Job Description:

EHS Manager (Rio Rancho)
The EHS Manager will lead Environmental, Health, and Safety efforts for Castelion’s Rio Rancho, New Mexico facility, supporting solid rocket motor manufacturing, integration, and test operations. This role is responsible for building and managing site EHS programs to ensure safe operations and regulatory compliance within a fast-paced, high-hazard manufacturing environment.
The EHS Manager will play a key role in facility startup, commissioning, and ramp to production, partnering closely with operations, engineering, and leadership to embed safety and environmental stewardship across development and manufacturing. The ideal candidate brings experience in process safety, hazard analysis, and regulatory compliance in aerospace, manufacturing, energetics, or other high-consequence environments, and will also provide periodic EHS support to Castelion’s Midland, Texas test facility.
Responsibilities
- Serve as the EHS leader for the Rio Rancho facility, responsible for developing and managing site EHS programs, systems, and policies to ensure safe operations and regulatory compliance.
- Lead EHS planning and execution during facility startup, commissioning, and ramp to production, partnering with operations and engineering to integrate safety and environmental requirements into processes, equipment, and daily operations.
- Develop and maintain process safety and risk management programs, including hazard analyses (HAZOP, LOPA, FMEA) and risk assessments to identify and mitigate operational hazards.
- Ensure compliance with OSHA, EPA, ATF, NFPA, and applicable state and local regulations, including oversight of environmental programs such as hazardous waste, air emissions, stormwater management, and regulatory reporting.
- Implement and continuously improve safety programs through audits, inspections, training, and safety initiatives that strengthen operational discipline and safety culture.
- Lead incident investigations and root cause analysis for safety or environmental events, implementing corrective and preventive actions and maintaining site emergency response plans and preparedness.

Basic Qualifications

- 5+ years of experience supporting EHS and process safety programs in manufacturing, test, or other high-hazard operational environments.

SENIOR CIVIL ENGINEER (LAND DEVELOPMENT)
JOB SUMMARY
The Land Development Engineer is responsible for supporting the planning, design, and coordination of site development projects from initial due diligence through permitting and construction planning. This role includes conducting zoning and site feasibility reviews, preparing concept and site plan drawings, and designing stormwater management, grading, erosion control, and utility systems. The engineer also performs hydrology calculations, develops construction cost estimates, prepares technical reports and correspondence, and coordinates with clients, agencies, attorneys, and project teams to ensure successful project approvals and implementation.

EDUCATION & EXPERIENCE

Position Overview
The Land Development Project Manager is responsible for managing all aspects of on-site
residential land development projects from initial contractor selection through
construction completion and bond release.
This role requires strong coordination with engineers, contractors, municipalities,
consultants, and internal stakeholders. The ideal candidate is proactive, detail-oriented,
budget-conscious, and highly skilled in scheduling and municipal coordination.
This is a high-impact position that directly influences project profitability, timeline
performance, and community success.
Key Responsibilities
Project & Construction Management
• Manage all on-site construction of the project through completion.
• Develop, maintain, and monitor detailed project schedules; identify and manage
critical path items.
• Conduct regular on-site meetings with contractors and trade partners.
• Oversee development trades to ensure alignment with approved site plans, permits,
and company standards.
• Coordinate vertical construction of amenity structures including clubhouses and
community features.
Budget & Cost Control
• Manage and track project budgets to meet financial goals.
• Review invoices, job cost reports, and contractor pay applications.
• Evaluate and negotiate change orders; document and obtain approvals per
company policy.
• Perform value engineering reviews to optimize cost efficiency without sacrificing
quality.
Entitlements & Municipal Coordination
• Lead efforts for permit processes, including land disturbance permits, utility
construction permits, and other construction-related permitting.
• Coordinate with county and state agencies for all on-site development activity,
including inspections and final acceptance of utilities and roads.
• Identify required permits for construction and manage submission timelines.
• Track bonding requirements and aggressively pursue reductions and releases.
Engineering & Utilities Coordination
• Review site/construction plans, subdivision plats, and civil drawings for accuracy
and constructability.
• Coordinate utility construction, including sanitary sewer, water, stormwater, gas,
and power.
• Identify and resolve development issues proactively.
Bidding & Contract Administration
• Manage trade bidding and contract negotiations.
• Ensure contracts include schedule commitments, production rates, and delay
protocols.
• Maintain strong relationships with contractors, consultants, and vendors.
Internal & Builder Coordination
• Communicate development schedules with Cornerstone Homes and/or third-party
builders.
• Deliver finished lots in accordance with approved timelines and lot purchase
agreements.
Qualifications
• 3–5+ years of land development project management experience required.
• Experience with residential site development and civil construction required.
• Vertical construction experience (clubhouses/amenity buildings) preferred.
• Bachelor’s degree in construction management, civil engineering, or related field
preferred (or equivalent experience).
• Strong knowledge of:
- Residential land development processes
- Entitlements and municipal approvals
- Budgeting and cost tracking
- Scheduling (critical path methodology)
- Contract administration
- Bonding processes
• Excellent written and verbal communication skills.
• Demonstrated ability to build and maintain strong professional relationships.
• Highly organized with the ability to manage multiple projects simultaneously.

