Duties & Responsibilities


Reporting to the Director of Capital Budget and Contract Control, is responsible for supervising, coordinating and executing the management of multiple capital projects for the Post-Acute Service Line. Supports collaborative development with various business teams and drives process improvements for the successful management of the overall project lifecycle, supporting provision of all deliverables from inception to completion.


Essential Functions

  • Manage all aspects of assigned capital projects from initiation through closeout including but not limited to budgets, schedules procurement and quality control.
  • Work with the facility staff on facility construction projects. Including: scheduling, adherence to job specifications, quality of work placed, safety, and regulatory compliance
  • Provides direct supervision and coordination of design consultants and contractors as required by ongoing projects. Including review of design documents, not limited to drawings and specifications, for compliance with Central Office standards, end user programs, facility standards and needs, regulatory agency requirements and codes to ensure the projects are completed within budget and planned schedules.
  • In conjunctions with Director, facilitates RFP processes, and procurement requests including drafting scopes for design RFPs, contractor scopes of work and coordinating consultant responsibilities and tasks.
  • Develops and submits budget reports and variances as required. Assures that adequate funds are budgeted and funds are available. Reviews schedules, budgets, and progress reports and provides regular updates to supervisor and stakeholders.
  • Conducts regularly scheduled site walks and ensure project is in adherence with NYC H+H procedures and regulatory requirements.
  • Track project documentation and maintain records in systems such as Kahua.
  • Support invoice review, change order evaluation, and project reporting.
  • Prepare meeting minutes, presentations, and regular status updates.
  • May coordinate additional project administration tasks as required.
  • Requires Travel to the 5 Post- Acute Facilities


Minimum Qualifications


1. Master’s Degree from an accredited college or university in Business or Public Administration, Healthcare Management, Engineering, Social Sciences, Physical Sciences or a related discipline; and four (4) years of progressively responsible experience in projects and programs management, execution, and implementation, two (2) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area; or


2. Bachelor’s Degree from an accredited college or university in one of the disciplines as listed in 1 above or a related discipline; and five (5) years of progressively responsible experience as described in 1 above, three (3) of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area; or


3. Bachelor’s Degree from an accredited college or university in a discipline listed in 1 above or in a related discipline; and possession of a valid, professional certification listed below; and four (4) years of experience as described in 1 above, two (2) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area.

Experience conducting wet chemistry techniques including total suspended solids, pH and turbidity are desirable. Candidates with experience in the analyses of Microbiology samples using IDEXX will be considered. The candidate must have excellent communication and writing skills to complete internal audits, write technical reports including Standard Operating Procedures and conduct detection limit studies using approved methods. The position is required to assist field personnel in sampling events when necessary. Proficient in the use of LIMS (Laboratory Information Management System) for data entry, quality control and reporting are preferred. Experienced working under a NELAP certified laboratory as an analyst is highly desirable. SCOPE OF WORK

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

The position requires knowledge of analytical techniques related to the analyses of nutrients, metals and/or organics in environmental samples, using highly technical instrumentation that includes Ion Coupled Plasma Spectrometer (ICPMS), Gas Chromatograph/Mass Spectrometer (GCMS) and a Segmented Flow Analyzer depending on the assigned area. It also requires knowledge of wet chemistry techniques for the analyses of total suspended solids and turbidity. In addition to the responsibilities listed in the Classification Description, this position will be responsible for: (1) data entry in the LIMS (Laboratory Information Management System), (2) maintain National Environmental Laboratory Accreditation Program (NELAP) requirements for the methods assigned and (3) assist in the field for sampling as needed.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Assists the public in person and via phone or online inquiry.
  • Sorts and distributes incoming and outgoing mail and coordinates deliveries and pickups.
  • Arranges and coordinates registration and payment for trainings and conferences for staff, including travel and/or accommodations.
  • Assists with training staff on various computer software systems.
  • Prepares for and supports meetings for City staff, boards, commissions, and committees by scheduling and confirming attendance; preparing in-person and virtual meeting spaces and materials and setting up refreshments; assembling and distributing packets; attending meetings; and recording and producing accurate minutes.
  • Maintains and organizes department supply cabinets and materials for internal and external customers.
  • Provides administrative support to staff in creating and updating webpages.
  • Assists with data collection, tracking, analysis, and reports. May include inventory, labor hours, equipment usage and materials used.
  • Processes and disseminates confidential records and information in compliance with public disclosure laws and Department rules and regulations. May serve as a records management representative for department.
  • Proofs, edits and types a variety of documents for the department managers and staff.
  • Performs research projects for senior staff members.
  • Creates and maintains file systems, ensuring required files, forms, correspondence, and other documents are appropriately filed and available.
  • Provides administrative support for various accounts payable and purchasing tasks. Prepares and enters purchase requisitions utilizing City's financial system; assures proper approvals and coding; verifies packing slips with invoices and routes approved invoices to Accounts Payable for payment; maintains files for orders and payments made. Processes purchase orders and invoices, accounts for purchasing credit cards within the department, and is responsible for cash/check handling, customer billing, and refunds.
  • Develops office procedures and routines, as necessary.
  • May act as passport application acceptance agent, which includes reviewing and processing applications for compliance with U.S. State Department requirements, and providing extensive informational services related to all facets of passports.
  • May serve as notary public, notarizing City documents.

Peripheral Duties:
  • Performs functions as assigned in the City's emergency response plan in the event of an emergency.

  • Acts as liaison between the departments to ensure efficient coordination of activities.

Qualifications

Minimum Qualifications:

  • Education: High school graduate or GED.
  • Experience: 2 years of increasingly responsible administrative experience.
  • Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.
Licenses and Other Requirements:
  • Experience related to the department or focus area may be preferred.
  • Possess or ability to obtain Washington Notary Public license within 6 months of hire if needed, paid by the City.
  • Passport acceptance agents must be U.S. Citizens and certified by the U.S. Department of State.

Physical Demands and Working Environment:
Performs work in an office environment. Prolonged periods of sitting and computer keyboard entry is a routine part of this job. Must be able to work at a copier for long periods of time. Must be able to lift up to 35 pounds.

  • Familiarity with basic molecular biology techniques (e.g., ligation, PCR, and qPCR) as well as nucleic acid extraction and analysis techniques (e.g., Nanodrop, DNA fragment analyzers, ddPCR, etc.).
  • Knowledge of and experience with other sequencing platforms (i.e., SMRT sequencing).
