Asphalt Specialists, LLC., is now hiring a Construction Project Engineer to manage the planning and coordination to ensure project completion within budget and according to schedule. A Project Engineer I and II supports the project team in planning, organizing, and delivering projects on schedule and within budget. This role involves administrative, coordination, and communication tasks that help maintain smooth project operations. The Project Engineer I and II will be able to perform the following essential functions under the supervision of the Account Manager.
Required Experience:
Roles and Responsibilities:
1. Project Administration
* Document Control: Organize and maintain project files, including contracts, change orders, and meeting minutes.
* Contract and Subcontract Management: Assist in preparing, distributing, and tracking contracts and purchase orders.
* Permit Coordination: Help secure and track necessary permits, licenses, and registrations required for the project.
* Construction Submittals:
- Receive submittals from subcontractors and suppliers, ensuring all required documentation is complete.
- Distribute submittals to the appropriate design professionals or internal stakeholders for review and approval.
- Track submittal status, maintain an accurate log of submittals, and follow up to ensure timely responses.
- Organize and archive approved submittals and related documents for easy reference.
2. Scheduling and Coordination
* Project Calendar: Maintain and update the master project schedule or calendar, alerting the team to upcoming deadlines and milestones.
* Meeting Coordination: Schedule project meetings, prepare agendas, take minutes, and follow up on action items.
* Resource Allocation: Support account managers in coordinating labor, materials, and equipment needs with vendors and subcontractors.
3. Communication and Reporting
* Team Communication: Serve as a central point of contact for the project team, relaying information and updates as needed.
* Client Interaction: Help respond to client inquiries and requests, escalating issues to senior management or the account manager as appropriate.
* Progress Reporting: Assist in compiling and distributing regular project status reports, summarizing updates, accomplishments, and concerns.
4. Budget and Cost Tracking
* Invoice Preparation:
- Work with account managers and accounting teams to gather all necessary documentation (timesheets, purchase orders, subcontractor invoices, etc.).
- Prepare draft invoices for clients, ensuring accuracy in billing rates, quantities, and costs.
- Coordinate invoice approvals and submit final invoices within agreed-upon timeline.
* Invoice Processing: Collect and verify invoices from suppliers and subcontractors, ensuring accuracy before forwarding to accounting.
* Expense Monitoring: Track and record project expenditures, flagging any discrepancies or potential overruns to project leadership.
* Change Order Documentation: Help prepare and process change orders, ensuring accurate cost and schedule implications are captured.
5. WIP and Backlog Management
* WIP Spreadsheet Preparation
- Gather financial data such as costs incurred, projected costs, and revenue to date from accounting and project management teams.
- Prepare and regularly update the Work-In-Progress (WIP) spreadsheet to reflect ongoing project status, percent complete, and forecasted costs.
- Ensure all formulas and calculations are accurate, providing clear visibility into project health.
- Present WIP reports to project managers, finance, or senior leadership for decision-making and financial planning.
- Keep historical records of WIP spreadsheets for auditing and analysis.
* Backlog Spreadsheet Updating
- Maintain and update the backlog spreadsheet to show upcoming and secured projects along with their start dates, projected revenues, and allocated resources.
- Coordinate with account management team to track newly awarded projects and add them to the backlog.
- Communicate backlog changes to project managers, finance, and other stakeholders to support resource planning and financial forecasting.
6. Quality Assurance and Compliance
* Documentation Support: Aid the account manager and project management team in maintaining records of inspections, testing, and compliance reports.
* Standards and Regulations: Ensure that all documents and project records meet industry standards and regulatory requirements.
* Site Coordination: Coordinate with on-site personnel to ensure that quality procedures and safety protocols are consistently followed.
7. Risk and Issue Management
* Early Warning: Track project risks or issues, escalating concerns to project management for timely resolution.
* Problem-Solving: Proactively identify coordination or logistical challenges and propose solutions to keep projects on track.
* Contingency Planning: Maintain backup plans or alternative approaches for materials, scheduling, or resource allocation.
8. Collaboration and Stakeholder Management
* Internal Coordination: Work closely with estimators, account managers, field teams, and other departments (e.g., HR, finance) to streamline project workflows.
* External Relationships: Coordinate with vendors, suppliers, and subcontractors for timely deliveries and clear communication.
* Status Updates: Prepare regular updates for stakeholders, including senior management and clients, on project milestones and outcomes.
9. Project Closeout
* Documentation Finalization: Collect and organize final project documents, such as as-built drawings, warranties, and operation manuals.
* Lessons Learned: Participate in project debriefs to capture best practices and improvement opportunities for future projects.
* Closeout Reports: Help compile final project reports and archive necessary documentation for reference.

