Blue Cypress is seeking a Utility Management Services (UMS) Director to oversee our company’s utility management consulting services group. This position will work closely with our existing UMS staff in Atlanta, Seattle, and Cincinnati, seeking to expand work with current clients, win work with new clients, expand our services, and facilitate career development of staff. Responsibilities include:

Minimum Qualifications
- Bachelors degree in Civil Engineering, Environmental Engineering, or a related technical discipline

The Medical Case Manager (BHI Utilization Management) will be responsible for reviewing and processing requests for authorization and notification of behavioral health services from health professionals, clinical facilities and ancillary providers. You will be responsible for prior authorizations, concurrent review and related processes. You will utilize CalOptima Health's medical criteria, policies and procedures to authorize referral requests from behavioral health professionals, clinical facilities and ancillary providers. You will directly interact with providers and facilities and serve as a resource for their needs. Together, we are building a stronger, more equitable health system.

PRIMARY FUNCTION:
Responsible for ensuring the delivery of efficient and effective health care while evaluating the medical necessity, appropriateness, and efficiency of the use of health care services, procedures, and facilities under the provision of the applicable health benefits plan.
UTILIZATION MANAGEMENT
- Performs admission and concurrent review to identify medical necessity, level of care, and appropriateness of setting using established criteria and clinical guidelines within 24 hours of admission.
- Reviews the admission assessment and collaborates with primary nurse and other health care providers to ensure a multidisciplinary plan-of-care is in place to meet identified patient care needs and desired outcomes.
- Manages observation level of care and works with the attending physician and/or clinical provider caring for the patient to ensure observation status does not exceed 48 hours.
- Identifies system issues that serve as barriers to care. Participates in the development and implementation of strategies to remove barriers and facilitate performance improvement measures.

Summary:
The Utilization Review Nurse is responsible for determining the clinical appropriateness of care provided to patients and ensuring proper hospital resource utilization of services. The Utilities and Processing Manager is responsible for leading the performance, reliability, and compliance of all plant utility, environmental, and milk processing systems. This role oversees cross-functional maintenance teams, drives energy-efficiency and sustainability initiatives, and manages complex capital and operational projects from planning through execution. The manager ensures utility operations-including HVAC, refrigeration, boilers, compressed air, glycol, electrical distribution, and wastewater systems-are safe, efficient, and compliant with regulatory and corporate standards. In addition, the role provides technical leadership for milk processing systems, ensuring consistent product quality, equipment reliability, and continuous improvement. This position collaborates closely with internal teams, contractors, and external regulatory partners to support operational excellence, long-term asset health, and site-wide performance goals.
Project Management:
Create long- and short-term plans, including setting targets for milestones and adhering to deadlines. Making effective decisions when presented with multiple options for how to progress with the project. Serve as a point of contact for all project personnel, (contractors, internal support resources, etc.), to ensure teams remain in synergy. Communicate with internal and external business partners to keep the project aligned with their goals and targets. Provide technical assistance and oversight for the Industrial Pretreatment Facility, (WWTP), as well as all other Plant Utility Environmental Compliance. Oversee the execution of all environmental contracts, audits, and submit regulatory documents to ensure compliance. Manage 3rd party environmental contractors and align with corporate sustainability manager(s) for corporate sustainability initiatives.
Milk Processing Systems:
Directly manage the Maintenance resources for all Milk Processing systems. Establish mid- and long-term preventative maintenance plans to ensure the reliability of these systems. Including, but not limited to Raw incoming milk, Ingredient batching, Pasteurization, and CIP systems. Adhere to all Quality and PMO standards. Partner with Internal teams, external contractors, and suppliers to successfully execute continuous improvements and reliability initiatives.

To qualify for the role, you must have
- A Bachelor’s degree required in STEM
- 12+ years professional consulting experience in industry or in technology consulting.
- 12+ years hands-on experience in architecting, designing, delivering or optimizing data lake solutions.
- 5+ years’ experience with native cloud products and services such as Azure or GCP.
- 8+ years of experience mentoring and leading teams of data architects and data engineers, fostering a culture of innovation and professional development.
- In-depth knowledge of data architecture principles and best practices, including data modelling, data warehousing, data lakes, and data integration.
- Demonstrated experience in leading large data engineering teams to design and build platforms with complex architectures and diverse features including various data flow patterns, relational and no-SQL databases, production-grade performance, and delivery to downstream use cases and applications.
- Hands-on experience in designing end-to-end architectures and pipelines that collect, process, and deliver data to its destination efficiently and reliably.
- Proficiency in data modelling techniques and the ability to choose appropriate architectural design patterns, including Data Fabrics, Data Mesh, Lake Houses, or Delta Lakes.
- Manage complex data analysis, migration, and integration of enterprise solutions to modern platforms, including code efficiency and performance optimizations.
- Previous hands‑on coding skills in languages commonly used in data engineering, such as Python, Java, or Scala.
