• Contribute to and maintain system security artifacts, including:
• System Security Plans (SSPs)
• Control implementation narratives
• Plans of Action and Milestones (POA&Ms)
• Security architecture diagrams
• Support ATO, reauthorization, and continuous monitoring activities
• Apply best-practice cybersecurity and threat-based cybersecurity frameworks while staying current with emerging threats and industry trends
• Develop complex technical solutions for large, strategic proposal efforts
• Solution Architecture & Delivery
• Design secure solution architectures for government customers, including:
• Cloud environments (AWS GovCloud, Azure Government, GCP)
• Hybrid and on-premises environments
• Collaborate with engineering, operations, and delivery teams to ensure security is integrated into system design
• Provide security guidance during system design, modernization, and transition-in efforts
• Apply knowledge of the DoD Risk Management Framework (RMF)
• Develop complex technical solutions, level-of-effort (LOE) estimates, and system architecture diagrams for large strategic initiatives
• Automation & Technical Enablement
• Develop or maintain scripts or automation to support:
• Compliance evidence collection
• Security control validation
• Configuration baselines
• Leverage tools such as Python, PowerShell, Bash, or similar scripting languages
• Support CI/CD pipelines and cloud-native security and monitoring services
• Identify opportunities to reduce manual compliance effort through automation
• Proposal & Capture Support
• Support solutioning and proposal development by:
• Defining secure technical approaches
• Writing security and compliance sections
• Developing solution architectures and diagrams
• Participate in capture reviews and technical discussions as a cybersecurity subject-matter expert
• Ensure proposed solutions are realistic, compliant, and executable

Qualifications

• Experience supporting FedRAMP, RMF, and government cybersecurity compliance initiatives
• Strong knowledge of NIST 800-53 controls and federal security frameworks
• Experience developing SSPs, POA&Ms, and other cybersecurity documentation
• Experience designing secure architectures across cloud, hybrid, and on-prem environments
• Knowledge of the DoD Risk Management Framework (RMF)
• Ability to collaborate effectively with technical and non-technical stakeholders

Required Skills

• Required Certification: CISSP (ISC²) or CASP+
• Secret Clearance Required to Start

Preferred Skills

• AWS Certified Solutions Architect - Associate or Professional
• Azure Solutions Architect
• Certified CMMC Professional (CCP)
• Experience working in ServiceNow, ITSM, or enterprise service environments
• 2+ years of experience performing data exploration, cleaning, analysis, visualization, or mining using statistical and general-purpose programming languages, with the ability to analyze both structured and unstructured data sources.
• Experience with SQL and relational databases

Key Responsibilities

• Collaborate with program stakeholders to analyze business requirements and application impacts, particularly related to Managed Care systems.
• Participate in functional and technical discussions, translating business needs into scalable technical solutions.

Application Design & Development

• 8+ years of experience in design and develop enterprise-grade applications using C#/.NET technologies.
• Build and enhance applications using both Web Forms and MVC (Model-View-Controller) architectural patterns.
• Develop user-friendly interfaces with complex data structures and advanced form layouts.
• Apply object-oriented principles (OOA/OOD/OOP) and N-tier architecture in solution design.

System Architecture & Integration

• Design and implement solutions using Service-Oriented Architecture (SOA).
• Develop and maintain web services (WCF/Web API) and integrate with enterprise systems.
• Implement secure application frameworks, including cryptography and application security mechanisms.

Database & Data Management

• Design and optimize database solutions using SQL Server or Oracle.
• Develop ER diagrams, stored procedures, triggers, indexes, and user-defined functions.
• Work with complex datasets and ensure data integrity and performance optimization.

Development Tools & Frameworks

• Develop and maintain solutions using Microsoft Visual Studio (2013/2022) and .NET Framework 4.0+.

• Work with ComponentOne tools for UI and reporting solutions.
• Develop XML-based solutions using OpenXML and ClosedXML frameworks.

Analysis & Documentation

• Perform high-level and low-level system design, including:
• ERDs (Entity Relationship Diagrams)
• DFDs (Data Flow Diagrams)
• Transition diagrams
• Document system architecture, technical designs, and development processes.

Support & Enhancement

• Maintain and enhance existing FACTS web and console-based applications.
• Troubleshoot, debug, and optimize application performance.
• Provide technical leadership and guidance to development teams.

• Expected to lead development efforts and guide teams in enterprise application delivery.
