We are seeking a Quality Assurance Manager for our First Quality Retail Services facilitylocated in Lewistown, PA.
This position will be responsible for the creation, implementation and monitoring of all corporate & site Quality practices within their site of operation. Leading a team of quality professionals and driving a culture of continual improvement. Play a pivotal role and work collaboratively within the site management team, and drive quality engagement through all levels of the organization.
Primary responsibilities include:
- Provide leadership and planning to develop, implement and maintain quality systems to ensure compliance to regulatory, industry, and customer standards.

- Implement, monitor and review online Quality systems, including vision QMS Software, and SPC systems.
The ideal candidate should possess the following:
- Bachelor’s degree in an Engineering, Technology, Mathematics, Business, or Science discipline.
- Three years minimum experience as a Quality Manager, Technical Manager, or QC Supervisor in a manufacturing environment (preferably FDA-regulated environment).
- Six sigma Green Belt certified, preferred.
- Supervisory experience.
- Auditing experience in GMP and/or ISO systems.

The Quality Control Manager shall oversee and coordinate the planning, implementation, and supervision of the project quality control plan, including employees and outside agencies or consultants involved in inspections and testing.

Key Responsibilities (including but are not limited to):
- The Quality Control Manager (QCM) will assure, to the best of their abilities, that all materials, workmanship and construction are in full compliance with the contract, plans and specifications, and all applicable building codes.
- The QCM will conduct business in a professional and ethical manner and integrate well into the project team. The QCM is authorized to require that defective work or material be corrected or removed until made compliant.

We are looking for a sharp Principal Air Quality Engineer/Scientist (Environmental Permitting and Compliance) to join our team in Northern CA. This is a full-time position at 40 hours per week in the bay area. We currently have offices in Berkeley and San Francisco but may open a new office based on candidate location. Position Summary:
The Principal Air Quality Engineer/Scientist (Environmental Permitting and Compliance) performs professional engineering work, leading and executing the compliance and permitting functions in relation to Air Quality Regulations and Compliance. This candidate will be reviewing processes and equipment, analyzing permit-related technical and regulatory issues, and communicating those analyses within Yorke, the client organization, with government agencies and with the public at large. The work is challenging, broad in scope, and variable from project to project. The position involves effective communication, decision-making, and time management. The candidate performs other duties as required or assigned.
This is a Principal level position. Positions at this level are assigned to perform the more complex and sensitive duties within air quality consulting. The employee in this position will be assigned to develop business, write proposals, train and mentor other employees, and/or monitor work produced by other employees.
The candidate’s experience and qualifications we are seeking include:
- 15-25+ years of work experience in the Air Quality and/or Environmental industry in an engineering role (preferably in a consulting environment);
- Experience in the environmental services industry focusing on leading Air Quality services:
- Process and equipment review;
- Air quality permitting under BAAQMD, SCAQMD, SJVAPCD and other Air Districts, including Title V Permitting;
- Annual Emissions Reporting;
- Air Dispersion Modeling;
- Air Quality Assessments including Data Analysis and Emission Inventories;
- General Air Quality Compliance for facilities in CA.
- Ability to manage and lead active team members on project teams towards project completion within project scope, budget and schedule and ensure quality work product and deliverables;
- Ability to manage successful relationships with clients, staff, and regulators through effective communication and expertise by fostering a collaborative environment without losing focus of quality;
- Proven track record or desire to engage in successful regulatory work in dealing with the SCAQMD, BAAQMD, SJVAPCD, EPA, CARB and/or other similar regulatory agencies;
- Experience working on-site at client facilities;
- Prepare reports and submissions in timely manner;
- Experience with handling highly technical data and technical data interpretation;
- Highly motivated to continue working in Air Quality environmental field and expand their knowledge and experience;
- CA Regulatory/Compliance experience is required.
Job Requirements:
- B.S or M.S. degree in Chemical Engineering, Environmental Engineering, or Mechanical Engineering, or other relevant technical degrees from an accredited college;
- Ability to work collaboratively in a team fashion, handle several projects at once, prioritize work, and work efficiently;

- Excellent oral and written communications skills;

- Strong Microsoft Excel, Word, Outlook, and Powerpoint skills (required);

Role Summary
We’re hiring an On-Site QA/QC Manager to lead the quality program on brownfield hyperscale data center construction—where safety, uptime, and precision matter as much as speed. You’ll own electrical QA/QC planning and execution, drive rigorous documentation, and ensure installations meet strict client standards, contract requirements, and code while working in/around live critical environments. This role supports readiness for energization, commissioning, and IST with strong change control and zero-surprise turnover.
What You’ll Do
- Own and maintain the Project Quality Plan (PQP) tailored for brownfield constraints (phasing, outages, access controls, change control).
- Build and manage electrical Inspection & Test Plans (ITPs), checklists, and hold/witness points—by system, room, and phase.
- Lead daily QA/QC field execution and verification against IFC drawings, approved submittals, vendor IOMs, RFIs, and method statements.
- Drive quality for the electrical critical path, including (as applicable):
- MV/LV distribution: switchgear, transformers, breakers, relays, terminations
- UPS/battery systems: installation verification, clearances, labeling, startup readiness
- Generators/paralleling gear: interface readiness, documentation capture, punch closure
- Busway/PDUs/RPPs: supports, alignment, tap boxes, labeling, grounding/bonding
- Cable tray/conduit: routing, supports, firestopping, separation, workmanship standards
- Grounding & bonding: integrity verification and as-built accuracy
- Controls/EPMS/BMS electrical interfaces: device placement, labeling, point-to-point readiness (as assigned)
- Enforce brownfield-specific quality disciplines:
- Verify phasing plans and temporary power installs meet requirements
- Maintain as-built accuracy in real time due to live site impacts and field changes
- Coordinate quality gates tied to shutdown windows, cutovers, and turnover milestones
- Manage deficiency systems: NCRs, punch lists, rework prevention, corrective/preventive action (CAPA), re-inspections, and verified closeout.
- Partner tightly with Operations, Controls, Commissioning, and Safety to ensure quality supports uptime protection and controlled energization.
- Own electrical turnover packages: inspection reports, test results, redlines/as-builts, O&Ms, training logs, vendor startup documentation, commissioning support documentation.
- Provide weekly reporting: trends, repeat issues, risk register inputs, and 2–6 week quality look-ahead tied to phasing and outage schedules.
Qualifications
- 7+ years QA/QC experience on mission critical construction with strong electrical focus; brownfield/live siteexperience strongly preferred.
- Proven success running PQP/ITP programs, NCR/punch systems, and turnover documentation on fast-track or phased retrofits.
- Strong ability to interpret one-lines, schematics, control wiring diagrams, specs, and vendor documentation.
- Working knowledge of NEC/NFPA 70 and typical hyperscale QA requirements (labeling standards, documentation rigor, readiness gates).
- Highly organized, strong communicator, and able to coordinate across multiple trades, vendors, and stakeholders in a controlled environment.
Preferred
- Experience supporting cutovers, shutdown windows, energization planning, commissioning readiness, and IST
- Familiarity with NFPA 70E-related interfaces and verification of torque/labeling/test documentation programs
- Certifications: CQM-C, ASQ (CQA/CQE), OSHA 30
- Tools: Procore, ACC/BIM 360, Bluebeam, PlanGrid
