Office Manager / Construction Controller
Target Salary Range: $85K-$110K
Position Overview
Our client is seeking a detail-oriented, high-capacity professional to manage our financial and administrative operations. This is a critical role that bridges the gap between the field and the office. We are currently transitioning our operations to Foundation Software; the successful candidate will play a lead role in implementing this system to automate and streamline our accounting, payroll, and job-costing workflows.
Key Responsibilities
Financial Management & Construction Accounting
- Full-Cycle Accounting: Manage the general ledger, accounts payable/receivable, and bank/credit card reconciliations.
- Project Controls: Oversee job costing, cost tracking, and WIP (Work in Progress) reporting.
- Progress Billing: Manage AIA billing processes, including retainage tracking, lien waivers, and stored material documentation.
- Reporting & Compliance: Prepare monthly/year-end financial statements, coordinate with external CPAs for tax preparation, and manage fixed asset depreciation.
Payroll & Human Resources
- Payroll Administration: Process weekly payroll, manage tax filings (including OH BWC True-Up), and handle W-2/1099 distribution.
- Workforce Management: Oversee onboarding for new hires, manage benefit programs (Health, Dental, 401k, Sec 125), and track PTO/vacation.
- H2B Visa Coordination: Facilitate annual H2B documentation, coordinate travel/logistics for seasonal staff, and ensure prevailing wage compliance.
Operations & Safety Administration
- Risk & Compliance: Manage annual insurance audits, OSHA monthly/annual reporting, and maintain safety documentation (JSA/safety plans).
- Contract Administration: Review client contracts, coordinate bonding/COI requests, and manage municipal registrations.
- Office & IT Oversight: Manage office equipment, serve as the point of contact for IT/Telecom vendors, and oversee fleet-related administration (plates, e-checks, and loan paperwork).
Qualifications
- Experience: Proven experience in Construction Accounting is required.
- Technical Skills: Deep familiarity with WIP (Work in Progress) and Percentage of Completion accounting.
- Software: Proficiency in accounting software is essential. Experience with Foundation Software is a significant plus, as you will lead the transition to this platform.
- Education: While an accounting degree is not strictly required, equivalent professional experience in a construction financial role is necessary.
- Attributes: Strong organizational skills and the ability to manage multifaceted administrative workflows independently.

We are seeking an experienced Senior Project Manager to lead the planning, execution, and delivery of complex power utility construction projects. This role is responsible for full project lifecycle ownership, including safety, cost, schedule, quality, client relationships, and team leadership. The Senior Project Manager serves as a key liaison between clients, internal leadership, and field operations to ensure projects are delivered safely, on time, and within budget.
Key Responsibilities
- Provide overall leadership and management of electrical distribution, transmission, and substation construction projects from pre-construction through closeout.
- Develop and execute comprehensive project plans, schedules, budgets, and resource strategies.
- Serve as the primary point of contact for utility clients, ensuring strong relationships, clear communication, and client satisfaction.
- Lead and mentor Project Managers, Assistant Project Managers, and project support staff; promote professional development and accountability.
- Oversee financial performance of assigned projects, including budgeting, forecasting, cost-to-complete, change management, and margin optimization.

- Ensure strict compliance with all safety, environmental, regulatory, and quality requirements; champion H&M’s safety culture.

Qualifications
Required Qualifications:
- Bachelor’s degree in Construction Management, Civil/Electrical Engineering, or a related field (or equivalent experience).
- 7+ years of progressive experience in construction project management, preferably within utility infrastructure.
- Demonstrated experience managing large-scale, complex utility projects with full P&L responsibility.
- Strong knowledge of utility standards, NESC codes, OSHA regulations, and environmental compliance.
- Proven leadership experience managing project teams and cross-functional stakeholders.
- Proficiency in Microsoft Office Suite and project management software (e.g., Primavera P6, Procore, or similar).
- Ability to read, interpret, and manage construction drawings, specifications, and contracts.
- Willingness to travel to project sites as required.
Preferred Qualifications:
- Experience working with investor-owned utilities, cooperatives, or municipal power companies.
- Knowledge of permitting, easement acquisition, right-of-way coordination, and utility relocation.

Job Summary:
We are seeking a proactive and detail-oriented Associate Project Manager to support the execution of power utility construction projects. This role bridges the gap between field operations and senior project management, providing hands-on coordination, schedule tracking, and cost monitoring for distribution, transmission, and substation work. - Proficiency in Microsoft Office Suite; exposure to scheduling or project management software (e.g., MS Project, Primavera, Procore) is a plus.
- Understanding of basic earned value tracking and project performance indicators.

Responsibilities:
- Work in conjunction with the various Area Managers to effectively promote safety ownership to field management.

