Position Summary
The Labor and Employment Counsel will serve as the primary legal advisor on all employment and labor matters for Relay Resources. This role will lead employee and union relations strategy and compliance with federal and state employment laws.ย The role will partner with Relay Resources HR leadership to foster a disability-centric, inclusive, and legally compliant workplace. The Counsel will act as a trusted advisor to executives and managers on labor negotiations, grievance handling, workforce policies, and internal investigations of employee complaints.ย ย
Key Responsibilities
Labor Relations Leadershipย
- Serve as the lead strategist promoting collaborative labor relations and the lead negotiator for collective bargaining agreements.ย
- Manage union relationships with SEIU (Service Employees International Union) and LIUNA (Laborersโ International Union of North America), and ensure compliance with labor contracts.ย
- Advise on contract administration, grievance handling, and arbitration processes, including strategy, resolution, and prevention.ย
- Maintain effective relationships with union leadership and industry labor relations contacts, and monitor trends related to wages, hours, working conditions, and benefits.ย
- Ensure Relay Resources team leaders have the tools and training required to effectively create a disability-inclusive work environment, consistent with customer requirements and in compliance with the applicable collective bargaining agreement.ย
Employment Law Complianceย
- Provide guidance and ensure compliance with federal, state, and local employment and labor laws (including but not limited to FMLA, FLSA, ADA, ADEA, NLRA, and related wage/hour, leave, anti-discrimination, recruitment,ย onboarding, workplace safety, and data privacy requirements).ย
- Draft and review employment policies, handbooks, and procedures.ย
- Monitor regulatory changes and update practices accordingly.ย
- Manage investigations and responses to any federal or state employment claims or inquiries.ย
- Audit Relay Resources employment practices and records to ensure compliance and provide solutions for gaps, training needs, and / or compliance software or technology solutions.
Employee Relationsย

- Possess a valid driverโs license and driving record that meets company requirements.

- Source to Contract (S2C): Prepare sourcing events (RFI/RFQ/RFP), validate requirements and specifications with stakeholders, apply TCO criteria, negotiate and recommend awards, support contract review/execution with Legal, and manage supplier onboarding.

As a Senior Engineer in Service Delivery, you'll collaborate with project leadership and other assigned resources to both support onsite customer requirements and milestones, as well as coordinate technical activities required for the service(s) delivery to ensure the technical solution meets contract specifications.
Youโll provide world-class delivery & residency support to our customers by building an in-depth knowledge of our customersโ priorities and initiatives as well as become a trusted advisor to facilitate continuous improvement and avoid customer impact.
You will:
Responsibilities include onsite Residency support and Regional Service Delivery assignments; Residency efforts include (but not limited to): ย collaborating with the resident team, attending customer and project meetings, ensuring site administrative duties completed; assisting with daily/weekly queue/work assignments and assisting internal leadership as needed. Delivery efforts include supporting project assignments, ongoing development of skills as required and ensuring all administrative work completed promptly
Develop and maintain direct customer and broader service delivery relationships; Coordinate activities with technical solution team members and peers (both onsite and remote members), to meet contract obligations
Build and sustain effective communications with all stakeholders and cross-functional teams in an effort to maximize customer experience and relationships

Excellent organization, administrative and planning skills to oversee and efficiently implement program deliverable; Includes proficiency in Microsoft Outlook, Excel, Word, Teams and use of Slack (will be other internal tools used as well)

Role is focused on onsite daily residency work, as assigned by project leadership, and can span multiple customer locations.ย Role also may include travel for customer project work and can be up to 75%, with 25% or more remote or onsite for an assigned customer; Travel is usually by vehicle, but some air travel is possible. ย Normal business hours are the standard schedule; however, schedules may be adjusted in different shifts as needed to support onsite customer work/duties.
Desirable Requirements:
Typically requires 8+ years of related experience in a professional role with a Bachelorโs degree; or 6+ years with a Masterโs degree; or 3+ years with a PhD; or equivalent experience
