Asphalt Specialists, LLC., is now hiring a Construction Project Engineer to manage the planning and coordination to ensure project completion within budget and according to schedule. A Project Engineer I and II supports the project team in planning, organizing, and delivering projects on schedule and within budget. This role involves administrative, coordination, and communication tasks that help maintain smooth project operations. The Project Engineer I and II will be able to perform the following essential functions under the supervision of the Account Manager.
Required Experience:
Roles and Responsibilities:
1. Project Administration
* Document Control: Organize and maintain project files, including contracts, change orders, and meeting minutes.
* Contract and Subcontract Management: Assist in preparing, distributing, and tracking contracts and purchase orders.
* Permit Coordination: Help secure and track necessary permits, licenses, and registrations required for the project.
* Construction Submittals:
- Receive submittals from subcontractors and suppliers, ensuring all required documentation is complete.
- Distribute submittals to the appropriate design professionals or internal stakeholders for review and approval.
- Track submittal status, maintain an accurate log of submittals, and follow up to ensure timely responses.
- Organize and archive approved submittals and related documents for easy reference.
2. Scheduling and Coordination
* Project Calendar: Maintain and update the master project schedule or calendar, alerting the team to upcoming deadlines and milestones.
* Meeting Coordination: Schedule project meetings, prepare agendas, take minutes, and follow up on action items.
* Resource Allocation: Support account managers in coordinating labor, materials, and equipment needs with vendors and subcontractors.
3. Communication and Reporting
* Team Communication: Serve as a central point of contact for the project team, relaying information and updates as needed.
* Client Interaction: Help respond to client inquiries and requests, escalating issues to senior management or the account manager as appropriate.
* Progress Reporting: Assist in compiling and distributing regular project status reports, summarizing updates, accomplishments, and concerns.
4. Budget and Cost Tracking
* Invoice Preparation:
- Work with account managers and accounting teams to gather all necessary documentation (timesheets, purchase orders, subcontractor invoices, etc.).
- Prepare draft invoices for clients, ensuring accuracy in billing rates, quantities, and costs.
- Coordinate invoice approvals and submit final invoices within agreed-upon timeline.
* Invoice Processing: Collect and verify invoices from suppliers and subcontractors, ensuring accuracy before forwarding to accounting.
* Expense Monitoring: Track and record project expenditures, flagging any discrepancies or potential overruns to project leadership.
* Change Order Documentation: Help prepare and process change orders, ensuring accurate cost and schedule implications are captured.
5. WIP and Backlog Management
* WIP Spreadsheet Preparation
- Gather financial data such as costs incurred, projected costs, and revenue to date from accounting and project management teams.
- Prepare and regularly update the Work-In-Progress (WIP) spreadsheet to reflect ongoing project status, percent complete, and forecasted costs.
- Ensure all formulas and calculations are accurate, providing clear visibility into project health.
- Present WIP reports to project managers, finance, or senior leadership for decision-making and financial planning.
- Keep historical records of WIP spreadsheets for auditing and analysis.
* Backlog Spreadsheet Updating
- Maintain and update the backlog spreadsheet to show upcoming and secured projects along with their start dates, projected revenues, and allocated resources.
- Coordinate with account management team to track newly awarded projects and add them to the backlog.
- Communicate backlog changes to project managers, finance, and other stakeholders to support resource planning and financial forecasting.
6. Quality Assurance and Compliance
* Documentation Support: Aid the account manager and project management team in maintaining records of inspections, testing, and compliance reports.
* Standards and Regulations: Ensure that all documents and project records meet industry standards and regulatory requirements.
* Site Coordination: Coordinate with on-site personnel to ensure that quality procedures and safety protocols are consistently followed.
7. Risk and Issue Management
* Early Warning: Track project risks or issues, escalating concerns to project management for timely resolution.
* Problem-Solving: Proactively identify coordination or logistical challenges and propose solutions to keep projects on track.
* Contingency Planning: Maintain backup plans or alternative approaches for materials, scheduling, or resource allocation.
8. Collaboration and Stakeholder Management
* Internal Coordination: Work closely with estimators, account managers, field teams, and other departments (e.g., HR, finance) to streamline project workflows.
* External Relationships: Coordinate with vendors, suppliers, and subcontractors for timely deliveries and clear communication.
* Status Updates: Prepare regular updates for stakeholders, including senior management and clients, on project milestones and outcomes.
9. Project Closeout
* Documentation Finalization: Collect and organize final project documents, such as as-built drawings, warranties, and operation manuals.
* Lessons Learned: Participate in project debriefs to capture best practices and improvement opportunities for future projects.
* Closeout Reports: Help compile final project reports and archive necessary documentation for reference.

