The Chief Financial and Administrative Officer (CFAO) is responsible for providing strategic leadership, direction, and oversight for all financial, treasury, and administrative functions of the organization. Financial and Enterprise Leadership

- We are seeking a detail-oriented, experienced financial contractor to support the global operations of Client's employee benefit program spanning 16 countries. The contractor will support budget forecasting, reconcile actual spend against forecasted spend, ensure financial data integrity across a complex, multi-country program, and contribute to building the scalable financial infrastructure and payment systems that underpin the program's global operations. This is a hands-on analytical role requiring strong Excel skills, comfort working with large datasets across multiple cost centers and currencies, and a continuous improvement mindset oriented toward automation and operational efficiency.
The scope of this role spans four interconnected areas:
- forecasting and reconciliation, accruals management, scalable systems and automation, and global payment strategy. The contractor will build and maintain rolling budget forecasts, partner with internal stakeholders to gather cost inputs and validate assumptions, and perform period-end reconciliation of actuals against forecast. When variances arise, the contractor will investigate root causes, document findings, and recommend corrective actions to improve forecast accuracy over time. Accruals management is a key component — the contractor will prepare and track accrual entries to ensure costs are recognized in the correct period, coordinating with finance and accounting teams as needed to support month-end and quarter-end close. Alongside this, the contractor will support the design and implementation of scalable systems and mechanisms, identify opportunities to automate reporting workflows, and reduce manual workload across recurring financial processes. - The ideal candidate brings 5+ years of experience in financial planning and analysis (FP&A) or corporate finance, with advanced Excel proficiency including financial modeling, pivot tables, and complex formulas. Experience with multi-country or multi-entity programs is a plus. Experience with tax strategy — particularly in the context of employee benefits or global programs — is a plus, as the program actively manages tax treatment across international markets.

The 401(k) Plan Administrator is an office-based leadership role responsible for the strategic oversight, governance, and administration of the Company’s 401(k) Plan, supporting approximately 20,000 employees nationwide. The Administrator oversees all plan administration and customer service functions, including but not limited to:

WORKING CONDITIONS & PHYSICAL DEMANDS:
Work is performed in a normal retail store environment, not subject to extremes of temperatures, noise, odor,
etc. Operates a cash register and other office equipment. Work requires extended periods of standing, keying
a cash register and bagging customer purchases, which require eye-hand coordination and finger dexterity.
Hours: The Visitors Center is open daily, seven days a week throughout the year excluding Thanksgiving,
Christmas Day, and New Year's Day. Shifts are typically split between the morning and afternoon.

You will also participate in and contribute to weekly, monthly, and quarterly working groups, boards, and panels to include CDTAB, DSAWG, Information Domain, and IRSMC board meetings.
Individuals in this role must be available to work on-site at Ft. Meade, MD for the majority of the workweek.
Responsibilities Include:
- Coordinate with DISA stakeholders, ISSMs, and PMs to resolve non-compliance issues identified in the Cybersecurity Scorecard.
- Keep DISA senior leadership and cybersecurity stakeholders informed of all Cybersecurity Scorecard non-compliance findings.
- Serve as the primary briefer for CDS requests, tickets, ad-hoc meetings, and annual reviews at CDTAB, DSAWG, Information Domain, and IRSMC boards.
- Apply broad technical expertise in cybersecurity, networking, system architecture, cross-domain technologies, DMZ design, and controlled interfaces.
- Participate in and contribute to weekly, monthly, and quarterly working groups, boards, and panels.
- Support the CDTAB Chair and Secretariat on CDS-related issues and actions.
- Implement CDTAB strategic goals including policy planning, risk analysis, and vulnerability assessments.
- Identify and propose issues requiring CDTAB risk decisions and organize topics for monthly meetings.
- Execute DSAWG strategic goals and conduct risk and vulnerability assessments for related initiatives.
- Maintain DSAWG and CDTAB online platforms, ensuring access to briefings, policies, references, tracking tools, and contact directories.

- Draft, proof, and distribute meeting materials to DSAWG and CDTAB members in advance.
- Maintain standardized briefing templates and formats for both forums.

- Keep updated contact lists and email distribution groups for members and advisors.
- Develop monthly status reports (MSRs) for CDTAB and DSAWG.
- Prepare up to 10 SOPs or internal documents annually.
- Create up to 5 technical papers per year on DSAWG-related issues for coordination with DoD/IC stakeholders.
- Produce up to 12 white papers, CONOPS, and contingency plans annually to support RE4 functions.
- Manage monthly ballots for CDTAB and DSAWG, averaging 20 CDS requests, 20 tickets, 10-20 briefings, and 15 annual reviews-volume may vary monthly.
Requirements:
- Bachelor's degree (IT-related field preferred)
- Six (6) or more years leading Risk Management teams
- Five (5) or more years IT program management experience leading audits and inspections in DoD/Federal environment
- Have an active DoD Top Secret clearance with SCI eligibility
- DoD 8570 IAM or IAT Level III certification
- Functional area expertise in National and DoD IT policy
- Expert level knowledge and experience as a technical expert providing technical direction, interpretation, and alternatives in areas such as but not limited to; Information Systems Architecture, Telecommunications Systems Design, Architecture, Implementation, Information Systems Integration, Software Development Methodologies, Security Engineering, Communications and Network Systems Management.
- Expert level knowledge in guiding the successful completion of major programs and may function in a project leadership role Proven ability to prepare and present technical documentation, strategic briefings, and governance materials for senior-level DoD boards (e.g., CDTAB, DSAWG, IRSMC)

- Environmental Advisors are responsible for the development, execution and continuous improvement of environmental programs designed to achieve environmental compliance and support environmentally responsible operation of the gas distribution system.
- Provide support, expertise and leadership in core Environmental Programs such as: Environmental Compliance Approvals (Air and Noise, Stormwater); Hazardous Waste Management, Spills Management, Environmental Planning (including Environmental Assessments, Screening and Permitting), Contaminated Sites and Excess Soil.
- Responsible for preparing environmental reports to regulators (responsibility includes coordination, data collection and evaluation, report writing, review, approvals and final submission)
- Developing, sustaining, executing and integrating environmental standards, programs and procedures for application across the company
- Supporting and responding to environmental inquiries and emergencies such as spills, suspect soil, and environmental planning/permitting inquires from across the organization
