Civil & Installation Engineer to join the Owner's project team on a large-scale industrial construction project in Baytown, Texas.

This role is critical to ensuring that civil, structural, and mechanical installation activities are executed safely, efficiently, and in full compliance with project requirements.

The Civil & Installation Engineer will act as the primary technical representative on site, coordinating between the Owner, General Contractor, subcontractors, and engineering teams to drive successful project delivery.

Key Responsibilities:

• Monitor Inspection and Test Plans (ITPs) and witness key quality milestones.

• Track non-conformances and ensure timely corrective actions.

• Support accurate recordkeeping in project management systems (ACC/Procore).

Schedule & Progress Monitoring

• Track daily and weekly construction progress against the project schedule.

• Identify potential delays and recommend recovery actions.

• Review contractors look-ahead schedules and resource plans.

• Support earned value and performance reporting.

Commissioning & Turnover Support

• Support installation readiness for commissioning activities.

• Verify mechanical completion and assist with punch list closeout.

• Support system turnover documentation and pre-commissioning efforts.

Qualifications

Education

• Bachelor's degree in civil engineering, Mechanical Engineering, Construction Engineering, or a related field.

Experience

• Minimum 5–10 years of construction site experience, preferably in industrial or process facility projects.

• Proven experience in:

o Heavy civil construction

o Structural steel erection

o Mechanical and equipment installation

o Piping and utility systems

• Experience working on chemical plants, refineries, or large industrial facilities is strongly preferred.

Technical Skills

• Strong ability to read and interpret:

o Civil and structural drawings

POSITION OVERVIEW

The Chief Development Officer (CDO) reports directly to the Chief Operating Officer and is responsible for the overall planning, design, construction, and ensuring the maintenance policy is established prior to handover to the maintenance team of all HAS physical infrastructure associated with the projects of the Major Projects Portfolio (MPP) (approximately $1.0B+ in value) to consistently provide world-class airport airside, terminal, and landside facilities developed and maintained to optimize sustainability and life cycle costs. Additionally, providing oversight of the Permitting processes (TIP & BSG) for an annual construction budget of $1.2B, which could include interfacing with other City entities to ensure proper interface and code alignment.

DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS

The responsibilities of this position include, but are not limited to:

Capital Improvement Program Management(specifically for the MPP, but can be extended to whatever is instructed by the Director)

  • Oversee the planning, design and construction of all projects within MPP' CIP plan

WORKING CONDITIONS

PHYSICAL EFFORT: The position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis.

The Project Superintendent will oversee the day-to-day field operations of the project or area assigned, from planning to completion. This includes, but is not limited to, daily scheduling, supervision of all site or area activities, tasks and personnel, and ensuring the safety and overall compliance of the project or area.

What You Will Do

  • Oversee the design of control circuits, protection schemes (e.g., differential, transfer), and PT/CPT load calculations.
  • Ensure that all drawing packages are complete, accurate, and meet applicable standards and customer expectations.
  • Work closely with project managers, engineers, and manufacturing teams to ensure timely and accurate release of design deliverables.
  • Support the transition from quote to design by interpreting customer specs and coordinating internal team activities.
  • Provide guidance and mentorship to junior designers, encouraging technical growth and adherence to best practices.
  • Maintain and enforce design standards aligned with ANSI, NEC, and UL requirements.
  • Participate in process improvement initiatives to optimize design workflows, documentation practices, and team efficiency.


Qualifications & Preferred Skills:

  • Associate or bachelor’s degree in electrical engineering, drafting, or a related field preferred.
  • 5+ years of experience in electrical design of medium voltage switchgear, with at least 1–2 years in a lead or supervisory capacity.
  • Strong understanding of switchgear internal wiring and mechanical integration.
  • Proficient in AutoCAD; SolidWorks experience a plus.
  • Skilled in interpreting and producing control schematics, layout drawings, and system-level diagrams.
  • Familiarity with industry standards including ANSI, NEC, and UL.
  • Strong communication and team leadership skills with the ability to manage multiple priorities and deadlines.
  • Experience working in a manufacturing or project-based environment.
  • Background in supporting engineering change management or design review processes.
  • Demonstrated ability to coach and grow technical talent.
