Duties & Responsibilities
Reporting to the Director of Capital Budget and Contract Control, is responsible for supervising, coordinating and executing the management of multiple capital projects for the Post-Acute Service Line. Supports collaborative development with various business teams and drives process improvements for the successful management of the overall project lifecycle, supporting provision of all deliverables from inception to completion.
Essential Functions
- Manage all aspects of assigned capital projects from initiation through closeout including but not limited to budgets, schedules procurement and quality control.
- Work with the facility staff on facility construction projects. Including: scheduling, adherence to job specifications, quality of work placed, safety, and regulatory compliance
- Provides direct supervision and coordination of design consultants and contractors as required by ongoing projects. Including review of design documents, not limited to drawings and specifications, for compliance with Central Office standards, end user programs, facility standards and needs, regulatory agency requirements and codes to ensure the projects are completed within budget and planned schedules.
- In conjunctions with Director, facilitates RFP processes, and procurement requests including drafting scopes for design RFPs, contractor scopes of work and coordinating consultant responsibilities and tasks.
- Develops and submits budget reports and variances as required. Assures that adequate funds are budgeted and funds are available. Reviews schedules, budgets, and progress reports and provides regular updates to supervisor and stakeholders.
- Conducts regularly scheduled site walks and ensure project is in adherence with NYC H+H procedures and regulatory requirements.
- Track project documentation and maintain records in systems such as Kahua.
- Support invoice review, change order evaluation, and project reporting.
- Prepare meeting minutes, presentations, and regular status updates.
- May coordinate additional project administration tasks as required.
- Requires Travel to the 5 Post- Acute Facilities
Minimum Qualifications
1. Master’s Degree from an accredited college or university in Business or Public Administration, Healthcare Management, Engineering, Social Sciences, Physical Sciences or a related discipline; and four (4) years of progressively responsible experience in projects and programs management, execution, and implementation, two (2) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area; or
2. Bachelor’s Degree from an accredited college or university in one of the disciplines as listed in 1 above or a related discipline; and five (5) years of progressively responsible experience as described in 1 above, three (3) of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area; or
3. Bachelor’s Degree from an accredited college or university in a discipline listed in 1 above or in a related discipline; and possession of a valid, professional certification listed below; and four (4) years of experience as described in 1 above, two (2) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area.

- Professional Judgment & Decision-Making: Must be a self-assured professional with the ability to exercise sound judgment and practical decision-making in complex project scenarios
- Experience in Project Management: At least 6 years of progressively responsible experience in project management, with a preference for candidates who have experience working in healthcare or related sectors. Demonstrated expertise in managing projects with varying complexities and budgets is essential. Experience in long-term care facilities is a plus but not required.
- Effective Communication: Excellent communication skills with the ability to present clear, concise recommendations and timely advice to executive leadership, including the CFO and other key stakeholders. Proven ability to engage effectively with diverse teams.
- Technical Proficiency: Proficiency in Microsoft Project and/or other project management tools for task assignment, scheduling, and tracking project progress. Proficient in Microsoft excel, word, powerpoint with ability to effectively track and monitor project timelines, deliverables and milestones.
- Regulatory & Compliance Knowledge: Must be knowledgeable in healthcare regulations and/or how to source health care regulations, laws governing accounting, quality control, code enforcement, as well as any other regulatory requirements impacting capital projects in healthcare settings.

- Direct and coordinate the administrative activities in support of the real estate office. - May maintain escrow account and monitor the upcoming sales transactions for completeness and compliance and ensure necessary information has been ordered and is accurate, i.e. payoff, abstract, title evidence, reports, mortgage documentation, and other pertinent information. (15-20%)
- Provide support to the sales associates which may include, processing license applications for new, renewing and transferring sales associates, ensuring all paperwork is completed and processed in a timely manner, conducting orientation for new sales associates, assisting sales associates with billings, advertising, paperwork and training. Remain available and act as the first point of contact for sales associates. (15-20%)
- Recruit, train, schedule and supervise office personnel. Act as liaison between staff, managers, and sales associates. Perform supervisory activities, including training, employee safety, selection and development of employees, employee counseling and motivation, and salary administration. Perform annual merit reviews and evaluate subordinates’ job performance. Assist in the preparation and administration of the department budget. Provide backup support for staff as needed. (10-15%)
- Coordinate special events, collateral material, flyers, handouts and brochures. (0-5%)
- Provide telecommunication support, including notice of phone number changes, coordinate long distance codes with long distance carrier as needed; assign voice mail and DID numbers for new agents; maintain voice mail computer system adding and deleting agents as required. (0-5%)

Position Summary

Reviews and inspects residential, commercial, industrial, and multi-family development proposals to ensure compliance with State and City codes/ordinances, engineering/architectural, and fire/life safety principles.
Depending on the Division's needs, performs construction plan review and site inspections:
- Conducts Pre-Development, Plan Intake, and Pre-Construction meetings.

