Position Summary
Vanderbilt University seeks a strategic, collaborative, and operationally focused leader to serve as Senior Director of Parking, Transportation & Mobility, a newly created role responsible for unifying and advancing the University’s parking and mobility ecosystem under a shared vision.
This position provides senior-level leadership across parking operations, transit and shuttle services, transportation demand management, and emerging mobility initiatives. The Senior Director serves as a key advisor to university leadership, guiding policy, infrastructure investment, and operational strategy to deliver a modern, user-centered, and financially sustainable mobility system that supports Vanderbilt’s academic mission, campus growth, and long-term institutional goals.
The Senior Director plays a critical role in improving access, reliability, safety, and the overall user experience for students, faculty, staff, patients, and visitors, while strengthening Vanderbilt’s partnerships with regional transportation agencies and the surrounding community.
About the Work Unit
Parking, Transportation & Mobility supports Vanderbilt’s academic, research, clinical, and operational missions by ensuring safe, reliable, and equitable access to campus. The unit manages a complex and evolving system that includes parking assets, permit and enforcement programs, transit and shuttle services, active transportation infrastructure, event mobility planning, and transportation demand management initiatives.
As Vanderbilt continues to grow and evolve, this function plays a central role in supporting campus operations, sustainability goals, major events, and the University’s relationship with local and regional transportation partners.
Key Responsibilities
Strategic Leadership & Planning
- Provide vision, strategic leadership, and long-range planning for parking, transportation, and mobility services aligned with Vanderbilt’s institutional priorities.
- Establish an integrated planning framework that anticipates the needs of diverse users, including individuals with disabilities, cyclists, pedestrians, drivers, deliveries, and event-related travel demand.
- Forecast future mobility needs and partner with campus stakeholders to develop scalable, forward-looking solutions.
- Integrate parking, transit, and mobility programs under a unified governance and decision-making structure.
Operations & Service Delivery
- Oversee daily operations of parking systems, transit and shuttle services, and mobility programs to ensure reliability, safety, and high-quality service delivery.
- Lead the development and implementation of transportation demand management strategies.
- Direct major event mobility planning, including staffing, communications, traffic flow, and interdepartmental coordination for high-attendance days.
Financial & Resource Management
- Manage operating and capital budgets, including financial forecasting, rate setting, and performance monitoring.
- Provide oversight of diverse parking pricing models, including hourly, daily, annual, banded permits, and event parking strategies.
- Ensure financial sustainability while balancing accessibility, equity, and user experience.
Data, Technology & Continuous Improvement
- Partner with Operational Excellence to leverage data, analytics, and performance metrics to inform decision-making and continuous improvement.
- Oversee parking and mobility technology platforms and vendor integrations, including parking management systems, enforcement technologies, and customer-facing tools.
- Identify, evaluate, and implement emerging mobility technologies and industry best practices.
Stakeholder Engagement & External Partnerships
- Serve as a senior advisor to university leadership on mobility policy, infrastructure investments, and operational priorities.
- Collaborate closely with Facilities, Campus Planning, Sustainability, Public Safety, Finance, Athletics, Events, Student Affairs, Vanderbilt University Medical Center (VUMC), and other campus partners.
- Represent Vanderbilt with local and regional transportation agencies and external stakeholders, including WeGo, NDOT, Metro Nashville, and peer institutions.
- Lead stakeholder engagement, communications, and outreach related to parking and mobility initiatives.
People Leadership & Organizational Effectiveness
- Recruit, develop, and lead a diverse, multidisciplinary team.
- Provide leadership through organizational change, integrating functions that have not historically operated under a single structure, including alignment of processes, policies, data, and technology.
- Foster a culture of accountability, collaboration, innovation, and service excellence.
Supervisory Relationships
This position has supervisory responsibilities. The current size of the team is 35 FTEs.
Education & Certifications
- Bachelor’s degree in a related field is required.
- Advanced degree preferred.
- Professional certifications (e.g., PTMP) are a plus.
Experience & Skills
- Minimum of 10 years of progressive management and senior leadership experience in parking, transportation, or mobility operations, including personnel management.
- Prior experience leading a parking and transportation unit, preferably in a large, complex university environment; candidates with comparable corporate or public-sector transportation leadership experience will also be considered.
- Demonstrated experience managing transit operations, transportation demand management programs, and parking systems.
- Proven ability to lead organizational change and integrate siloed functions across parking, transit, technology, enforcement, and communications.
- Experience managing enterprise-level operations within complex stakeholder environments.
- Strong financial acumen, including experience with pricing models, revenue programs, and capital planning.
- Data-driven decision-maker with experience using analytics and performance metrics to guide strategy.
- Experience overseeing parking and mobility technology systems and vendor relationships.
- Excellent communication, collaboration, and stakeholder engagement skills.
- Ability to manage multiple priorities in a fast-paced, dynamic environment.

In collaboration with Rehabilitation and Nursing, and under the direction of Rehabilitation, the Mobility Specialist provides mobility to promote maximum function based on AM-PAC Mobility Score and Johns Hopkins Highest Level of Mobility (JH-HLM) goal score.
Education, License, & Cert:
- High school Graduate/GED and must be knowledgeable in use of computers.
- Prefer successful completion of a CNA training course or currently enrolled in a licensed nurse program or successfully completed a fundamentals of nursing course, or has had experience in the field of Therapy or previously completed internal training for a care partner role or mobility specialist.

