Position Overview
We are seeking an experienced Project Controls Manager to support large-scale capital improvement and construction projects at Tampa International Airport (TPA). This role is responsible for leading the planning, scheduling, cost management, and reporting functions necessary to ensure projects are delivered on time, within budget, and in alignment with TPA’s program management standards.
Key Responsibilities
Project Controls & Program Management
- Utilize Tampa International Airport’s project management platform and tracking/reporting tools to manage project data, reporting, and performance monitoring.
- Oversee and integrate schedule management, cost control, and estimating deliverables across all phases of the project lifecycle.
- Ensure project controls processes comply with all TPA program management standards and reporting requirements.

Schedule Management
- Lead development and oversight of project schedules, ensuring alignment with overall program objectives and milestones.

- Evaluate schedule impacts from design changes, scope adjustments, and unforeseen conditions.

Cost Management & Budget Control
- Lead the development and maintenance of project budgets and cost forecasts.

- Monitor project expenditures and provide early identification of potential cost overruns.
Cost Reconciliation & Design Phase Controls
- Lead cost reconciliation activities with each design deliverable, ensuring project costs remain aligned with approved budgets.
- Work closely with the design team to evaluate design alternatives and value engineering opportunities.
- Collaborate with the project team to mitigate financial impacts arising from design changes or evolving project requirements.
- Ensure cost estimates and budget projections remain consistent with schedule updates and project scope.
Change Management
- Lead the change management process for change orders throughout the project lifecycle.
- Validate contractor cost proposals and evaluate schedule and budget impacts.
- Participate in negotiations related to change orders with contractors and project stakeholders.
- Provide recommendations to TPA project leadership for approval or rejection of proposed changes.
- Maintain complete documentation of change management activities.
Risk Management
- Maintain and regularly update the Project Risk Register and Risk Mitigation Plan in collaboration with the Project Manager.
- Identify potential schedule, cost, and operational risks early in the project lifecycle.
- Develop strategies to mitigate or minimize risks impacting project delivery.
- Monitor ongoing risk exposure and adjust mitigation strategies as needed.
Reporting & Performance Monitoring
- Develop and deliver regular project performance reports for TPA leadership and project stakeholders.

Compensation

Location

Role Summary
The Project Engineer (PE) supports the day-to-day execution of mission-critical data center construction by driving documentation, coordination, procurement tracking, and field communication. This role is central to keeping the project moving: managing submittals and RFIs, supporting schedule and cost controls, coordinating owner-furnished equipment (OFCI), and helping push quality, commissioning readiness, and turnover.
The PE works closely with the Project Manager, Superintendent(s), subcontractors, vendors, design partners, commissioning agents, and the client team to ensure work is coordinated, decisions are documented, and the field has what it needs to build safely and correctly.

Key Responsibilities
Submittals, RFIs, and Document Control (Primary)
- Lead the submittal and RFI process end-to-end: logging, tracking, routing, follow-up, and closure.
- Ensure submittals align with specs, drawings, basis of design, and approved alternates.
- Maintain clean, current project records: meeting minutes, logs, sketches, bulletins, and correspondence.
- Support drawing management: distribute current plans, manage revisions, and help prevent “building off old sheets.”
Procurement & Owner-Furnished Equipment (OFCI) (Primary)
- Track procurement status for long-lead equipment (electrical/mechanical/controls) and communicate risks early.
- Understand and help manage the full OFCI process: what’s coming, when, where it goes, and what’s needed to receive/install it.
- Coordinate with PM/superintendent on receiving, documentation, check-in, and storage requirements for owner-furnished materials.
- Support vendor coordination (delivery windows, offload plans, laydown logistics, access requirements).
Field Coordination & Schedule Support (Primary)
- Support weekly coordination cycles: subcontractor coordination, pull planning, BIM/VDC, OAC, and RFI/submittal reviews.
- Help keep commitments visible and enforced (who owes what, by when).
- Understand key schedule milestones and help identify schedule impacts from procurement, design, or field constraints.
- Partner with the field team to remove blockers fast and keep work moving.
Quality Support (Primary)
- Support the site QA/QC process: inspections, documentation, deficiency tracking, and closure.
- Assist with jobsite photo documentation and organization.
- Help drive clean build practices consistent with data center standards (critical spaces, dust control, protection of installed work).
- Coordinate specialty testing/inspections documentation and ensure results are captured and filed properly.
Cost, Change Management & Billing Support (Supporting)
- Support change management: pricing requests, documentation, scope narratives, and backup for change events.
- Assist PM with pay application tracking, vendor invoices, and reconciliation support as needed.
- Help maintain clean cost backup and scope clarity to support decision-making.
Commissioning Readiness & Turnover (Primary/Supporting)
- Support commissioning readiness by tracking prerequisites, documentation, and installation closeout.
- Coordinate with PM/field/cx team on turnover requirements (O&M manuals, as-builts, training, test results, spare parts, warranties).
- Help build and audit turnover packages for completeness and accuracy to support transition to Operations.
Safety & Site Standards (Supporting)
- Support the project safety program by reinforcing expectations, reporting hazards, and promoting safe planning and execution.
- Collaborate with site EH&S as needed to sustain jobsite health, safety, and security controls.
Other
- Be proactive and solutions-driven: “hustle fouls” are encouraged.

