To perform professional and technical engineering work in an assigned area such as plan and development review, contract administration and design; and to provide technical staff assistance to higher level engineering staff.

Position Snapshot/A Day in the Life:

This Associate Engineer position will be within the Traffic Division of the Public Works/Engineering Department. With a team of 11 (7 of whom are primarily responsible for signal operations and maintenance), we are responsible for overseeing the City's transportation system, including supporting Capital Improvements Projects, Land Development projects, Street Maintenance, Planning, and others.

Under the direction of a Senior Engineer or City Traffic Engineer, you will primarily be responsible for reviewing private development and capital improvement project related traffic studies, identifying impacts and deficiencies, and determining the most appropriate improvements and design features needed. Other day-to-day duties will also involve reviewing and preparing signing/striping plans and traffic control plans, investigating and responding to concerns from the general public, and participating in long-range planning activities. You may also be asked to help work on special projects and grant pursuits, preparing staff reports, participating in interagency coordination efforts, preparing RFP's/RFQ's, reviewing and processing proposals/contracts/traffic plans, and conducting various meetings.

Distinguishing Characteristics: This is the journey level class within the Engineering series. Employees within this class are distinguished from the Assistant Civil Engineer by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and may be filled by advancement from the Assistant level.

Supervision Received and Exercised: Receives direction from higher level engineering staff and may exercise technical supervision over less experienced staff within the work unit and technical or functional supervision over staff within the Department.



Essential Functions

The incumbent must have the ability to:

  • Review and check residential and commercial building plans or plans related to structures such as streets, sidewalks, gutters and other off-site construction; check plans for conformance with regulations regarding line, grade, size, elevation and location of structures; check calculations
  • Maintain records of all plans and contract documents.
  • Prepare progress reports on projects under construction; maintain records of changes and field notes.
  • Investigate field problems affecting property owners, contractors and maintenance operations.
  • Coordinate assigned activities with consultants, engineers, developers, contractors, other city departments and divisions, and with outside agencies.
  • Develop plans, specifications and other contract documents.
  • Provide technical and professional engineering support services relative to assigned areas of responsibility.
  • Prepare special engineering studies and reports; perform special assignments on engineering problems as necessary.
  • Plan, prepare and design a variety of engineering projects such as roads, bridges, structures and hydraulics.
  • Calculate the quantity, quality and cost of materials used for various projects.
  • Review engineering calculations of other engineers or engineering technicians.
  • Prepare plans and specifications, maps, deeds and legal descriptions.
  • Review plans for traffic signals, traffic signing, and traffic striping for conformance with City policies and State and Federal requirements.
  • Plan, prepare, and design a variety of engineering projects, such as traffic signals, traffic striping, and traffic signing.
  • Review all permits involving work in public streets; review any and all traffic control plans required due to work in streets.
  • Prepare traffic control plans and requirements.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Perform and other tasks or functions that may be deemed necessary to the daily operations of the employer.

WORKING CONDITIONS:In the performance of daily activities, this position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, and bending; the ability to push, pull, drag and/or lift up to 25 pounds; normal manual dexterity and hand/eye coordination; repetitive hand and wrist movement using a computer keyboard and mouse; corrected vision to normal range; acute hearing; written and oral communication; use of standard office equipment such as computers, telephones, copiers, calculators and facsimiles; frequent contact with other staff and the public; may be exposed to severe weather conditions such as high wind, rain, and other outside conditions.



Experience and Training Guidelines

A combination of experience and training that would provide the required knowledge and abilities is qualifying. The incumbent must have the knowledge of:

  • Principles and practices of civil engineering.
  • Methods, materials and techniques used in the construction of public works projects.
  • Modern developments, current literature and sources of information regarding engineering.
  • Principles of advanced mathematics and their application to engineering work.
  • Applicable laws and regulatory codes in assigned area of responsibility.

The ideal candidate will have a strong technical background in preparing and reviewing transportation analysis for a range of project scales and being able to interpret the practical implications of the analysis results. They would be familiar with VMT, the current industry trends related to its implementation, and be able to assist the team in managing and updating our Traffic Impact Guidelines. They'll have excellent skills in using Excel and be comfortable working within it to create reliable and flexible tools for day-to-day analysis needs. The Traffic division and the City pursue significant grants and special projects that allow us to grow our infrastructure and capabilities, as well as to implement the best practices in the industry, the ideal candidate would be someone who is knowledgeable about the current trends in the Transportation engineering and planning fields and be able to lead grant pursuit efforts and independently manage such projects along with coordination with stakeholders of competing interests.