Material handlers must report shortages, damages, and mis-shipments on appropriate forms. Also be able to sign for inbound shipments when necessary. All inbound shipments are moved safely to storage locations to be efficiently stacked as store merchandise.
- Order Picking: Ensure that the correct product number, quantity, and type (lot, batch, serial number) of product are picked. Transport orders to shipping locations or delivery platforms with material handling equipment such as but not limited to fork trucks, cherry pickers, or pallet jacks. Materials handlers must be able to label, stencil, tag, mark orders, band, bundle, wrap, over-pack, and palletize as required.
- Outbound: Compare quantity, labeling and address with order to ensure out-going shipments are complete and correct. Assign signature for outbound as necessary. Efficiently move product, cartons and or pallets into trailers, rail cars or containers.
- Maintain equipment in a neat, clean, and orderly fashion. Operate equipment safely and efficiently. Comply with company standards and OSHA requirements.
- Keep accurate records and reports. Assist in physical inventories and cycle counts. Ensure proper stock rotation. May key inventory adjustments in computer.

PURPOSE STATEMENT: The job of Lead HVAC & Refrigeration Technician is done for the purposes of providing journey-level skilled work in the installation, maintenance, and repair of air conditioning, heating; installing, managing, and repairing chilled water systems, chillers, boilers; reviewing work requests; assigning and leading the work of other technicians; conducting scheduled maintenance and repair surveys; inspecting completed work; ensuring completion of projects in accordance with trade standards; providing information on the operation of HVAC systems; and supporting other skilled trades in completing work assignments.
This job reports to the Maintenance Supervisor.
ESSENTIAL FUNCTIONS: Analyzes blueprints, schematics, and drawings for existing and proposed HVAC systems for the purpose of identifying the location of new and existing systems and determining the efficient installation of additional equipment/systems.
Confers with immediate supervisor and assists with the coordination of day-to-day activities (e.g.
periodic lubrication; filter cleaning; changing belts, repairing system leaks, checking water tower components, trouble/issues phone call response, etc.) for the purpose of ensuring the proper and efficient maintenance and repair of District HVAC.
Coordinates with administration and other trades for the purpose of completing projects/work orders efficiently.
Coordinates personnel regarding procedures and/or status of work orders (e.g.
establishing work schedules, reviewing processes to be undertaken, etc.) for the purpose of providing direction and information for decision-making, taking appropriate action, and/or complying with health and safety regulations.
Diagnoses causes of problems and/or failures in heating/air conditioning (e.g.
blowers, filters, the flow of condenser water, water treatment system, variable air volume (VAV) systems, and pumps, etc.) for the purpose of identifying equipment and/or systems repair and replacement needs.

Fabricates equipment parts (e.g drain pans, repiping, reducting, etc.) for the purpose of meeting specialty needs and/or replacing discontinued or unavailable parts.
Implements assigned programs and/or projects (e.g.
inspection schedules, preventive maintenance programs, new District projects, work orders, etc.) for the purpose of ensuring optimal HVAC operation and conformance to established guidelines.
Informs personnel regarding procedures and/or status of work orders for the purpose of providing information for making decisions, taking appropriate action, and/or complying with health and building regulations.
Inspects completed work (e.g.
heating units, building exhaust fans, ventilation units, repair of gas heaters and boilers, etc.) for the purpose of ensuring the quality of work standards are met and identifying preventive maintenance requirements.
Installs heating/air conditioning equipment and systems (e.g.
boilers, chilled water systems, etc.) for the purpose of providing enhanced and/or upgraded HVAC capabilities.
Maintains a variety of files and records (e.g.
time sheets, inventory, work orders, labor/material estimates, equipment repair manuals, service records, etc.) for the purpose of providing up-to-date references and audit trail.
Manages operation and performance records (e.g.
periodic lubrication schedules, heating and cooling performance, diagnosis of electrical systems, testing of refrigerant and condensation systems, etc.) for the purpose of ensuring timely review and assessment.
Monitors contract work (e.g.
coordination of contractor work schedules and performance, etc.) for the purpose of ensuring contract terms are fulfilled and work standards are met.
Oversees and coordinates assigned personnel regarding procedures, the status of work orders, and the day-to-day activities and operations (e.g.
establishing work schedules, reviewing processes to be undertaken, etc.) for the purpose of ensuring that assignments are completed in a safe, proper, and timely manner, maximizing the efficiency of the workforce.
Participates in meetings, workshops, and training (e.g.
new employee training, 3rd party contractor meeting, maintenance department meetings, etc.) for the purpose of conveying, gathering information, offering recommendations required to complete HVAC and training personnel.
Procures equipment and supplies (e.g.
overseeing inventory requirements, etc.) for the purpose of maintaining the availability of required items in order to complete jobs efficiently.
Responds to emergency situations during and after hours for the purpose of resolving immediate operational and safety concerns.
Tests and repairs heating and air conditioning systems and components; swimming pool equipment (e.g.
braze or solder tubing; charge systems with refrigerant gas; condensers, valves and coils, piping, boilers, air handlers, motors, etc.) for the purpose of providing solutions for HVAC system operation for a safe and comfortable work/learning environment.
OTHER FUNCTIONS: Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of District’s HVAC and general maintenance.
EXPERIENCE: Job related experience with increasing levels of responsibility is required.
EDUCATION: No specific education is required.
EQUIVALENCY: Any combination equivalent to three (3) years of journey-level experience in the air conditioning, heating and refrigeration field, including one (1) year with the responsibility to lead/supervise the work of others.