• Experience working in Central Virginia municipalities.
• Strong understanding of grading and excavating a site, stormwater management,

HDR Engineering is currently seeking Project Managers/Routing and Siting Leads to join our growing and nationally ranked team of Environmental and Power Delivery professionals in our North Central Region (the states of CO, IA, IL, IN, KS, MI, MN, MO, ND, SD, WI, WY).
Primary Responsibilities:
In the role of a Project Manager/Routing and Siting Lead, we'll count on you to:
- Lead renewables and substation siting efforts as well as transmission line routing and siting for projects HDR's North Central Region.
- The ideal candidate has prior experience managing and providing technical leadership on projects and is looking for a broader, leadership role overseeing all aspects of larger and more complex projects.
- Candidates have the desire and drive to grow a high-performing team to help execute these projects.
- The candidate must have a strong background in environmental and related site development services pertaining to the power industry.
- The position will focus on transmission line routing and siting, primarily in HDR's North Central Region but also in other Regions as needed.
- The position encompasses a client focus, networking and establishing client relationships, developing leads, and strategic thinking in future directions for both our clients and programs.
- The position requires a person able to visualize, build and direct a strategic program focused on siting and related activities.
- Responsibilities of this position include:
- Acting as a client manager for select clients.
- Leading risk management activities for both contract reviews and project deliverables.
- Working collaboratively with multi-disciplinary teams which could include engineers, attorneys, planners, permitting and environmental specialists, and real estate experts.
- Performing routing/siting studies and analyses and preparing associated reports.
- Preparing and monitoring project scope, schedule, and budget.
- Providing advice and direction on state filing requirements.
- Preparing state-specific siting applications.
- Preparing state environmental review, National Environmental Policy Act, and other environmental documents.
- Travel on average 20% of the time expected.
- Perform other duties as needed.
The successful candidate will be expected to perform non-routine tasks on multiple projects simultaneously; contribute to researching and writing concise technical documents; assist with diverse projects and innovate and follow through to completion of all assigned and delegated tasks. This position requires the ability to work independently and as part of a team as well as complete tasks within tight deadlines. Preferred Qualifications:
- Bachelor's degree in Environmental Planning, Environmental Science, or related field.
- Minimum 10 years of experience in linear projects involving land acquisition, routing or environmental planning.
- Minimum 8 years of experience writing proposals, developing scopes of work, budget, and schedules for complex environmental projects with multi-disciplinary teams and multi-agency efforts with a strong focus on siting and routing studies.
- Experience preparing applications for submittal to state utility regulatory agencies in the MISO and/or SPP footprint.
- Experience preparing and providing expert witness testimony.
- Experience and understanding of permit requirements in one or more states in HDR's North Central Region.
- Strong conceptual, organizational, analytical, problem-solving, and research abilities.
- Extensive public participation, agency coordination and planning experience.
- Previous experience preparing (or overseeing the preparation of) constraints mapping and required documents.
- Ability to support multiple complex and time sensitive projects effectively.
- Identify and resolve issues effectively and efficiently.
- Ability to interact with design and construction teams in a positive and proactive manner.
Required Qualifications:
- Bachelor's degree in related field.
- 10 years related experience.
- A minimum of 5 years of project management experience.
- Familiar with Microsoft Office, estimating and scheduling software, project management software.

The Project Development Engineer is a senior, client-facing technical leader responsible for shaping early-stage facility and capital projects from concept through approval. This role serves as a strategic advisor to clients, bridging vision, technical feasibility, and financial discipline. The position requires executive presence, strong consultative instincts, and the ability to translate complex building and infrastructure considerations into clear, actionable recommendations that drive long-term value.
Job Duties and Responsibilities
- Serve as a trusted technical and strategic advisor to clients during early project development and planning phases.
- Partner closely with client executives and internal commercial leaders to support project visioning, feasibility, and decision-making.
- Lead site assessments and facility walk-throughs to identify risks, opportunities, and value-enhancing solutions.
- Translate complex technical analyses into clear, client-ready presentations and recommendations.
- Bridge sales, technical design, and delivery teams to align vision, scope, budget, and execution strategy.
- Guide group decision-making through strong facilitation, presence, and communication.
- Independently manage project development efforts from initial concept through client approval.
- Develop comprehensive analyses related to building systems, site development, and facility performance.

Qualifications
- Bachelor’s degree in Engineering, Architecture, Construction Management, or a related field.
- Five or more years of experience in building planning, site development, pre-construction design, and construction across building systems.
- Broad technical understanding of mechanical, electrical, and building envelope systems.
- Demonstrated ability to communicate complex technical concepts clearly to non-technical stakeholders.
- Proven experience building trust-based client relationships through strong communication and executive presence.
- Strong presentation and facilitation skills with the ability to guide group decision-making.
- Experience supporting K–12 facilities, educational programs, or capital planning initiatives is preferred.
- Background in energy analysis, utility evaluation, or energy savings calculations is preferred.
- Professional Engineer (PE), AIA, or comparable professional certification is preferred.
