates, providing first draft responses using the content library and creating content as needed
  • Provide ongoing proposal content support including editing of SME-provided content, consistent formatting, logical copy flow and single tone of voice
  • When partners, vendors, or subcontractors are included in the strategy, ensure these third parties understand content needs and associated deadlines, and resolve associated issues as needed to move the proposal process forward
  • risks to the proposal process, and collaborate with department team members on continual improvement
  • Contribute to the content management of the proposal re-use library text, graphics, and templates, including the use of tools, e.g., GovDash or Responsive
  • Manage Emmes proposal data for facilitation, tracking, and evaluation of proposal progress
  • Provide thought leadership and manage projects that elevate the department's processes, tools, and skills
  • Able to wear multiple hats in the proposal and content development roles and be flexible with the needs of individual proposal response team members to reach the end goal of a compliant, best-quality, submitted proposal within the allotted time
  • Other duties as assigned

Qualifications

  • Bachelor's degree in English, Journalism, Business Administration, or a related discipline required or equivalent experience
  • Minimum 3 years experience working in a professional, post-collegiate environment with a degree or 6 -7 years without a degree
  • Minimum 3 years experience full-time proposal experience, in which managing proposals is the primary job function
  • Experience with CRO or IT proposals, preferred
  • Experience with government solicitations, including IDIQ, GWAC, BPA, OTA, RFA/grant, and TO proposals, preferred
  • Possesses user-level experience with Customer Relationship Management (CRM) systems and Content Management Systems, e.g., Dynamics 365 and GovDash preferred
  • Demonstrates intermediate to advanced skills in Microsoft Office Suite products and Adobe Acrobat, including working knowledge of Visio and PowerPoint
  • Maintains a professional and positive approach with proposal teams
  • Demonstrates the following skills at a level of excellence consistent with Emmes' Proposal Manager:
    • Takes ownership of proposals from assignment to submission, including persistence in problem solving
    • Writing and communication skills
    • Organizational skills
    • Initiative and ability to exercise sound independent judgment
    • Business acumen, serving internal and external clients, and balancing assertiveness with flexibility for the good of the proposal and the team
    • Ability to juggle conflicting priorities during the proposal process and makes decisions concerning the proposal
    • Ability to proactively identify risks to proposal, identify solutions, and collaborate with proposal team and/or proposal department leadership to mitigate as appropriate
    • Critical thinking skills and ability to play devil's advocate for the good of the proposal
    • Process management skills to find the most efficient critical path necessary to achieve the quality goals for the proposal
    • Time management skills to develop and manage an effective and realistic proposal timeline
    • Team- and relationship-building skills with assigned proposal teams