The Role We Want You For

The Specifics of the Role

POSITION SUMMARY:
The Project Manager provides overall leadership for heavy civil infrastructure and transportation construction projects consisting of highway, road, bridge, civil and site work and serves as the primary point of contact with the customer. Working with the Superintendent(s) and Project Engineer(s), the Project Manager carries out the Company policies and procedures to ensure that both the Company and customer objectives are achieved. Project Managers typically report to the Project Executive or Division Manager, and on larger projects with multiple Project Managers may report to a Senior Project Manager. The Project Manager may oversee one or more projects concurrently, depending on size and scope of work within an operating region, and may assist the estimating team to procure new work occasionally.
RESPONSIBILITIES:
Safety
• Responsible for overall job safety as per the SSHASP for each project to which they are assigned.
• Ensure project meets or exceeds all OSHA standards and other regulatory requirements to deliver incident and injury free outcomes.
• Ensure project is compliant with all safety protocols – AHA’s, Toolbox Talks and other leading indicators.
• Participate in the preparation and presentation of Toolbox Talks and Safety Huddles.
• Enter daily safety reporting in system such as Procore
• Review Arrowsight footage and corrective action plans
• Conduct routine safety leadership walks with safety personnel and implement corrective action plans as needed.
• Promote culture of safety for the entire project, including subcontractors and all other stakeholders.
• Verify Miss Utility One Call Center requests are made and completed prior to ground disturbing work.
• Ensure that test holes and other methods are employed to avoid incidents with all known utilities.
• Report any incidents with utility lines to the Project Executive or DM.
• Lead Safety Stand-Downs and assist in root cause analysis investigations for any incidents and injuries
• Ensure good housekeeping and orderly storage of materials and equipment throughout the jobsite.
Financial and Compliance
• Perform daily and weekly quantity review.
• Perform weekly and monthly cost detail reports.
• Familiar with or able to use HeavyJob timecard entry and production planner.
• Familiar with or able to use HeavyBid reports.
• Prepare monthly payment applications and reconcile with the client to ensure prompt payment.
• Track and report all extra work or non-contract work to Project Executive or Division Manager.
• Lead the change management process to include:
- Timely and proper notice requirements to the client
- Prepare and submit change orders to the client.
- Prepare or assist in the preparation of time impact analysis or delay claims
- Ensure proper documentation and recordkeeping
• Review and approve all payables including subcontractor and vendor invoices.
• Ensure the accuracy of payroll and equipment information.
• Lead and prepare monthly and/or quarterly Cost Estimate/Forecast.
• Ensure that all subcontracts and purchase orders are timely executed and meet all Company and client requirements.
• Ensure that any employee utilization and small/disadvantaged/minority business goals and routine reporting are satisfied.
• Ensure that certified payroll and other employee compliance requirements are met.
Planning and Production
• Lead the development of and approve the project CPM schedule.
• Review and approve the weekly project look-ahead schedules.
• Ensure that look-ahead schedules comport with the approved baseline CPM schedule.
• Lead the monthly updating and submission of the CPM schedule.
• Assist Superintendent to coordinate all work with subcontractors, vendors, and other stakeholders.
• Coordinate all utility requirements with providers.
• Participate in problem solving and value engineering planning.
• Review and approve work packages for field use.
• Lead and represent the Company in meetings with Owner, Project Partners, and other stakeholders.
• Meet regularly with Superintendent(s) and/or Project Engineer(s) to review and coordinate upcoming work and needs such as equipment, material, and subcontractors.
• Understand bid assumptions and effectively communicate production goals to team.
• Ensure that all material deliveries and long lead-time items support the production schedule.
• Work closely with the Superintendent to ensure that all deliverables and objectives are achieved.
Quality Control
• Use the tools and processes in the Project Management Manual to fulfill project deliverables.
• Coordinate with Project Engineer(s) and Superintendent(s) to ensure conformance with contact documents.
• Ensure that routine SWPPP inspections are made, and corrective actions documented.
• Ensure corrective actions to address non-conforming work.
• Ensure accountability for quality throughout the project.
• Maintain all project records in the system and hard copies as required in the field office.
QUALIFICATIONS:
• B.S. Degree in Civil, Mechanical, or Construction Engineering, or 4-Year Degree in Construction or Environmental Management with 7+ years of related experience. At least 2 years as a Project Manager on projects with a value of at least $10M preferred.
• Experience in Heavy Civil Construction (highways, roads, bridges, structures, support of excavation, cast-in-place and pile foundations, underground utility systems, site work, and environmental; wastewater treatment plants a plus).
• Capable of meeting deadlines, self-motivated, detail oriented, highly organized, excellent follow-through capability.
• Effective verbal and written communication skills are essential to this position.
• Ability to perform effectively in a fast-paced environment and accurately process documents and perform duties in a timely manner.
• Familiar with electronic document access and construction management software such as Procore.
• Familiar with financial management and accounting software such as Viewpoint.
• Familiar with project critical path method scheduling software such as Primavera P6.
• Proficient with interpreting plans and specs and developing construction schedules.
• Experience leading and developing subordinates into positions of advancement.
• Experience with design-build or alternative project delivery a plus
• Valid Driver’s License.