Knowledge, Skills & Abilities

Experience & Education (Typical)
- 2–6+ years in construction project engineer / coordinator / assistant PM roles (mission-critical strongly preferred).
- Post-secondary education in Construction Management, Engineering, or related field (or equivalent experience).
- OSHA 10/30 preferred (or willingness to obtain).

Position Summary
We are seeking an experienced Estimator/Project Manager to join our team. This role is responsible for preparing accurate cost estimates and leading the planning and execution of diverse constructions projects. The ideal candidate will have a strong background in estimating, project management, field operations and ensuring successful project execution from bid to project completion.
Responsibilities
Estimating
- Manage all aspects of bid preparation, including but not limited to: reviewing documents, soliciting vendor/sub-contractor quotes, preparing cost estimates and submitting bid proposals.
- Collaborate with clients, engineers, and vendors to ensure competitive and accurate bids.
- Perform site visits and pre-bid meetings for accurate project assessments.
- Conduct detailed quantity takeoffs and cost analysis using Trimble Business Center and Viewpoint.
- Lead the transitions from project award to execution, ensuring seamless handoff to foreman and project team.
Project Management
- Develop and communicate projects schedules with General Superintendent and project Foreman.
- Attend weekly progress meetings
- Oversee subcontractors and vendors to maintain timelines and budgets.
- Track project costs, identify and address areas of inefficiency and prepare and submit change orders in a timely manner.
- Ensure all project documentation and billing are processed in an accurate and timely manner.
- Act as the primary client liaison, building and maintaining strong relationships.
Requirements
Education/ Experience
- Bachelor of Science degree in Construction Management, Civil Engineering, or equivalent
- Alternatively, at least five years of construction experience as a Quality Control Manager, foreman, or superintendent, or a combination of education and experience.

Job Summary:
- This role will be responsible for coordinating team activities and supporting the Project Managers (PMs). With minimal supervision, the candidate will perform the role of scheduler and/or commodity tracker for major projects. They will support the development and analysis of a wide range of scope of work types, especially complex schedules using the assigned system. The candidate must be self-motivated, an excellent communicator, and a team-focused individual able to demonstrate competency in scheduling techniques and analyses on all scope of work aspects. Additional duties include schedule maintenance, collecting progress data, developing and implementing scope of work schedule/status reports, and providing consistent, accurate information to the senior management team. The candidate must be able to interface with site execution teams, contractors, and AEP senior management.
Essential Job Functions:
- Define activities, durations, work sequences, and relationship logic to develop and implement the scope of work plan and develop milestones to represent key decisions and deliverables during execution.
- Ensure all logic and activities support the level of detail required by the customer and meet internal department standards and guidance. Ensure all scope and deliverables are accounted for.
- Develop fully integrated outage schedules (including resource loading and leveling) for complex and intermediate scope of work execution teams, including detailed system schedules that utilize critical path methodology based on work scope from the work packages and planners' work list.
- Mentor and assist junior schedulers in organizing schedule review meetings with all stakeholders and incorporating appropriate details.
- Ensure clear minutes and action items, as required. Engage the team and stakeholders to create schedules and provide schedule analysis updates to the team, alerting them to schedule risks and issues that could delay milestones.
- Communicate schedule status to project stakeholders. Direct and guide the administration of the AEP project management organizational standards and assist in the management of projects to those standards.
- Adhere to the guidance and standards put forth by the AEP Project Management Governance Committee. Work with the Administrator to assign security, profiles, and roles for new users. Diagnose and resolve issues with scope of work schedules.
- Mentor and train junior-level schedulers on the following: preparing and analyzing metric reports; preparing and analyzing schedule risk; developing what-if schedules to address various scenarios and options as necessary; crashing scope of work schedule durations; following processes and handbook procedures; and all aspects of scheduling within the assigned systems and software.
- Perform/coordinate schedule and cost integration, including SPI/CPI processes on a scope of work basis.
- Work with the project teams to provide risk assessments and recommended mitigation actions as requested.

The Project Manager II is responsible for planning, coordinating, and managing all aspects of multiple renewable energy projects through completion at any given time. Projects will include solar PV, battery energy storage and EV charging equipment. The responsibilities include coordination with the utilities and townships, permitting, resource management, incentive management, contractor negotiation, and construction management. The Project Manager II interacts with clients throughout the entire project, from contract signature until transition to our O&M team.

Responsibilities
- Support Business Development and Engineering once job is awarded in Procurement, for Value Engineering and Construction planning
- Maintain project budgets, prepare construction schedules, oversee quality control and client communications and expectations
- Support risk management activities for contract reviews and project deliverables
- Execute Turn-Key Installation across multiple renewable technologies from start to finish
- Manage field operations along with subcontractors and equipment deliveries
- Provide feedback to improve company protocols, installation practices, and company growth
- Perform onsite pre-construction kickoffs, QA/QC and safety inspections on active construction sites
- Interface with PF's legal, estimating, business group leadership for project contracting and execution

Qualifications
Education/Experience
- Bachelor's degree in Construction, Engineering, Energy, Architecture, Sustainability or relevant experience
- 2+ years' experience in commercial solar, storage or EVSE construction
- NABCEP Installer Certification is a plus

Compensation
The pay range for this position is $114,300 - $139,700 annually. This position is eligible for PowerFlex's comprehensive Health and Welfare plans including but not limited to medical, dental, vision, 401(k) retirement plan and paid time off. The total compensation for this position may include an annual performance bonus (or other incentive compensation, as applicable).