THE ROLE
The role of Superintendent is to oversee, coordinate and manage all onsite construction activities, including safety, logistics, schedule, day to day trade activities, document management, meetings, compliance, completion and turnover. As well the Superintendent shall assist the Project Manager in the construction activities. Superintendent is to have a commanding knowledge of the site and its progress in all areas and with all Subs/Suppliers which are assigned to the project.
Scheduling
- The Superintendent shall work in partnership with the Project Manager for creating, updating, maintaining and managing all the schedules for the project.
- Ability to create a Master Project Schedule with comprehension of required construction activities and logic sequencing.
- Perform daily inspection of units and prepare, maintain and distribute the three-week schedule for Owner/subcontractors and suppliers.
Constructability Acumen
- Strong overall knowledge of construction including the level of understanding in earthwork, foundation systems, building structure, envelope, MEP systems, finish detailing, logic and trade sequencing as well as plan and document reading.
Onsite Management
- Directly responsible for supervising all on-site project sub-contractors.
- Must act as a quality control representative to monitor and ensure the correction of any deficient workmanship and/or below quality work.
- Act as mediator for subcontractor/supplier and staff related issues.
- Administer first aid when necessary.
- Approve material requests and delivery.
- Assists Project Manager by overseeing the field construction processes.
- Walk with 3rd party inspections (i.e. geo-tech, structural engineer, fire proofing consultant) for activities directly supervised.
- Report deficiencies, problems and delays to project manager.
- Responsible for the walk-through inspection ensuring passage from local municipal inspectors.
Safety
- The Superintendent is in charge of and leads the effort to ensure a safe and clean jobsite to mitigate injuries and/or incidents by implementing NEIs safety policies, procedures and processes.
- The Superintendent shall make continuous walk-throughs to ensure, enforce and invoke proper site and personnel safety at all times.
- Superintendent shall be required to conduct all safety meetings with the staff and subcontractors, complete all compliance reporting and maintain logs.
- Superintendent shall interact with CRM for inspections and follow-up signoffs.
Contracts/Scopes
The Superintendent and PM shall work collaboratively to review the Owner contract as well as all Subcontractor exhibits to understand and have a strong working knowledge of the scopes of work to avoid duplicate work or having work performed unnecessarily and to ensure that all work is being installed in compliance with the contract documents.
Managing Work Tickets / Slips & Changes
- The Superintendent shall proactively communicate with the PM, review subcontractor exhibits and negotiate with other foreman to mitigate field tickets and slips from being generating and exposing NEI to potential unnecessary costs.
- Superintendent shall review, and ensure that no work is being performed without authorization or at a cost that has not been approved by the PM/PX.
- The Superintendent shall maintain documentation to supporting such extra work and distribute accordingly.
Project Documentation
- The Superintendent shall have a working knowledge of all project documentation and will coordinate and maintain documentation and their processes timely for such reports as daily reports, record drawings, SKs, Bulletins, Submittals, SCOs, ASIs. RFIs & CORs.
- It is expected that the record drawings capture all SKs, RFIs ASIs and Bulletins in order that the most current information is real time and readily available.
- The Superintendent will ensure that a log and/or files are kept onsite for SKs, ASIs, RFIs, Bulletins and submittals.
- Maintain QC book for activities directly supervised.
- Maintain FHA/ADA book for activities directly supervised.
Subcontractor Meetings
- The Superintendent shall prepare for and conduct all subcontractor, safety, pre-construction and coordination meetings as required and scheduled in order to maintain the project schedule, project progress, a safe job site and ensure to minimize conflicts between trades without an impact or delay to the schedule
Project Close-Out
- The Superintendent shall manage the project close-out process including obtaining all inspections required by all agencies (MEPS, Building, Fire Department, Health, Public Assembly).
- The Superintendent is responsible for the completion, signoff and acceptance of the project punchlist by the Owner and Architect.
- The Superintendent shall support and assist the PM with any closeout requirements on the project.

Required Qualifications
- 5+ years of on-site construction field engineering/supervision experience in pharma, biotech, chemical process, or other regulated industrial environments.
- Demonstrated experience coordinating multiple trades and contractors on fast-moving projects.
- Working knowledge of GMP/GDP expectations for construction in/near regulated manufacturing areas (material control, cleanliness, change control awareness, turnover discipline).
- Strong safety mindset and familiarity with typical industrial permit-to-work processes.
Preferred Qualifications
- Experience with API chemical synthesis facilities and/or process equipment installation (reactors, filter/dryers, centrifuges, solvent handling, contained transfer, etc.).
- Familiarity with ISPE Baseline concepts, ASTM E2500 mindset, commissioning/qualification interfaces, and turnover best practices.
- Experience working on projects involving advanced manufacturing/automation integrations (PCS/DCS/DeltaV/PLC/SCADA—platform varies by site).

Details and requirements for this opportunity:
- Schedule: Monday – Sunday – 8 & 10 Hour Schedule Daily. OB Shifts available for Days and Nights - 12-hour shifts
- Setting: Medical Center
- Types of Cases: General surgery, eyes (cataracts), pediatrics, outpatient, endoscopies, pulmonary, oncology, orthopedics; obstetrics/spinals/epidurals is highly preferred. Client will offer as much orientation/proctoring as needed for the providers to feel comfortable seeing patients autonomously – typical onboarding and proctoring lasts one week.
- Credentialing Timeframe: 45 - 60 days.
- Licensure: Active California license required.
