Northrop Grumman Aeronautics Systems is seeking a qualified Principal Program Cost Schedule & Control Analyst (Level 3) or Sr. Principal Program Cost Schedule & Control Analyst (Level 4) to join our team of qualified, diverse individuals. This position will be located onsite in Melbourne, FL or Palmdale, CA. An active secret clearance is required to start.

Essential Functions:

This Program Cost Control Analyst position will, under minimal supervision, interface with the program managers, functional management, and cost account managers (CAMs) to provide financial and administrative support and analysis to meet program requirements.

The Program Cost Control Analyst will have experience with Earned Value Management and performance measurement baseline concepts and be able to apply them to multiple contracts for control accounts within an engineering Integrated Product Team (IPT).  This position will be responsible for leading and training other analysts if full level 1 Earned Value contracts.

Earned Value Management (EVM) tasks include:

  • Establishing Work Breakdown Structure for execution of budgeted cost of work scheduled

  • Assessing and maintaining of objective performance criteria – developing, maintaining, analyzing and justification of estimates to complete

  • Supporting internal and external reporting requirements for variance analysis and budgeting baseline

  • Maintaining a solid and accurate cost and schedule integration with business partners and program teams

  • Analyzing funding, cost risk analysis/assessment and visibility reports - Preparing government cost performance reports and preparation and/or review of Performance measurement variance analysis

Additional responsibilities will include:

Perform analysis & prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Be responsible for supporting the preparation and coordination of the monthly and quarterly financial forecasting and reporting processes. Provide internal reporting requirements to include incorporation of forecast, identification of staffing issues related to baseline/ETC, and execution of corrective action or updates using program reporting tools.  This position will interface with Business Managers and support booking rate files and profitability updates.  Good leadership skills & the ability to work with the Program Office while leading a smaller team are essential.

POSITION

Under direction, to provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs where such services are provided by community-based organizations (CBO's), contract service providers and/or County staff in a wide variety of service areas; to act as County liaison with service providers and funding sources and ensure that program regulations and procedures are followed; and to do related work as required.

Education:

Reporting to the Executive Director of Adult & Family Literacy, the Program Manager of Reading for Adults is a reading science specialist, educator, and curriculum developer who advances Literacy Partners’ two-generation mission through high-quality instruction and a strong volunteer-supported model. This role provides high level Adult Education instruction and trains volunteers to provide tutoring. Additionally, the Program Manager of Reading for Adults analyzes program data to improve literacy outcomes, curriculum, optimize volunteer impact, and drive continuous program enhancement.

Key responsibilities


Lead Reading for Adults (RFA) Instruction


  • Serve as the lead instructor for emergent adult readers, delivering explicit, systematic reading science instruction that drives measurable growth in decoding, fluency, vocabulary, and comprehension. Classes are conducted virtually.
  • Design a virtual classroom culture that honors dignity, builds academic confidence, and positions adult learners as capable scholars and caregivers.
  • Own learner progress—using assessment, progress monitoring, and data to refine instruction and move students toward GED, workforce, civics and postsecondary pathways.


Co-Build the Instructional Engine


  • Member of the RFA curriculum design team, developing a clear scope and sequence aligned to reading science and adult learning theory.
  • Create structured lesson frameworks and skill routines that make high-quality literacy instruction replicable.
  • Continuously evaluate and strengthen instructional systems to ensure coherence, rigor, and measurable learner outcomes.


Architect the Volunteer-Powered Model for Intensive Literacy Classes 


  • Design and manage a volunteer infrastructure that supports both decoding/fluency instruction and structured English speaking/comprehension practice.
  • Train and coach volunteers to deliver consistent, aligned practice that reinforces classroom goals—especially for adults at very low reading levels.
  • Build accountability systems (placement, feedback, engagement tracking) that elevate volunteer impact and instructional quality. 


Drive Program Excellence & Integration


  • Maintain accurate, up-to-date data on the volunteer-led classroom component (volunteer assignments, attendance, hours, and session outcomes), ensuring timely tracking, reporting, and continuous program improvement.
  • Ensure operational excellence so instruction remains the center of gravity—enrollment coordination, scheduling, materials, and classroom readiness.
  • Collaborate cross-functionally to align student support services, data reporting, and two-generational outcomes.
  • Represent the program internally and externally, elevating adult learners and advancing Literacy Partners’ instructional leadership in the field.

Qualifications


  • Minimum two-year experience teaching ESOL or ABE to adult students (preferably parents of young children and lower-level learners). 
  • Master’s Degree in a related field (e.g., Education, TESOL, Early Childhood, Public Health, Social Work). TESOL certification preferred.
  • Familiarity with assessment tools and test batteries designed for adult learners.
  • Proficiency in Zoom and online instruction, and presentations

Position Description


Provide support and assistance to the Division, Program Manager, team members, and clients to accomplish program goals and objectives. Primary job duties require exercising discretion and independent judgment with respect to matters of significance to the business

Essential Functions:


Responsible for the data entry and maintenance of accurate records for each consortium membership and member.


As directed, responsible for the preparation and maintenance of accurate financial records for the consortium.


Assists Program Managers with planning and execution of customer programs.


Handles frequent contact within and outside the company on significant matters requiring tact, persuasion and negotiation skills.


Manage calendar for manager and maintains team and company calendars; identifies and resolves potential scheduling conflicts.


Arranges meetings, conferences, video conferences, and telephone conferences, including equipment prep and testing, attendance tracking, room setup and catering, preparation of agendas and presentation materials.


Coordinates meeting registrations, memberships, supplies, materials, equipment and services for business unit and program requirements.


Assists in the development of, and provides support for, meetings, workshops, conferences, video conferences, and telephone conferences, including equipment prep and testing, attendance tracking, room setup and catering, preparation of agendas and presentation materials.


Assist with coordinate’s program presence at tradeshows: prepares and produces informational materials: contract for booth space and services; staff booth or assist with coordination of team member staffing; prepares and distributes various brochures, posters, press releases and other informational material.


Maintains electronic and paper files for programs in the business unit, including draft and version control, archiving and back-ups.


Provides general administrative support to business unit team members.



Additional Responsibilities:


Assists with tracking specific budget items as assigned.


Performs other duties as assigned.



Qualifications:


Bachelor's Degree, or an Associate's Degree and two years related experience, or High School and six years of related experience.


Computer skills including intermediate Excel skills, MS Office Suite - Word, PowerPoint, Outlook and Project desired. MS Access experience a plus.


Ability to travel to conferences and meetings required. Weekend travel is very infrequent, but a remote possibility to support the client’s needs for an early Monday or late Friday event maybe needed.


This position will need the ability to access US only data systems – US Citizenship is required and/or must be able to obtain and maintain a DOD security clearance (for certain projects/programs).

Essential Functions:

  • Administers nursing care to patients; included assessment, planning, implementing, and evaluating the patient’s care plan in coordination with the physician during imaging procedures. Transports patients and gives appropriate reports to ancillary areas.
