Project Manager - Quality & Change Management

Overview
We are seeking a Project Manager (Non-IT) to support Quality and Change Management activities related to product lifecycle processes. This role focuses on executing and managing Change Plans for operational or product-related changes, ensuring that all required tasks, documentation, assessments, and approvals are completed according to quality guidelines.
The position operates in a cross-functional matrix environment and will collaborate closely with teams across Supply Chain, Regulatory, and Quality to ensure product lifecycle changes are implemented smoothly and in compliance with regulatory and quality standards.
Key Responsibilities:
Change Plan Management
- Serve as the Change Owner responsible for setting up and managing Change Plans related to product lifecycle activities.
- Drive the initiation, execution, and completion of change plans for operational or product-related changes such as packaging updates, process modifications, distribution changes, or documentation updates.
- Identify impacted products, markets, and stakeholders and ensure all required actions are documented and completed.
- Track and manage tasks, approvals, and timelines until the change plan is successfully closed.
Cross-Functional Coordination
- Work closely with Supply Chain, Regulatory, and Quality teams to gather required information and complete change plan activities.
- Organize and lead project planning meetings with cross-functional teams.
- Coordinate with stakeholders to identify task owners, approvers, and due dates for required actions.
- Follow up with stakeholders to ensure tasks and documentation are completed on time.
Quality Systems & Documentation
- Create and maintain change documentation within Quality Management Systems (QMS).
- Work with change control tools and workflow systems such as: OneTrack, TrackWise, SolTRAQs
- Ensure change records follow established quality guidelines and documentation standards.
Reporting & Tracking
- Monitor progress of change plans and track action items and approvals.
- Compile and maintain metrics and reports, including: Open change plans, Outstanding tasks, KPI tracking
- Support reporting activities using Excel and internal reporting tools.
Process Improvement
- Identify opportunities for process improvements, automation, and workflow optimization.
- Maintain a backlog of improvement opportunities and prioritize initiatives.
- Support implementation of initiatives to improve operational efficiency.
Required Qualifications
- Bachelor's degree with 4-8 years of equivalent professional experience
- Experience in Project Management and Change Management
- Experience working in cross-functional or matrix environments

Securian Financial Corporate Compliance is seeking a Regulatory Compliance Consultant to lead and mature regulatory change tracking, impact assessment, and implementation across our insurance business. This role will be a key driver of end-to-end regulatory change management - from monitoring and triage, to business impact analysis, to partnering with stakeholders to implement operational changes, update policy/procedure documentation, and establish/refresh monitoring and control plans.
The ideal candidate has direct experience operating a regulatory change management process in a life insurance/annuities environment, is comfortable influencing across functions, and can translate complex regulatory requirements into practical execution plans that strengthen our compliance program and reduce enterprise risk.
Responsibilities include but not limited to:
- Policy/procedure documentation: Draft and/or support updates to compliance policies, standards, and procedures to reflect regulatory changes and operational practices; ensure documentation is durable, auditable, and aligned to second-line expectations.

The Gateway Program is the most urgent infrastructure program in the country a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.
As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP) to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.
What You'll Be Doing:
- Lead and coordinate change management activities across all HTP Packages and Project Contracts, ensuring alignment with the HTP Project Management Plan (PMP) and GDC procedures.
- Evaluate proposed changes to scope, schedule, and cost from GDC, SEPs, and Project Contractors, providing technical assessments and recommendations.
- Manage the Notice of Proposed Changes (NPC) Log and ensure timely updates and documentation of all change activities.
- Collaborate with the GDC Program Office and SEP teams to develop negotiation strategies and coordinate responses to claims and change requests.

Position: Change Manager
Location: Chandler, AZ-Hybrid

Change Management/ Service Delivery/ ITIL/ITSM if possible
Required Skills
ITIL Change Management
3-5 years of experience working in Change Management space
Change management experience - ITSM experience preferred
Foundational knowledge of ITIL processes
Leadership: Self-starter, self-directed and shows initiative
Working knowledge of JIRA/Confluence
Microsoft Excel Power Point experience
Demonstrated ability to reduce process complexities
Organized and detail oriented
Experience working in an Agile environment
Potential first year earnings of $83,125.85 based upon average route hours; actual annual earnings may vary based upon length of route. Hourly wage: $31.40.
