CALSTART is seeking a Controller to play a key role in managing the financial health and operational resilience of our organization. Reporting to the CFO, this position will lead systems development, financial reporting, cash flow management, and risk oversight while ensuring compliance with government contracts and federal regulations.
The Controller will oversee accounting staff, drive the budgeting process, coordinate annual audits, and partner with operations teams to monitor project performance and funding. This role requires both a strong technical foundation in accounting and compliance as well as excellent leadership and communication skills to collaborate across a multidisciplinary organization.

This is a hybrid role. The requirement will be to be in the office in person in Pasadena, CA one day a week, on occasion the requirement will be two days a week, depending on the workload.
What You'll Do:
- Accounting systems development and maintenance.
- Administer, maintain and upgrade agency ERP systems.
- Design, maintain and enforce systems of internal controls.
- Maintain and promulgate accounting policies and procedures.
- In conjunction with the IT department, document agency IT system policies and procedures.
- Review financial statements as provided by the Accounting Director for consistency, reasonableness and GAAP compliance.
- Quarterly review of general ledger; ensuring posted transactions are GAAP compliant.
- Quarterly review of account reconciliations to ensure all account balances are correct and recommend follow-up as needed.
- Review job ledger to ensure accuracy of job postings.
- Review reconciliation between job cost ledger and general ledger.
- Staff development.
- Setting goals and monitoring performance against those goals.
- Assist the CFO in documenting agency risk assessment.
- Coordinate annual insurance policy renewal activities.
- Maintain banking relationships.
- Monitor cash availability.

- Meet with appropriate operations staff regarding project status, recommending corrective activities as needed.

- Serve as consultant in RFP process, particularly as it relates to project partners, the procurement process, and ensuring proposed funding will pay project costs per CALSTART cost allocation/recovery policy.
- Administer funding source platforms (i.e. FTA TrAMS, DOE FedConnect, billing platforms, etc.).
- Prepare annual negotiated indirect cost rate agreement (NICRA) with federal cognizant agency.
- Annual System for Award Management (SAM) renewal.
- Attend project kickoff meetings to ascertain the presence of project partners and aid in proper contractual treatment in accordance with Uniform Guidance or other contractual terms and conditions.
- Working with the contracts department to ensure proper instruments (Vendor v. subrecipient) are assigned to project partners and compliance with procurement policy.
- Initiating the annual agency budget process.
- Compiling budget data.
- Aid various departments to prepare department budgets.
- In conjunction with CFO, prepare annual budget for presentation to Board.
- Budget analysis as needed.
- Auditor procurement.
- Schedule and coordinate annual audit activities.
- Prepare and provide auditors with financial statements to be included in audit report and aid in preparing notes to financial statements.

What You'll Bring to the Table:
- Bachelor's degree in accounting from an accredited college/university at minimum.
- Advanced knowledge of accounting principles generally accepted in the United States of America.
- Extensive understanding of cost accounting principles and applications.
- Five to ten years relevant accounting experience (Preferably nonprofit organizations), particularly with government contracts/grants accounting and compliance.
- Three to five years' supervision experience.
- Experience or working knowledge of auditing processes.
- Proficiency in accounting ERP systems, financial reporting tools, and intermediate to advanced electronic spreadsheet skills.
- Intermediate to advanced knowledge of other general computer applications such as Microsoft Word and document management applications such as Adobe Acrobat Pro.
- Familiarity with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance or 2 CFR 200 [Formerly OMB A-110, A-122 and A-133]), the Federal Acquisition Regulation (FAR)

Responsibilities
Those in the Hospital Corpsman Advanced Technical Field go beyond the duties of basic Hospital Corpsman, working in austere and challenging environments while saving lives. Each of the three classifications has its own responsibilities:
Special Operations Independent Duty Corpsman (SOIDC)
- Provide advanced medical care and operational services for Marine Reconnaissance, USMC Special Operations Forces and Navy Special Operations Command personnel, like SWCC and SEALs
- Engage as a team member in direct action, special reconnaissance, foreign internal defense and unconventional warfare
Search and Rescue Medical Technician (SMT)
- Rescue patients and deliver emergency care from the back of a helicopter
- Perform aircrew duties and En Route Care (ERC) for routine illness and emergent patients
- Provide relief and assistance in areas ravaged by catastrophic natural disasters
- Support Search and Rescue (SAR), tactical evacuation (TECEVAC), Medical Evacuation (MEDEVAC), casualty evacuation (CASEVAC) and Combat Search & Rescue (CSAR) for Navy and Marine Corps Aviation
Deep Sea Diving Medical Technician (DMT)

Work Environment
As a Hospital Corpsman, you have the most diverse range of work environments in the Navy. Your job will likely take you all over the world-and far out of your comfort zone. If you choose to go the Hospital Corpsman Advanced Technical Field route, you will work in extreme and sometimes precarious conditions. From deep-sea diving to combat missions to flying in MH-60 Romeo helicopters, you will train outside the realm of conventional military forces to prepare for any mission. You may work independent of a physician or under supervision in this program.
Training & Advancement
Upon completion of initial training at Recruit Training Command Great Lakes (known as Boot Camp), you'll report for specialized training including:
Hospital Corps "A" School (19 weeks) in San Antonio, Texas for training on basic principles and techniques of patient care and first aid procedures.
After "A" School, HM-ATF candidates track to one of three advanced training paths:
- Special Operations Independent Duty Corpsman Pipeline (121 weeks)
Areas of training include but are not limited to basic reconnaissance, airborne operations, combatant diving, demolitions, clinical diagnostics, advanced trauma skills, Advanced Cardiac Life Support (ACLS), basic surgical anesthesia, basic veterinary medicine and basic dental exams. - Search and Rescue Medical Tech Pipeline (27 weeks)
Areas of training include but are not limited to advanced fluid resuscitation, administration and management of Advanced Life Support medications, use of emergency medical equipment, rescue and recovery devices and patient handling. - Medical Deep Sea Diving Tech Pipeline (28 weeks)
Areas of training include but are not limited to diving physics, scuba and surface-supplied air diving, recognition and treatment of diving related illnesses.
After completing your pipeline, you'll receive your first assignment. You'll go wherever you're needed, which can be anywhere in the world. Automatic promotion opportunities are available but are competitive and based on completion of pipeline.

The hiring range for this position in Glendale, CA is $$115,500-$154,800.per year. Responsible for performing in-process and/or outbound dimensional and visual inspections of component parts, assemblies, and sub-assemblies as required.
ESSENTIAL FUNCTIONS: List the essential functions (i.e.

Possesses minimum of five years of experience in first article inspection reports per AS9102.
Possesses in-depth knowledge of acceptance test procedures (ATP), acceptance test reports (ATR), job travelers (process plans), pick lists, drawings, procedures, C of Cs, chemical & physical analysis reports, and test reports.
Experience working in FAA environment.
In-depth knowledge of DFAR and Nadcap requirements.
Basic knowledge of customers DQCR/DSQR programs and website portals.