The Director of Estimating is responsible for managing the Mission Critical Estimating team, including identifying bid opportunities, managing the bid process, delivery of bids, staff development, making cost adjustments and assigning estimating personnel and resources.

Responsibilities:
Department and Staff Management:
- Assign Estimating team members to projects. Balance and manage time of staff.
- Lead bid strategies.
- Create estimating templates and tools to increase overall effectiveness of the department.
- Create monthly estimating reports to track estimating success.
- Create and track the Mission Critical Estimating budget.
- Perform strategic and business planning for the department.

Unit Cost Pricing:
- Prepare detailed take off of materials by clearly understanding the complexity of the scope(s) of work as shown on the construction documents.
- Prepare detailed labor estimates utilizing production hours, crews and equipment.
- Organize the material and labor information for pricing.
- Solicit material prices from suppliers.
- Obtain current labor rates.
- Prepare unit prices by "Building the Project in your Head."
- Verify and compare your unit prices or the price of a system with a subcontractor and previous similar estimates.
- Review all unit pricing on projects prepared by the Estimator. Make changes as required.
- Understand the influence of market conditions on pricing.
- Track all current market conditions.
Bid Activities:
- Review or compile GC's with the Senior Estimator and review with senior management.
- Assure on time delivery of bids and estimates, reviewing final plans and specifications with the Estimating team.
- Review of subcontractor selection and scopes and subcontractor/trade close outs on bid day.
- Review scope sheets and pricing with Estimating team members, ensuring that trade summary ties into bid form.
- Close out the subcontractor bid process.
- Review plans and specs with the lead Estimator.
- Assist the lead Estimator in directing additional staff assignments on bid day.
- Manage bid day activities by ensuring completion of bid forms, managing the clock and trying to develop a competitive advantage.
- Follow up with the client regarding bid results.
- Make Subcontractor, A/E fees, overhead, and fee recommendations to upper management.
- Identify pre-construction fees for Suffolk, where applicable
Qualifications:
- Bachelor’s Degree, preferably in Civil Engineering, Construction Management, Architecture or related field
- 15+ years of experience estimating Mission Critical projects
- Quantity Surveys, Take off skills, Computer Skills
- Working knowledge of Excel spread sheets, and Word processing programs
- Ability to work with and manage a team
- Understanding of Construction Documents specific to Mission Critical projects
- Knowledge of the contents of each CSI section.
- Ability to read & interpret blue prints in order to understand the scope of work at SD, DD and CD phases of design.
- Ability to coordinate construction document plans, details and specifications.
- Ability to apply CD details to a conceptual set of documents to capture all cost impacts of the details.

This BIM/VDC Manager is responsible for managing Digital Engineering, Virtual Design & Construction, and Plan + Control for Suffolk’s Mission Critical business and brings together BIM, reality capture, and field technology to transform the way we plan, build and deliver Mission Critical projects. Responsibilities
- Manage the successful delivery of Digital Engineering, Virtual Design & Construction, and Plan + Control on multiple large and complex projects simultaneously. Drive the coordination process hard, while understanding competing interests, creating a balanced outcome for all stakeholders.
- Responsible for executing BIM Execution Plans and Digital Engineering strategies on Suffolk projects, including external stakeholder adherence to these plans.
- Manage the delivery of and adherence to scopes of work, schedules, and budgets for Digital Engineering services for projects and pursuits.
- Develop 3D, 4D, 5D, 6D, & 7D models to support pursuits, preconstruction, construction, and handover phases.

- Photogrammetry - perform field-based drone photography and 3D photogrammetry data capture. Requires successful passing of the FAA Part 107 UAS Operator Exam.
- Support the Construction Technology Pilot process at a project level.
- Ensure successful project team experiences with all approved 3rd party vendors at a project level.
- Collect, track, and report project data and KPIs; execute processes for continual improvement at a project level.
- Provide training and support of software and tools to project teams.
- Proactively develop and maintain relationships with new and existing project teams.
Qualifications
- 4-year degree in an accredited industry related curriculum.
- Minimum 5-10 years of VDC related design and/or construction experience with demonstrated progression of technical knowledge and responsibilities.
- Proven success leading VDC on multiple projects simultaneously, or one XL project. Experience with different building types preferred.
- Thorough understanding of general construction techniques and systems. Ability to identify coordination issues and drive teams towards solutions.
- Strong written and oral communication; skilled in teaching, training, and presentations.
- Capability in 3D parametric modeling software and model coordination software. Ability to produce quantity takeoff extraction, clash detection, 4D simulations integrating construction schedule, and rendering high images of models.
- Hands-on experience with laser scanning, photogrammetry and/or UAV operations.
- FAA Part 107 certification (preferred, but not required).