Experience: One (1) to two (2) years of increasingly responsible experience in civil engineering.

Preferred Qualifications

  • At least two (2) years of experience preparing and reviewing transportation impact analyses for a range of project scales and being able to interpret the practical implications of the analysis results.
  • Familiarity with VMT, the current industry trends related to its implementation, and have experience managing and/or updating Traffic Impact Guidelines.
  • Advanced proficiency in Microsoft Excel, including building tools for transportation data analysis.
  • Experience managing transportation projects and coordinating with internal and external stakeholders with competing interests.
  • Experience presenting at public meetings and responding to questions/feedback from elected or appointed officials.
  • Traffic Engineering license.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering or a closely related field. Some additional years of experience and specialized training may substitute for some of the educational requirements.

License or Certificate: Possession of, and continuously throughout employment, a valid CA Class "C" Driver's License.



Supplemental Information

Successful candidates will be required to complete an annual Statement of Economic Interest Form (700 Form) and bi-annual ethics training pursuant to AB 1234.

What You'll Do

You'll use AI toolsβ€”particularly Claude Code and the Claude platformβ€”to build solutions that solve real problems in mortgage lending. Not proofs of concept. Real tools that people use every day.


Examples of problems you might tackle:

  • Loan conditions arrive from Fannie Mae, Freddie Mac, VA, and FHA in different formats. Loan officers spend hours reconciling them. Build something that consolidates and deduplicates them automatically.
  • Underwriters spend significant time on tasks that could be automated, but "that's how it's always been done." Identify which tasks, understand why, and build the automation.
  • Compliance requirements evolve constantly. Build systems that can adapt without requiring lengthy development cycles.


You won't always be handed a clear spec. You'll often be handed a problemβ€”sometimes a vague oneβ€”and expected to dig in until you understand it well enough to solve it.


What We're Looking For

Required:

  • You can build working software. You don't need a team of engineers to ship something useful. Claude Code, Python, JavaScript, APIsβ€”you're comfortable getting hands-on.
  • You go deep on problems. When someone says "we need a dashboard," you ask what decision they're trying to make. When they say "it takes too long," you ask how long, why, and what happens as a result.
  • You're persistent. You don't hear "that's not possible" and stop there. You get curious and look for another way.

Job Summary

Based on Department established priorities, provides support services in the areas of prisoner transport, prisoner care and custody, alternative sentencing methods, the taking of crime reports, calls for assistance of a non-criminal nature, records data entry and other activities within the Department.

Principal Accountabilities:

  • Receives into custody persons arrested by officers, completes arrest reports, fingerprints and photographs the subject, and maintains custody in the Kirkland Police Department jail. Facilitates alternative sentencing programs.
  • Transports arrested subjects to and from court or to other detention facilities.
  • Coordination of court appearances and schedules.

Essential Duties:

  • Booking of prisoners, includes input data, fingerprinting, photographing, searching, inventory and storing of personal effects.
  • Interviews all in-custody subjects and screens for medical, psychological, and behavioral issues resulting in incarceration in another facility.
  • Attends to personal bedding, hygiene needs, and medical needs of inmates as necessary.
  • Arranges court appearances and schedules.
  • Provides transports (e.g. court, detention center, dentist visits, doctor appointments, and emergency room).
  • Orders and prepares meals for prisoners and other items needed by prisoners.
  • Work Release. This includes subject interview, evaluation, receipt processing (if applicable), monitoring of payments, booking procedure, work schedule set-up, equipment application, and compliance monitoring.
  • Responsible for Electronic Home Detention (EHD). This includes subject interview, evaluation, receipt processing (if applicable), monitoring of payments, booking procedure, work schedule set-up, equipment application, and compliance monitoring.
  • Day Detention. This includes initial processing and monitoring of compliance throughout the days of court-ordered detention.
  • Serves warrants to individuals already arrested and jailed by other jurisdictions and provide transport to Kirkland.
  • Takes information regarding citizen complaints and completes appropriate incident and follow-up reports. Process and complete police reports, as required, in person or telephonically.
  • Maintains all booking photos.