The Role:
The Project Executive provides overall leadership and direction on the construction project. Typically, the Project Executive is responsible for negotiating the Owner contract, is the main contact for the Project Manager for issues concerning budget, billing and client satisfaction, and ensures the fiscal success of the project.
Responsibilities:
- Provide leadership in business judgment and all financial and profitability aspects of projects under your jurisdiction Participate extensively in and the work acquisition process, working to define and develop project budgets and schedules that will achieve profitability objectives taking into account project-specific challenges
- Set appropriate milestones and assign staff qualified to handle the scope and complexity of the project
- Work closely with clients, owners, architects, and subcontractors to develop relationships that exceeds the client satisfaction to Suffolk’s demanding standards
- Provide oversight in managing all necessary resources throughout the entire project from start-up through closeout and ensure that the Owner’s expectations regarding budget, schedule, and quality, as well as Suffolk’s profitability objectives are met or exceeded
It is expected that the Project Executive is the “common thread” that owns the project from Pre-Construction through Closeout and beyond. This involves:
- Oversight of projects at a high level from beginning to end including budget, costs, unexpected events, general performance, and overall progress against plan
- Ensure that the day-to-day operations of projects are transitioned effectively to Project Managers and Superintendents from Preconstruction when work commences in the field

Project Acquisition:

- Visit sites regularly to monitor project performance, schedule, and expenditures with project staff, highlight potential challenges and provide leadership in responding creatively to bring projects in on schedule and under budget, where feasible., and to the standard of quality expected
People:
- Monitor and evaluate Project Manager and Superintendent staff assignments
- Responsible for development of entire team
- Assist in sourcing and screening of candidates as requested; mentor, coach, and train them to perform and ensure effective matching of talent to project scope
Financial Performance:
- Cash Management

- P&L including full understanding of project contingencies, liabilities, and savings potential
Schedule Performance:
- Assist the project staff in the development of the Baseline Schedule
- Monitor schedule performance
- Assist the project team in initiation of Lean Planning processes and workflow
- Ensure Project Staff understands and is trained in Suffolk Standard Operating Procedures (SOPs) and monitor compliance
Safety:
- Champion jobsite safety effort, motivating the on-site team in the implementation of Suffolk Safety Program
- Ensure the original project budget includes project appropriate funding
Meeting Management:
- Attend all scheduled meetings necessary to monitor and manage project profitability
- Chair and/or attend weekly project staff meetings
Client Relationships:
- Attend owner and project meetings, maintain continuous client contact to gauge performance perceptions and communicate relevant information to Project Team
- Become the Suffolk representative on the team
Qualifications:
- Bachelor’s degree with a minimum of 10-15 years of construction management experience for a large-scale general contractor or CM at Risk firm
- Self-perform experience a plus
- In-depth knowledge of intricate commercial construction practices required
- Experience leading multiple successful project teams including development of direct reports and maintaining relationships with external entities
- Each set of projects has specific characteristics regarding size, complexity, sector etc, which dictate the precise years of experience and industry knowledge necessary for success, above and beyond general construction knowledge and experience

Job Summary:
The Project Specialist supports project cost and financial control activities to ensure accurate and timely reporting. Duties and Responsibilities
- Demonstrate a thorough understanding of the contract documents, project schedule (including the sequencing/phasing of the project and those activities that comprise the critical path on the project), staffing, project estimate and the coordination of project personnel.

- Ensure the Project Engineers are prepared to update the project schedule procurement activities accordingly.
