BryceTech has an immediate opening for a Personnel Manager to support the Space Systems Command MilComm & PNT (SSC/CG) Directorate with a broad range of acquisition capabilities to execute effective and responsive integrated program management of space-related research, development, production, operations and maintenance, and lifecycle acquisition activities. The SSC/CG Directorate is responsible for the planning, acquisition, and sustainment of space-enabled MilComm & PNT capabilities for National/Joint Force Operations. The Personnel Manager will provide the government customer actionable information, advice, opinions, alternatives, analyses, evaluations, and processes to eliminate waste, with the goal of standardizing best practices and reducing cycle times/cost of doing business to optimize acquisition support to the SSC/CG directorate. Individuals will support various management and administrative roles to ensure efficient and effective operations of organizational activities. Specific tasks may include:

  • Provide leadership and direction to the contractor team for infrastructure, human resource, personal management and information management to the organization.
  • Oversee automated data processing equipment (ADPE) management and tracking of ADPE assets to ensure effective procurement, operation, maintenance and replacement of ADPE assets
  • Oversee infrastructure management activities to include effective coordination on Aerospace facilities to ensure space requirements are met and Facility Board meetings are effectively managed.
  • Oversee the organization's training and professional development program to include planning, organizing, managing and evaluating all aspects of the program to ensure effective operations.
  • Oversee, monitor and track all deployment activities for both personnel and equipment.
  • Oversee, monitor and track all activities for performance management. This includes but is not limited to tracking performance reports, feedback forms, military promotion forms, stratifications and force shaping forms.
  • Oversee, monitor and provide guidance and recommendations for manpower, personnel and information management programs.

Required Qualifications:

  • This position requires at least an active DoD Secret Clearance
  • Bachelor's degree required in related field such as management and/or business
  • 10 years of demonstrated relevant experience is required
  • Understanding of Milcom & PNT satellite and ground systems
  • Ability to work in fast paced environment with excellent oral and written communication skills

Preferred Qualifications:

  • Master's degree is preferred in related field such as management, business and/or engineering

Major Activities And Responsibilities:

General Responsibilities:

  • Know and understand FDB business and communicate that knowledge to potential customers

  • Establish and maintain contact with decision-makers and influencers within companies in territory

Keep Salesforce database and Sharepoint up-to-date:

  • Update Salesforce database timely with new contacts and new information about customer companies and opportunities.
  • Regularly update the status and expected program start date for opportunities
  • Maintain Sharepoint folders for clients including RFP and other technical documents received from clients, proposals and revisions, blueprints and revisions, and any other relevant information

Manage contract negotiations:

  • Manage contractual agreement negotiations from issuing the contract template to contract signature
  • Assure that contracts are negotiated and signed timely

Support existing programs:

  • Stay aware of program status for existing clients in Territory
  • Support the Program Management and execution team as required by management.
  • Stay in regular contact with clients and maintain awareness of client pipeline and any potential follow up business; ensure that FDB is always considered for any new program from client portfolio
  • Provide client with updates on new developments with FDB, such as new acquisitions or investment into capacity or technology, innovation programs, or participations in major industry events

Provide business leadership for proposal development:

  • Lead clients business and technical conference calls and client visits; decide on call/visit participation and schedule calls and visits
  • Lead business discussions with potential clients
  • Oversee development of proposals and other responses to customers' inquiries (e.g. RFIs)
  • Ensure that proposals fully address all clients' requests or questions, and are written clearly

The Senior Account Manager is responsible for underwriting complex low-income housing tax credit projects with sophisticated developer and investor partners, driving deals through the closing process, managing and coordinating Credit Committee memos, and providing in-depth analysis of key diligence items to recommend actions to the Committee and Risk Officer. In this process, the Senior Account Manager performs an unbiased evaluation of transactions, structuring tax credit investments, measuring the risks, and identifying mitigants associated with these transactions. As AVP of Training, this role plays a primary role in guiding accounts management colleagues in LIHTC underwriting concepts and financial modeling, both through formal training and informal consultation.

Essential Job Functions:


Function/Responsibility -

As part of underwriting assigned proposed tax credit investments:

  •      Understands all facets of the deal, including but not limited to guarantor review, income and expense analysis, financial underwriting, and due diligence review
  •      Facilitates due diligence collection and review
  •      Joins and is an active participant in closing calls to maintain the closing timeline
  •      Prepares and presents the Investment Memo package – including narratives, descriptions, risks and mitigants, and other ad hoc analyses illustrating pertinent aspects of the investment – for internal approval at various times during the closing process

Cydecor is seeking a Navy Action Officer – (CBRN) to provide technical and analytical support to OPNAV Surface Warfare Directorate for programs in the Chemical, Biological, Radiological, and Nuclear (CBRN) defense portfolio. The ATFP/CBRN (N96C4) branch develops the requirements, plans for sustainment, and provides Navy oversight for an array of capabilities delivered through the Joint Chemical and Biological Defense Program (CBDP). You will act as a liaison between the Joint CBDP and the Navy CBRN stakeholder community, consider maritime-specific concerns, and proactively advocate for Navy equity in joint forums. You will be responsible for tracking programs from advanced development through to their sustainment at OPNAV N96, and potential future modernization. While the dedicated focus of this position is on efforts centered around individual protection, decontamination, and CBRN survivability, you will work with other CBRN analysts (i.e., detection, medical) to provide an integrated layer defense perspective to OPNAV N96C4 leadership.


Responsibilities include:

  • Provide strategic analysis and well-integrated/coordinated support for N96C4 CBRN Defense in accordance with Department of War program management and Acquisition oversight policies and strategies.
  • Provide weekly status updates and recommendations related to program cost, schedule, and performance. Identify potential issues and provide recommendations to achieve overall goals to minimize impact to Navy.
  • Represent the Navy in Integrated Product Teams (IPT), Service Warfighting Assessment (SWA) development efforts, program reviews, special advisory boards, off-sites, and working groups (WGs).

  • Prepare briefs, outlines, draft reports, publications, and documentation to support Flag level technical and financial briefings/meetings and major milestone decisions.
  • Draft white papers, concept papers, technical reports, meeting summaries, or other material that document results of meetings or analyses, and/or pertinent issues relating to Defense Planning Guidance activities.
  • Participate in all acquisition processes involving capability modernization to include requirements development and Planning, Programming, Budgeting and Execution (PPBE) management of the Navy Surface Combat capabilities.
  • Provide input to Initial Capability Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), and other acquisition documentation as required.

Drafts formal presentations, high-level briefings, and develop talking points to support and defend programming proposals at SECNAV and SECWAR forums.

Provide consultation to N96, OPNAV staff, and SECWAR on impact and risks for program/system changes on resource plans and requirements.
  • Provide recommendations to utilize new initiatives and best practices to improve areas within program management.
  • Maintain daily liaison with programs’ Branch Head, Deputy Chief and N96C Senior Leadership. Maintain a strong relationship and open communication with Program Offices and related government activities and industries under contract to the Program Offices.

  • Attend conferences (as directed) as the N96 Navy representative on all CBRN related matters.
