JOB SUMMARY:

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:
- High school degree or a GED.

- Ability to pass entrance examination successfully and meet the minimum medical and health standards adopted by the Civil Service Commission.

TESTING PROCESS:
Those individuals who have passed both the written and physical agility tests will have their information forwarded to the City of Renton by Public Safety Testing. A 70% on the written exam is required to move forward in the process. An oral board interview may be scheduled for the top candidates. Candidates must obtain an 70% passing score in the oral board to be placed on the Eligibility List. (Candidates that do not pass the oral board are eligible to re-test 90 days from the previous oral board date.) A combined (interview weighted at 70% and the written test weighted at 30%) minimum score of 70% is required for placement on the eligibility list. Veterans and Language Preference Points are awarded to eligible candidates who make the request and include the proper qualifying documentation after successfully passing an interview.

The mission of the Corvallis Police Department is to enhance community livability by working in partnership with the community to promote public safety and crime prevention through education and enforcement; to maintain public order while preserving the legal rights of all individuals; to provide effective, efficient and courteous service; and to reduce the impact of crime.
About the Position
Community Service Officers provide support and assist sworn and non-sworn staff in a variety of non-emergency situations that do not require police officer authority. Responsible for providing a range of duties to enhance the community livability of the City of Corvallis including animal control, minor investigations, and providing community education. Perform other related duties that are not traditionally the work of sworn officers.
All Community Service Officers perform the following essential duties in support of sworn and non-sworn employees. Time devoted to each of these functions may vary according to assignment, shift, or departmental needs. Special assignments are defined by the Chief of Police and consist of work of a specialized nature performed on a full-time basis for an extended period of time. These assignments are responsible for performing the essential duties of Community Service Officer, but with special emphasis on certain functions during their special assignment, and they may also require additional skills or training. Essential Duties
Duties include, but are not limited to the following:
- Use community policing techniques such as community education, problem-solving, presence in assigned areas using a motor vehicle, bicycle, or while on foot.
- Provide community service in the areas of community conflict resolution and referral to other departments or agencies and in support of sworn employees.
- Respond to community member requests for information within area of assignment. Provide crime prevention evaluation and education to the community.

- Respond to and investigate reports of no-suspect, minor, non-emergency calls for service that do not require police officer authority.

- Document actions in reports as required. Coordinate prosecution with attorneys. Present coherent and persuasive testimony on behalf of the City at trial.
- Assist in administrative duties, such as completing forms, gathering and transporting materials, data entry or other similar support activities.
- Assist sworn staff with traffic control, exchange of information, completion of forms and processing scenes at traffic crashes.
- Respond to traffic hazards and disabled vehicles to alleviate the situation or request sworn officers as necessary.
- Respond with physical force for self-defense or defense of other persons as allowed by law.
- Apprehend, remove, and transport stray, injured, and nuisance domestic and wild animals. Provide basic animal first aid as required. Perform euthanasia of animals as necessary, consistent with law, policy, and good animal husbandry.
- Conduct dangerous animal, cruelty to animal and animal bite investigations. May seize and impound animals. Provide recommendation to the court if animals should be designated as dangerous.
- Patrol community for violations of animal control laws and potential problems. Issue citations for animal code offenses.
- May be assigned to train CSO recruits, including instruction and application of laws, department rules and policies, proper use and maintenance of equipment, and proper safety techniques.Evaluate and report progress of CSO recruits.
- Operate and drive a motor vehicle safely and legally.