Essential functions:
- Participates in the mobility of all patients based on AM-PAC Mobility Score and JH-HLM Goal Score
- Openly communicates individual patient progress so all members of the healthcare team are involved and aware of the patient’s level of function.
- Collaborate with RN staff prior to mobilizing patient to ensure patient is medically stable for activity.
- Incorporates proper safe patient handling skills such as body mechanics for safe lifting, turning and positioning of patients
- Ensure all appropriate patients are out of bed daily utilizing the necessary equipment based on the patients current level of function.
- Assist therapy team as a second set of hands during sessions when warranted.
Other Duties:
- Maintain a clean and safe environment for mobilization of the patient
- Demonstrate the ability to accept other non-routine work assignments as appropriate
- Maintain PAR level of Safe Patient Handling Equipment on the nursing unit.

Under the supervision of the MTS Manager, MTS Drivers will:
- Drive clients from facilities and homes to the Huron Valley PACE center and scheduled medical appointments.
- Drive clients in well-maintained specially equipped wheelchair-accessible buses or Ford Transit vans.
- Assist clients with on and off-boarding using the electric wheelchair lift when needed.
- Provide clients with safe and timely transit in a clean vehicle.

SCR Medical Transportation LLC
Pay: $20/hr
Essential Job Function:
* Report to the Driver/ Operations Manager on Key Performance Indicators that monitors the attendance, scheduled to departure times, equipment usage and violations for all drivers through the maintenance of metrics.
* Utilize extra board driver resources efficiently and cost effectively to ensure that productivity and on time performance is maintained during demand surge and driver attendance situations.
* Monitor individual driver performance to identify those who require additional training or some level of assistance in meeting the minimum driver performance standards. Assist in managing to those minimum standards to Include: Attendance, Tardiness, On Time Performance and Safety.
* Identify and investigate driver performance issues to determine the
cause and first step corrective action to be implemented.
* Support and utilize a driver retraining program that identifies drivers that demonstrate difficulty in performing their daily responsibilities.
* Supervise the hourly activities of the driver's and there on the road concerns through the monitoring of the dispatch radio system and answering of incoming driver calls to ensure that SCR /Beacon is always aware of potential field service issues.
* Oversee the Per-trip vehicle inspections to ensure that the driver has properly inspected the vehicle and all associated equipment and that everything is in proper working order prior to leaving the base, to Include: wheelchair straps, seatbelt extensions, vehicle seats and wheelchair (when applicable).
* Responsible for vehicle staging to ensure the next day pull-out is efficient.
* Monitor vehicle inventory in the lot throughout the day.
Key Performance Indicators:
* Execute and coordinate the scheduling, Vehicle assignment and other activities of Driver's engaged in providing services to the SCR/Beacon customer contracts.
* Ensure that all drivers are assigned to the appropriate capacity vehicle for the route that they are assigned to that all equipment is present and in proper working order prior to departure from base.
* Perform the first step disciplinary process for all drivers found in violation of company and /or Pace policy.
* Accurate recording and reporting of driver's daily attendance to the Driver/Operations Manager.
* Resolve and oversee any on-the-road driver issues, serving as the liaison to dispatch.
Work Environment: The Driver Coordinator must be able to perform duties for extended periods of time in a garage and outdoor environment that can be noisy or stressful, with exposure to possible inclement weather.

Easton Coach Company is a leader in passenger ground transportation, providing motorcoach and transit services to customers throughout the eastern United States.
Assist students in safely boarding and disembarking from the school bus. Participate with bus driver in passenger management. Communicate with parent/guardians and school officials. In cooperation with the driver, the School Bus Aide must be observant and report on incidents occurring on the route. Assist in the release of students to individuals known as approved to accept the student. May be required to cross students from one side of the road/street to the other. Assist driver in backing-up procedures as may be needed. Be able to act in the case of an emergency according to the training provided. The School Bus Aide must have good people skills and be courteous and respectful.
Typical work hours 6:30 a.m. -8:30 a.m. and afternoon between 2pm-4pm.
Hours may increase upon placement on a permanent regular bus route after initial new hire period. Training is provided and is paid by the company.
Requirements
New Hire Packet: NYS and Federal documents and background check required for a position of working with children and people with developmental disabilities.
Identification: Provide satisfactory forms of ID to be employed.
References: Approval for the company to speak to three references provided by the applicant.
Other Documentation: History of residential addresses.
Background Investigation Review: Applicant to provide authorization for the company to conduct Background Checks so as to be in compliance with Federal, State, School, and Company regulations and policies.
Pre-employment Physical, Drug/Alcohol Test: Provided by an independent outside entity paid for by the Rolling V Bus.
Physical Performance Test: Climb and descend the bus steps; from a seated position quickly exit oneself from the bus; exit from the rear emergency door; carry or drag a 125 lb. weight to demonstrate ability to evacuate a person from the bus.
Training: Initial six-hour pre-service, paid; ongoing general and target-specific skills as required may be required.
Base Payrate: $16.00/hour.
Daily guarantee is 4 hours. Monitors are paid for all time worked over the guarantee.
