The Compliance Director ensures that Gnomon maintains full institutional integrity and regulatory eligibility across all governing bodies, including the Department of Education (ED), ACCSC, BPPE, This is a senior, cross-functional leadership role that integrates academic, financial, and operational compliance to protect the school’s accreditation and legal authority to operate. - Lead all institutional compliance and accreditation functions for Gnomon, ensuring year-round readiness and alignment with U.S. Department of Education (ED), ACCSC, and BPPE standards.
- Maintain and execute the master compliance calendar, coordinating deliverables across departments to meet all regulatory deadlines.
- Draft, review, and submit all required filings, including the ACCSC Annual Report, BPPE Annual Report, Institutional Assessment and Improvement Plan (IAIP), audited financial statements, student catalog updates, and enrollment agreements.
- Oversee site-visit readiness, including mock audits, exhibit management, and direct coordination with accrediting and state agencies.

Position Summary
The Senior Director of Federal Programs provides strategic leadership and rigorous oversight of the district supplemental funding streams. This role is responsible for the entire life cycle of state and federal grants, from application and strategic alignment of funds to strict monitoring of allowability, compliance, and audit readiness. The Senior Director ensures that resources are deployed to maximize student achievement, particularly for emergent bilingual (EB) students and Title I populations, while maintaining a culture of fiscal integrity.
Qualifications
Education and Experience
- Masters degree in education, educational leadership, public administration, finance, or related field, preferred.
- Minimum of 5 to 7 years of progressive leadership experience in a public school district.

Primary Duties
Fiscal Oversight and Monitoring

Strategic Leadership
- Advise Executive Director of Strategic Initiatives on the alignment and blending of federal funds to support large scale district goals (MTSS, literacy initiatives, and EB program expansion).
- Lead the comprehensive needs assessment (CNA) and district improvement plan (DIP) process to ensure spending is directly tied to identified data driven needs.
Programmatic Supervision
- Supervise the Director of Bilingual Education, providing high-level oversight of Title III and allotment funds to ensure legal compliance with state and federal mandates for EB students.
- Supervise the Director of Federal Programs to ensure the 100+ school portfolio remains compliant with schoolwide and/or targeted assistance requirements.
- Work with the training department to ensure Title II funds are aligned to brand-specific improvement goals.
- Ensure that parent and family engagement requirements are met with high-quality and measurable impact.
Compliance and Reporting
- Serve as the primary point of contact for Texas Education Agency (TEA), agency monitors, and independent auditors.
- Oversee the timely accurate submission of the consolidated federal grant application and all required compliance report reports.

Supplemental Information
Salary: The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.

LOCATION
Palo Verde College is located in the City of Blythe at one of the busiest entrance points to California. The college is located in a desert oasis adjacent to the beautiful Colorado River and the Palo Verde Valley. Blythe, and the fertile Palo Verde Valley, is primarily a farming and ranching area. Boating, fishing and hunting attract many tourists. The Palo Verde Valley is centrally located between Phoenix and Los Angeles, Las Vegas and the Mexican border. NATURE OF THE POSITION
Under the direction of the Vice President of Instruction and Student Services or a Designee, the Curriculum and Catalog Specialist performs a variety of specialized work related to the operations and functions of the District?s curriculum services and the development and publishing of the college catalog.
DUTIES AND RESPONSIBILITIES
- Coordinate the District curriculum process. Maintain the accuracy and integrity of the District curriculum records of instructional programs and course documents.
- Maintain and update records related to District curriculum files and related data according to established procedures. Assist faculty with course and program codes, and provide divisions with listings of course and program data for review purposes. Serve as liaison to the Chancellor?s Office for curriculum matters.
- Coordinate with Admissions and Records and Articulation to ensure course and program data integrity.
- Serve as liaison and technical resource to the Curriculum Committee; assist in the preparation of the agenda and materials; develop and recommend timelines; update curriculum and academic program websites; attend meetings and take minutes. Submit curriculum changes to the District governing board for approval.
- Review and edit curriculum documents and course outlines as appropriate; review new and modified programs of study and make recommendations as necessary; assure compliance of District Board policies and Title V regulations; train and assist faculty and staff in completing on-line course outline forms. Train and support faculty in use of curriculum management system.
- Assist administrators, faculty, and others with research of course and program data, State and local rules, and regulations and policies as directed.
- Plan, organize and coordinate the preparation of the college catalog; establish and meet timelines; maintain currency of information in the catalog. Serve as editor for the college catalog.
- Provide updates on Title V regulations to divisions, administrators, faculty, and staff; compare and contrast changes to Title V regulations and make appropriate adjustments to materials and other resources as required. Maintain files of District Course Outlines of Record: provide copies to students, faculty, and staff as requested.
- Provide technical assistance to faculty and staff for programs including student learning outcomes and program review.
- Prepare various reports as required by state agencies, administrators, faculty, and others regarding courses and classes offered by the District.
- Assist Instructional Services Manager in the development and maintenance of class schedule; serve as primary backup for this responsibility.
- Serve on committees as assigned. Attend regional meetings and other workshops related to curriculum and articulation.
- Perform related duties as assigned.
REQUIRED QUALIFICATIONS
- Associate?s Degree from an accredited institution.
- Knowledge of and proficiency in the utilization of standard office productivity software programs (e.g., MS Word, Excel, PowerPoint, Outlook), personal computers, and the internet.
- Ability to communicate effectively orally and in writing.
- Type at 50 wpm.
- Passage of the College's clerical skills tests.
- Demonstrated sensitivity to and understanding of the diverse academic, social, economic, cultural, disability and ethnic backgrounds of community college students.
