JOB SUMMARY
The position of Building Inspector conducts inspections based on the current International Building and Mechanical Codes and the Maryland State Plumbing Code, with additional inspections involving enforcement of the Elkton Zoning Ordinance and Housing Code. The nature of the work involves local travel and clerical work including documentation and reporting. The Inspector communicates with builders, developers, public officials and general public and exercises considerable latitude for making independent judgment.

ESSENTIAL FUNCTIONS

1. Performs interval and final inspection of all new construction and renovations (commercial and residential) within the Town involving footings, rough plumbing, HVAC, rough framing, slab prep, insulation, foundation, water and sewer laterals and final inspections for code compliance.
2. Performs inspections of existing dwelling units, rooming houses and other premises, checks for health and safety hazards, prepares and serves notices of violation. May recommend steps to be taken to correct the violation; secures warrants when necessary and appears as a witness before the Board of Housing Appeals and the Courts if needed.
3. Conducts investigations of hosing code and zoning ordinance complaints and notifies the Code Enforcement Officer.
4. Verifies location of structures to assure compliance with Elkton's Zoning Ordinance.
5. Reads and interprets construction drawings and specifications, plans and notes for project(s) under inspection.
6. Reviews building plans for code compliance.
7. Prepares written inspection and relate reports on project assignments; submits written reports and recommendations regarding projects under investigation.
8. Generally works 8:00 a.m. – 4:30 p.m., Monday through Friday with minimal overtime.
9. Checks construction in the field for compliance with residential lines and grades.
10. Responsible for maintenance of vehicle and other equipment assigned to position.
11. Performs other duties as assigned or directed.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

1. Must have comprehensive knowledge of building construction, materials and practices.
2. Be able to obtain a Residential Building Inspector License (B1) within six (6) to nine (9) months of date of hire.
3. Must have ability to detect structural and other faults and recommend their correction.
4. Must be able to prepare letters and written reports using personal computer and word processing and spreadsheet software.
5. Must have strong communication skills, both verbal and written, and have the ability to meet and deal tactfully with the public, contractors, and their representatives, elected officials, and other staff.

TRAINING, EDUCATION AND EXPERIENCE:

1. High school diploma or G.E.D. with one year post-secondary education in business or related field.
2. Minimum of five (5) years hands-on experience involving construction from grading and foundation to occupancy in residential and commercial construction using regulatory requirements, or five (5) years inspection.

• Identify and address system-wide bottlenecks: Work across layers to improve performance. Explore Lambda cold-start optimization, RDS query efficiency, and DynamoDB access patterns.

• Establish patterns and guide consistency: Define coding conventions that work across Python, TypeScript, and Terraform. Help new team members understand the reasoning behind architectural choices.

Note: This is an On-Call position that is not eligible for benefits.

Being an on-call employee means that your work schedule is not guaranteed, hours worked could range from 0 - 40 hours a week, depending on office needs. The On-Call Building Inspector I position is responsible for inspecting construction of new industrial, commercial, multifamily, and single-family buildings, and remodel work to existing structures, to ensure compliance with approved plans, laws, codes, and regulations, thereby ensuring minimum standards for fire and life/safety codes, structural integrity, and public welfare.

Principal Accountabilities:
  • Inspect buildings and structures to ensure compliance with laws, codes, and regulations relating to building construction, mechanical systems, plumbing systems, state energy code requirements, local zoning requirements, and job site erosion control.
  • Investigate compliance complaints and, if necessary, mediate a resolution.
Distinguishing Characteristics: Upon obtaining the International Code Council (ICC) Commercial Building Inspector certification, ICC Commercial Mechanical Inspector certification, and either the ICC Commercial Plumbing Inspector certification or the IAPMO UPC Residential and Commercial certifications, an incumbent in the On-Call Building Inspector I classification will move to the On-Call Building Inspector II classification.

  • Inspects sites for grading and soil excavation or other land modifications. Makes a visual survey of the construction site to determine if a licensed survey is to be required for setback verification.
  • Responds to public and contractor inquiries concerning interpretation of the National Electrical and related codes, construction problems, and City administrative procedures. This requires clear, concise, oral and written communication skills.
  • Monitors construction to see that it is completed before occupancy of the building, the permit expires, or sees that the permit is renewed in a timely fashion.
  • Maintains adequate records to assure proper documentation of inspections.
  • Inspects nonstructural problems with building sites, such as surface water problems and inadequate access, and assures that they are corrected or referred to the appropriate City department.
  • Position requires daily use of computer. Incumbent must have, or be able to learn, basic keyboard and computer skills.
  • Performs daily inspections of vehicles to include checking tires and lights and determining if service is necessary.

  • Ability to work independently and adapt under aggressive and/or changing timelines.
  • Familiarity with the software development lifecycle (e.g., Git).
  • Automated unit testing for test-driven design (TDD).
  • Familiarity with basic molecular biology techniques (e.g., ligation, PCR, and qPCR) as well as nucleic acid extraction and analysis techniques (e.g., Nanodrop, DNA fragment analyzers, ddPCR, etc.).
  • Knowledge of and experience with other sequencing platforms (i.e., SMRT sequencing).
  • Prior experience in leading the internalization of custom NGS analysis pipelines is highly preferred.
  • Wet-lab method development experience to support NGS workflows.

Ferris and Associates is seeking a detail-oriented and knowledgeable *Engineering Plans Examiner* to review engineering plans and technical documents for compliance with applicable codes, standards, and regulations. This role plays a critical part in supporting public agencies and private clients by ensuring projects are safe, compliant, and constructible.

The ideal candidate has strong technical expertise, excellent communication skills, and the ability to interpret complex engineering documents across multiple disciplines.

*Key Responsibilities*

* Review and evaluate engineering plans, calculations, and specifications for compliance with applicable local, state, and federal codes, ordinances, and standards
* Examine plans related to civil, structural, transportation, drainage, grading, utilities, and related engineering disciplines (scope may vary by assignment)
* Identify deficiencies, inconsistencies, and code violations; prepare clear and concise correction comments and reports
* Coordinate with engineers, architects, contractors, and agency staff to resolve plan review comments
* Provide technical guidance and interpretations of engineering codes and standards
* Maintain accurate records of plan reviews, approvals, and revisions
* Meet established turnaround times and service level agreements for plan review
* Stay current with changes in engineering codes, standards, and best practices
* Support permitting and entitlement processes as required by client agencies

*Required Qualifications*

* Bachelor’s degree in Civil Engineering or a related engineering discipline
* Minimum 4 years of experience in engineering plan review, design, or construction
* Strong knowledge of engineering codes, standards, and regulations
* Ability to read and interpret complex engineering plans, calculations, and technical reports
* Excellent written and verbal communication skills
* Strong organizational skills with the ability to manage multiple projects simultaneously
* Proficiency with standard engineering and plan review software (e.g., Bluebeam, AutoCAD, Civil 3D, or similar)

*Preferred Qualifications*

* Professional Engineer (PE) license or Engineer-in-Training (EIT) certification
* Previous experience working with or for public agencies
* Familiarity with electronic plan review systems
* Experience in consulting or third-party plan review services
