The Role We Want You For

The Specifics of the Role

  • Responsible for the organization and direction of all on-site construction related activities and the primary contact for all project field activities.
  • Ensure construction operations are in compliance with design, specifications, and that construction operations are completed on schedule, within budget and to quality standards.
  • Responsible for site management including management of construction subcontractors, professional staff to include field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and workforce services. Responsible for managing and maintaining detailed daily reports.
  • Ensures the development and execution of project automation plan, environmental compliance plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, construction execution plan, and job-site work rules.

The Estimator I has limited discretion to vary from established procedures when assembling construction costs by collecting and studying information to learn how to bid on a project. Position Overview


We are seeking an experienced Electrical Engineer – Owner’s Representative to support the planning, design, construction, and commissioning of a new semiconductor fabrication facility in Boise, Idaho. The successful candidate will act on behalf of the Owner to ensure that electrical systems are designed, installed, and commissioned in accordance with project requirements, industry standards, and operational needs typical of advanced semiconductor manufacturing facilities.


This role requires close coordination with engineering design firms, general contractors, equipment suppliers, and facility operations teams. The Electrical Engineer will provide technical oversight throughout the project lifecycle—from design reviews through startup and handover.


Key Responsibilities


Owner’s Representative & Technical Oversight

  • Serve as the Owner’s technical representative for all electrical infrastructure and distribution systems on the semiconductor fabrication project.
  • Ensure electrical design and construction align with Owner standards, operational requirements, and project specifications.
  • Review engineering deliverables for accuracy, constructability, and compliance with codes and project requirements.
  • Provide technical guidance and decision support to the Owner’s project management team.


Design Review & Coordination

  • Review and comment on electrical designs including:
  • High-voltage utility interconnections
  • Substations and medium-voltage distribution
  • Switchgear and transformers
  • UPS systems and emergency power
  • Critical power distribution for manufacturing equipment
  • Grounding and bonding systems
  • Coordinate with architectural, mechanical, structural, and process engineering teams to ensure system integration.


Construction Oversight

  • Monitor electrical construction activities to verify compliance with design documents, codes, and safety requirements.
  • Support resolution of field technical issues, RFIs, and design changes.
  • Conduct field inspections and coordinate with construction management teams.


Commissioning & Startup

  • Support electrical system testing, commissioning, and turnover processes.
  • Review commissioning plans, procedures, and results for electrical systems.
  • Coordinate with facility operations teams to ensure successful system handover.


Stakeholder Coordination

  • Work closely with design consultants, EPC contractors, equipment vendors, and facility stakeholders.
  • Participate in project meetings, progress reviews, and technical coordination sessions.
  • Communicate technical risks and mitigation strategies to project leadership.


Required Qualifications

  • Bachelor’s degree in Electrical Engineering or related discipline.
  • 7+ years of experience in electrical engineering for large-scale industrial or mission-critical facilities.
  • Experience with power distribution systems including medium-voltage and low-voltage infrastructure.
  • Strong understanding of electrical codes and standards such as:
  • National Fire Protection Association (NFPA) standards
  • Institute of Electrical and Electronics Engineers (IEEE) standards
  • National Electrical Manufacturers Association (NEMA) guidelines
  • Experience reviewing engineering drawings, specifications, and construction documentation.

The Solar & BESS Project Manager is responsible for the successful planning, execution, and closeout of solar photovoltaic and battery energy storage electrical installations throughout California and Nevada. This role manages projects ranging from 1–10 MW and requires strong technical expertise in utility-scale and large commercial solar, BESS integration, and medium-voltage (MV) electrical systems. The Project Manager oversees schedule, budget, safety, quality, subcontractor coordination, and stakeholder communication from Notice to Proceed through final acceptance and turnover.


Key Responsibilities:


Project Planning & Execution

  • Manage multiple solar PV and BESS projects from pre-construction through commissioning and closeout.
  • Develop and maintain detailed project schedules, budgets, cash flow forecasts, and resource plans.
  • Coordinate project kickoff meetings, weekly progress meetings, and closeout meetings.
  • Ensure compliance with contract documents, project specifications, drawings, and applicable codes and standards.


Technical Oversight

  • Oversee electrical installation scopes including DC systems, inverters, BESS containers/racks, PCS, transformers, switchgear, and interconnection equipment.
  • Manage medium-voltage systems (typically 5kV–35kV), including MV collection systems, terminations, testing, and utility interconnection requirements.
  • Review and coordinate electrical drawings, one-lines, grounding plans, and protection schemes.

Contract & Financial Management

  • Manage project budgets, change orders, billing, and cost forecasting.

Subcontractor & Vendor Coordination

  • Select, manage, and oversee electrical subcontractors, testing firms, and equipment suppliers.
  • Ensure subcontractor performance aligns with schedule, quality, and safety requirements.
  • Coordinate material procurement, logistics, and delivery schedules for major equipment.


Safety & Quality

  • Enforce company and site-specific safety programs in compliance with Cal/OSHA and company policies.
  • Promote a culture of safety and ensure jobsite compliance through audits and corrective actions.
  • Implement quality control procedures and ensure installations meet industry standards and project specifications.


Permitting & Stakeholder Coordination

  • Coordinate with AHJs, utilities, inspectors, owners, engineers, and internal teams.
  • Manage electrical permits, inspections, and utility interconnection processes.
  • Serve as the primary point of contact for clients and key stakeholders.


Reporting & Documentation

  • Provide regular project status reports on schedule, budget, risks, and milestones.
  • Maintain accurate project documentation including RFIs, submittals, change logs, as-builts, and closeout packages.
  • Ensure timely completion of punch lists and final acceptance documentation.


Qualifications:


Education & Experience

  • Bachelor’s degree in Electrical Engineering, Construction Management, or a related field preferred.
  • 5+ years of project management experience in solar PV and/or BESS electrical construction.
  • Proven experience managing 1–10 MW solar and energy storage projects in California.

  • Have 1-2 years job experience on diesel repairs, tractor- trailer, refrigeration maintenance and repairs.
  • One year documented experience in fleet maintenance or one-year employment with company at upper scale of Class C Technician.
  • Possess basic hand tools (up to ½" drive) and tool storage.
  • Possess or acquire within 1 year from date of hire a current ASE certification in Medium/Heavy Truck Preventative Maintenance Inspection (PMI) (Test T8).
  • Possess a Valid Class C Driver's License. A Class A license is preferred but not required.
  • Stand, walk, bend, stoop, push, pull, grasp and reach above the head for extended periods of time.
  • Preferred certifications:
    • Certification in Transportation Refrigeration.
    • Brake Systems and components.
    • Tractor A/C Refrigeration and Freon Recovery (609 license required).
