Functional Purpose
Reviews and analyzes Equal Employment Opportunity (EEO) complaint files; serves as Contracting Officer's Representative for outsourcing services.
DUTIES AND RESPONSIBILITIES
1. Assigns cases to and coordinates the activities of independent contractors who provide pre-complaint counseling and/or mediation services. Reviews reports for legal sufficiency and authority settlement agreements reached at the pre-complaint counseling stage and monitors compliance with those agreements.
2. Reviews DRS (Dispute Resolution Specialist) Inquiry Report to determine sufficiency for acceptance and dismissal. Processes formal complaints of employment discrimination and related amendments and consolidations for acceptance and dismissal through application of Equal Employment Opportunity Commission regulations and case law. Responds to appeals of final agency decisions dismissing complaints.
3. Assigns cases to and coordinates the activities of independent contractor EEO investigators. Reviews investigative plans, and draft and completed EEO investigations to ensure compliance wtih national quality standards and regulatory timelines.
4. Coordinates and reviews the work of independent contractors preparing draft final Agency decisions on the merits of EEO complaints. Issues final agency decisions on the merits of EEO complaints on behalf of the Postal Service and responds to appeals of these final agency decisions. Reviews decisions issued by EEOC Administrative Judges on the merits of EEO complaints and issues Notices of Final Action, either implementing or appealing those decisions. Assists in responding to appeals of Notices of Final Action.
5. Develops and provides EEO training to EEO service providers, Area, and District personnel. Assists in the development and delivery of training or skills development sessions for newly selected Investigative Services Office) Analysts.
6. Provides guidance and technical advice concerning the EEO complaints process and Postal Service regulations, policies, programs and procedures to independent contractors. Provides guidance concerning EEO issues to Area and District personnel.
7. Interacts as necessary with EEO Compliance and Appeals, the Law Department, postal management, EEOC District and Field Offices, and the EEOC's Office of Federal Operations with respect to the procedures for processing pending EEO complaints.

Job Summary
Our Natural Gas Construction Manager provides management and direction of utility construction activities. Project work includes project management, resource allocation, equipment management, and utility construction. Duties performed are associated with human resources, payroll, accounting, and administrative functions. This position supports the Construction team and works with field personnel, senior operations management, and customers.
Responsibilities
- Manage all projects to completion on-time and within budget.
- Schedule the crews, identify and delegate the crews to start their work, review project timelines and expectations, and supervise work performance and job quality.
- Participate in the hiring process and maintain all employment related paperwork (i.e. new hire paperwork, separation paperwork, employment data changes, etc.).
- Promote a safe work environment, holding crews accountable to safe work practices.
- Determine job costs, labor, and material needed, ensuring on-time deliveries.
- Prepare and interpret drawings, graphs, maps, blueprints, bid documents, contracts, proposals, and specifications.
- Identify and resolve any blueprint issues prior to and during construction.
- Identify and supervise subcontractors to perform their tasks, inspect, and/or bill any relevant personnel/contractors.
- Take responsibility for all personnel and any vehicles or equipment in their control.
- Participate in meetings with senior operations management, peers, and/or customers.
- Participate in estimating and bidding projects, contract negotiations, and change order preparation.
Qualifications
- Associate degree in Construction Management or Engineering.
- 5 years of relevant Construction Manager experience within the Natural Gas contractor.
- 2 years in a supervisory position.
- OSHA 30 Certification.
Preferred
- Bachelor's degree in Construction Management or Engineering.
- 10 years of relevant experience.

Overview of Your Role
The primary function of the Member Services Representative will be to deliver professional customer service, relationship building and sales skills to create a welcoming environment at BGCCA. The incumbent will provide in-depth information related to BGCCA programs, activities, and special events while assisting with the attraction and retention of members, including the collection and processing of monetary transactions and information for members, participants and guests. The position also supports data collection and analysis systems and may assist with other administrative or clerical support activities as assigned.
KEY ROLES (Essential Job Responsibilities):
The following job functions are considered essential for this position:
- Greet and welcome guests as soon as they arrive at the office and notify appropriate staff of visitors.
- Maintain office security by following safety procedures and controlling access via the reception desk. (manage intercom system, monitor logbook, assist with main office security systems)
- Maintain electronic and hard copy filing systems, ensuring accuracy and timely updates for easy information retrieval.
- Keep updated records of office cash handlings and store all records appropriately.
- Provide basic and accurate information regarding Club programs/events in-person and via phone/email.
- Answer, screen, and forward incoming phone calls professionally
- Manage and update general voicemail/message service and receive and distribute messages accordingly.
- Receive, sort, and distribute daily mail/deliveries.
- Respond to and follow procedures for incidents and emergencies as the main point of contact.

WORK ENVIRONMENT:

TRAVEL REQUIRED:
No regular travel required. Occasional local travel between Albany and Troy locations may be requested based on operational needs.