Additional Responsibilities:

  • Keeps the booking and cell area clean and supplied with necessary forms, inmate supplies, and equipment within the jail area.
  • Conducts regular maintenance inspections of Corrections vehicles and ensures that necessary equipment is in each vehicle. Completes a written record of all inspections.
  • Provides traffic control, upon request, to assist the Patrol and Traffic Divisions when authorized by the Lieutenant, in support of special events.
  • Provides backup support to ASA in entering, quashing, recalling, cancelling and second party verification of warrants.

Working Conditions

Work is performed in jail, court, community, and police department settings as well as driving motor vehicles. The employee is not armed unless working outside of the facility (conducting transports or Kirkland Municipal Court duties) and holds a limited commission to serve warrants. A Corrections Officer is required to wear a uniform in the performance of all duties.

Install, maintain, and repair electrical systems, apparatus, and electrical equipment, wiring and fixtures, and electronic components of industrial machinery and equipment following electrical code, manuals, schematic diagrams, blueprints, and other specifications, using hand tools, power tools, and electrical and electronic test equipment.

Tasks:

  • Install power supply wiring and conduit for newly installed machines and equipment following electrical code and blueprints, using hand tools and voltage tester.
  • Install ground leads and connect power cables and wires to machines and equipment, following manuals, schematic diagrams, blueprints, using hand tools and test equipment.
  • Diagnoses malfunctioning apparatus, such as transformers, motors, and fixtures using test equipment.
  • Repair or replace faulty electric components, wiring, equipment, and fixtures, using hand tools and power tools.
  • Test malfunctioning or broken equipment using test equipment, and discuss malfunction with other workers to diagnose malfunction.
  • Assemble, install, test, and maintain electrical or electronic wiring, equipment, appliances, apparatus, and fixtures, using hand tools and power tools.
  • Place conduit, pipes or tubing, inside designated partitions, walls, structures or other concealed areas, and pull insulated wires or cables through the conduit to complete circuits between boxes.
  • Connect wires to circuit breakers, transformers, or other components.
  • Install ground leads and connect power cables to equipment, such as motors.

Knowledge Requirements:

  • Post-Secondary Certificate desirable- awarded for training completed after high school. Minimum 5 years in craft, including helper and apprentice roles. Minimum 2 years as journeyman working in industrial environment
  • READING: The employee must have the ability to read safety requirements, instructions in the correct use and maintenance of shop tools, be able to read and understand methods and procedures that are present on drawings, layout work, and just specifications.
  • WRITING: Must have the ability to write simple reports with the correct format using spelling and grammar. (English
  • SPEAKING: Must have the ability to speak using correct English with a well modulated voice.
  • The minimum math ability usually associated with this classification is the ability to calculate surface areas, translate these figures into a bill of material which can be used to complete a specific job. Employees must be able to use variable and formulas which are normally found in most industry approved trade hand books. Also, employees must be familiar with the O.S.H.A. requirements for the type work that is being performed.

The employee must understand that the reporting system used for problems and information is as follows: 1) Crewleader, 2) Foreman, 3) General Foreman, and 4) Superintendent.

Physical Requirements:

  • Positions require working in: climbing, bending, sitting, walking, kneeling, crawling, standing, lifting, pushing, and pulling.
  • Good hand eye balance and the ability to distinguish colors are required in order to use the tools that are necessary to perform the required work.
  • Employees must have vision which has good depth perception in order to judge distance and space relationships.

Other Requirements:

The employee must have a telephone. The employee is expected to work overtime in order to maintain the plant in a safe and productive state. The employee is expected to make call outs when such work is available and the employee’s services are needed.

The employee must have a valid Texas Driver’s License and have permission prior to operating any TIG vehicle. The requirements for operating a company vehicle are as follows: In the past three (3) years the employee can have had only 4 moving violations, no more than 2 chargeable accidents, and no D.W.I.

Examine and diagnose patients, order appropriate diagnostic tests, and prescribe medications.

Develop and manage treatment plans for patients, including preventive care and health maintenance.

Educate patients and families about health issues, disease prevention, and medical treatments.

Keep detailed medical records and document patient care activities as required by Southwest Care Center policy.