SALARY

GENERAL PURPOSE OF POSITION
The Board Legal Counsel is the chief legal advisor to the Board of Trustees ("BOT") Chairperson, the Board of Trustees, and the Chief of Staff of the Office of Hawaiian Affairs. The Board Legal Counsel is responsible for protecting OHA's legal and fiduciary interests as well as providing direct legal support to the BOT. This role ensures organizational compliance with all applicable state, federal, and trust laws, and supports the Board of Trustees (BOT) in fulfilling its constitutional and statutory duties under HRS §10-5.
As a key member of the Board of Trustees' team, the Board Legal Counsel helps advance OHA's mission to improve conditions for Native Hawaiians through ethical governance, risk mitigation, legal stewardship of trust resources, and compliance oversight. Key areas of support include governance and compliance matters, procurement and contract oversight, board policies and procedures, conflict of interest safeguards, and the review and development of legal memoranda, standard operating procedures, and other board related documents. Additionally, the Board Legal Counsel advises the BOT on OHA's escheat rights, related kuleana and land matters, and supports the Chairperson in their role as OHA's Chief Procurement Officer, Head of Purchasing Agency, and Senior Executive Board Member as a Co-Trustee of the Papahānaumokuākea Marine National Monument.
At the direction of the Chairperson, the Board Legal Counsel may further coordinate with OHA's Corporate Counsel or external legal advisors, as appropriate, to ensure alignment with broader legal strategies and risk mitigation.
ESSENTIAL FUNCTIONS & RESPONSIBILITIES
1. Legal Services for OHA
a. Reviews and advises on proposed Board actions to ensure compliance with applicable laws, rules, regulations, and OHA policies and procedures.
b. Drafts legal opinions and advisory memoranda addressing policy, operations, governance, and other administrative functions affecting OHA, the BOT, and staff at the request of the Chairperson, BOT, or Chief of Staff.
c. Reviews and revises OHA contracts, leases, and other transactional documents and instruments subject to the Chairperson or the BOT's review and/or approval, and which impose obligations, responsibilities, encumbrances, liens, or releases that safeguard the agency's legal and financial interests.
d. Conducts legal training for the BOT and Board staff on applicable laws, regulations, and ethical standards relevant to their work duties and responsibilities.
2. Legal Services to the Board of Trustees
a. Provides legal counsel and guidance to the BOT Chairperson, Chairpersons of Standing Committees, Ad Hoc Committees, or Permitted Interaction Groups, BOT, and Chief of Staff on matters involving compliance, risk,
and legal interpretation, including the Board's oversight, fiduciary duties, strategic governance, and trust obligations.
b. Renders legal advice, counsel, and guidance on applicable laws, rules, regulations, court decisions, and legal documents that may affect agency or board operations, including but not limited to state and federal laws impacting Native Hawaiian self-determination, beneficiary rights, and OHA's statutory and fiduciary obligations as a public trust agency.
c. Develops, and implements programs and projects that enhance the legal services provided to the Chairperson, BOT, and Chief of Staff, helping to protect and advance the agency's legal and financial interests.
d. Supports the Board in developing and implementing legal strategies on high-level policy issues, such as ceded lands, the public land trust, Native Hawaiian entitlements, beneficiary services and funding, and agency accountability.
e. Reviews and assesses claims and potential litigation in coordination with the Chief of Staff and/or Corporate Counsel Office, as appropriate. Advises the Chairperson and BOT on legal strategies, including whether to pursue litigation or settlement, with careful consideration of fiduciary impact and organizational risk.
f. Provides legal guidance on complex, confidential, or politically sensitive matters that affect the Board's oversight and decision-making responsibilities.
g. Assists the BOT Chairperson, Chairpersons of Standing Committees, Ad Hoc Committees, Permitted Interaction Groups, BOT, and Chief of Staff with special projects and confidential assignments requiring legal insight and discretion.

Supervision

Requirements:

• Minimum of 1-3 years of previous clinical RN experience in Med-Surg or Progressive Care
• Excellent communication, prioritization, organizational and time-management skills
• Possesses knowledge of quality concepts, principles, and problem-solving tools and techniques and demonstrates ability to apply in support of departmental and patient care quality improvement.

Job Summary:
Assists in providing patient care, including patient evaluations and health screenings. Supports Medical Director by performing intake, discharge, and administrative procedures while communicating effectively with the nursing staff, counselors, and Program Director.
Essential Functions:
- Physical examination of all patients upon admission, including, without limitation, annual physical examinations and health examinations, and review with patients of admissions-related laboratory results.
- All examinations shall be performed in accordance with the applicable rules and regulations for medically monitored treatment programs/facilities in the state in which the clinic operates.
- Issuance of patient medication changed orders and such verbal orders as may be issued, as applicable to state rules and regulations.
- Completion of readmission physical examinations and annual physical examinations of all patients.
- Availability to staff for emergency management of patient care
- Referral of patients to primary care providers for medical conditions other than narcotic addiction
- Training of nursing staff
- Supervision of nursing staff regarding changes in medication dosage via verbal or written orders
- Provides reports as requested
- Attends weekly treatment team meetings with counselors or documents in the patient record as an alternative.
- The Program Physician is the professional tasked with labeling medication bottles in the absence of the Pharmacist.
- The program physician will work under the direction of a medical doctor.