The Role
The Mission Critical Center of Excellence manages billions of dollars in projects annually, specializing in data center and mission-critical construction for leading technology and telecommunications clients across the United States. The Project Executive provides overall leadership and direction on the construction project. Typically, the Project Executive is responsible for negotiating the Owner contract, is the main contact for the Project Manager for issues concerning budget, billing and client satisfaction, and ensures the fiscal success of the project.
- Provide leadership in business judgment and all financial and profitability aspects of projects under your jurisdiction
- Participate extensively in and the work acquisition process, working to define and develop project budgets and schedules that will achieve profitability objectives taking into account project-specific challenges
- Set appropriate milestones and assign staff qualified to handle the scope and complexity of the project
- Work closely with clients, owners, architects, and subcontractors to develop relationships that exceeds the client satisfaction to Suffolk’s demanding standards
- Provide oversight in managing all necessary resources throughout the entire project from start-up through closeout and ensure that the Owner’s expectations regarding budget, schedule, and quality, as well as Suffolk’s profitability objectives are met or exceeded
It is expected that the Project Executive is the “common thread” that owns the project from Pre-Construction through Closeout and beyond. This involves:
- Oversight of projects at a high level from beginning to end including budget, costs, unexpected events, general performance, and overall progress against plan
- Ensure that the day-to-day operations of projects are transitioned effectively to Project Managers and Superintendents from Preconstruction when work commences in the field
- Mentor, train, and coach staff to perform to or exceed Suffolk standards
- Represent Suffolk to the Owner(s), Architects, Consultants, Government Authorities, Vendors and Subcontractors
Project Acquisition:
- Participate to understand unique owner needs, to represent Suffolk capabilities and help close potential client
- Review projects for unique challenges that will impact budget/profitability objectives utilizing Litmus Test
- Utilize industry contacts and relationships to generate appropriate project leads and follow through to acquisition as required
- Participate in and contribute to the RFP response process including editing for project specific content, and interview preparation and participation as requested
- Participate in Contract negotiation as requested
Project Start Up/Turnover/Pre-Construction:
- Assign appropriate Project Staff (Includes Project Management and Field Ops Staff)
- Review and approve the pre-mobilization activities
- Ensure Turnover meeting occurs between Preconstruction and Operation teams
- Be the pre-construction lead as requested, working closely with the pre-construction, and estimating teams to develop project specific budgets, schedules, and logistics plans
Project Operations:
- Responsible for ensuring that Projects achieve budget, schedule, quality, and profitability objectives
- Maintain a thorough understanding of the Suffolk/Owner Contract. Ensure project team understanding of same and that project achieves compliance with
- Visit sites regularly to monitor project performance, schedule, and expenditures with project staff, highlight potential challenges and provide leadership in responding creatively to bring projects in on schedule and under budget, where feasible., and to the standard of quality expected
People:
- Monitor and evaluate Project Manager and Superintendent staff assignments
- Responsible for development of entire team
- Assist in sourcing and screening of candidates as requested; mentor, coach, and train them to perform and ensure effective matching of talent to project scope
Financial Performance:
- Cash Management
- Accounts Receivable
- Accurate Financial Forecasting
- P&L including full understanding of project contingencies, liabilities, and savings potential
Schedule Performance:
- Assist the project staff in the development of the Baseline Schedule
- Monitor schedule performance
- Assist the project team in initiation of Lean Planning processes and workflow
- Ensure Project Staff understands and is trained in Suffolk Standard Operating Procedures (SOPs) and monitor compliance
Safety:
- Champion jobsite safety effort, motivating the on-site team in the implementation of Suffolk Safety Program
- Ensure original project budget includes project appropriate funding
Meeting Management:
- Attend all scheduled meetings necessary to monitor and manage project profitability
- Chair and/or attend weekly project staff meetings
Client Relationships:
- Attend owner and project meetings, maintain continuous client contact to gauge performance perceptions and communicate relevant information to Project Team
- Become the Suffolk representative on the team
Qualifications
- Bachelor’s degree with a minimum of 10-15 years of construction management experience for a large-scale general contractor or CM at Risk firm
- Data center and/or heavy MEP system experience a plus
- In-depth knowledge of intricate commercial construction practices required
- Experience leading multiple successful project teams including development of direct reports and maintaining relationships with external entities
- Each set of projects has specific characteristics regarding size, complexity, sector etc, which dictate the precise years of experience and industry knowledge necessary for success, above and beyond general construction knowledge and experience
- The ability to manage and embrace change. Respond and adapt to new processes and new ways of looking at old problems

The Field Engineer I assists in ensuring construction project activities comply with company and contract requirements and supports the overall project schedule by providing technical support for construction, including participation in planning, execution, quality control, and completion of the work.

The Field Engineer I will contribute to the management of overall project performance and assist in identifying potential stakeholder conflicts.
