The Construction Project Manager in the Operations Division - Crane Section is responsible for performing advanced professional and administrative work in the design and management of crane improvement projects for the Port Everglades Department.

General Description

Performs advanced professional and administrative work in the design and management of construction projects for the County.

Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements

Requires an associate degree from an accredited college or university with major coursework in architecture, civil engineering, construction management or closely related field.

Requires Eight (8) years of professional engineering and/or construction management experience relevant to the area of assignment or closely related experience.

Special Certifications and Licenses

Possess and maintain a valid Florida Class E Driver's License based on area of assignment.

Ability to secure and maintain a Transportation Worker Identification card (TWIC) within 60 days of employment and for the duration of employment.

Ability to secure and maintain a valid Seaport Business Purpose Credential for the duration of employment.

SCOPE OF WORK

Duties and Responsibilities


The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Develop and prepare engineering plans and designs for various crane improvement projects; estimate quantities and costs of such projects.

Assists consultants in the development of construction projects; issues work orders to consultants, surveyors and testing labs; reviews consultant's plans and specifications at various stages of development for conformance to design standards, completeness and accuracy; monitors consultant's cost estimates and verifies consultant's invoices and recommends payment.

Coordinates bid advertisements; schedules and assists in conducting pre-bid conferences; assists in evaluating bids and making recommendations for award of contract.

Schedules and assists in conducting pre-bid construction meetings with consultants, contractors and subcontractors; issues Notice to Proceed to contractors; reviews field inspection reports.

Assists in the preparation of schedules and monitors construction progress; assists in the preparation of change orders; maintains records of consultant's payments.

Assists in the inspection of projects for substantial completion and prepares punch list of any deficiencies; arranges for correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects.

Prepares required paperwork for capitalizing and closing the project; performs special investigations, sites analyses and feasibility studies as required and submits technical and management reports.

Meets with consultants, contractors, utility organizations, city, state, federal agencies, civic associations, business and community leaders, property owners and attorneys; assists with the preparation of the budget for capital expenditures.

Makes recommendations regarding hiring, discipline and promotions of subordinates; authorizes leave; evaluates employee performance.

Performs related work as assigned.

Purpose:
Colonna's Shipyard is seeking a General Foreman for our Crane and Rigging Department to support operations in our shipyard in Norfolk, VA.
Position Summary:
Position maintains detailed understanding of project specifications and all requirements necessary for appropriate trades support, ensuring safe and efficient production in ship repair/industrial fabrication operations. Provides oversight to qualified trades workforce & trades supervision and is responsible for meeting overall schedule, budget, quality, and safety goals of work assigned.
The position is located onsite in Norfolk, VA and will often require hours beyond a standard work week with flexible schedule availability to support production/operations. Position may require limited travel.
Essential Duties and Responsibilities:
Supports labor requirements for completion of job assignments. Understand specifications, blueprints, and job orders in order to effectively communicate duties to work teams. Maintains adequate personnel/manning levels, production space, tooling, and equipment assets, while establishing work processes to meet production schedules. Suggests changes in working conditions and use of equipment to increase efficiency of shop, department, or work crews. Analyzes and resolves work problems to minimize disruptions to production schedule.
Key responsibilities include:
  • Manages all shop resources by assigning trades personnel to Foremen based on project needs.
  • Supports trades foremen in supervising, assigning, coordinating, training, and evaluating semi-skilled and skilled trades personnel according to their skill, experience, and job knowledge. Recommends training to enhance skill and productivity of employees and assists in development of training processes/procedures. Continually monitor foremen's project designations, deck plate presence, understanding of work scope, and efficiency of trades management.
  • Manages lifecycle of shop personnel through all phases of employment, to include: hiring and retention efforts of shop personnel, as well as developing/delivering coaching and disciplinary actions needed to address performance concerns. Responsible for personnel administration needs, to include recommendations/handling of change requests facilitated by EANs (pay, reclassification, etc.).
  • Engaged in workforce development by identifying candidates for additional development/mentorship opportunities, support succession planning efforts, and ensuring assigned apprentices have appropriate oversight and developmental resources.
  • Breaks broad projects down to practical action plans, ensuring adequate shop manning resources, and develops/executes POD for all shop resources (with the input of Foreman) daily to ensure production goals are executed safely and efficiently.
  • Responsible for final approval and presentation of all project deliverables via condition reports and approval/management of all material orders, ensuring contractual requirements and period of performance are met.
  • Responsible for complying with all technical aspects of the job including adherence to all drawings, procedures, etc. and manages test and inspection plans for assigned areas (overseeing submittal of required documentation, ensure foreman attend inspections as required, etc.).
  • Responsible for manufacturing, installation, operation, testing, and process operations that have a significant financial impact on the company's performance.

Additionally, position will:
  • Provide data/feedback for current budgets via hours management/EACs, including dates, and report scheduling and progress updates to superintendents/project management.

Required Qualifications:
  • Bachelors/Registered Apprentice (grad) + 2 years relative trades experience (or HS + 6 years trades experience) and 2 years of prior supervisory experience.
  • Ability to understand job specifications, drawings, and corresponding technical references years supervisory experience.
  • Well-developed communication skills, both verbal and written, to effectively communicate with employees/leadership/customers and prepare/deliver written reports and correspondence.
  • Must have knowledge of weight testing in accordance with specified technical manuals for equipment such as cranes, davits, winches, anchors, anchor chains, shafts, and propellers.
  • Must be familiar OSHA and NAVSEA standards.
  • Must demonstrate proficiency in general mathematics and trigonometry.
  • Must have ability to understand job specifications, drawings, and corresponding technical references.
  • Regular, reliable attendance.

Preferred Skills/Qualifications:
  • Exposure to or experience supporting multiple trades is highly preferred
  • 4 years overall supervision experience for the trade to be supervised is highly preferred.
  • Knowledge of inspection procedures for structural components, booms, jibs, gears, drums, sheaves, blocks, hooks, operating mechanisms, hydraulic and pneumatic systems, hydraulic cylinders, wire rope, and operational aids preferred.
  • Crane signaling certification (mobile and overhead) preferred.
  • Construction and crane company experience is highly preferred.
  • Able to schedule multiple activities.

Security Requirements:
  • Must be able to access government facilities and obtain and maintain DBIDS.
  • Must be eligible for TWIC.
  • Position requires US Citizenship.

Travel Requirements:
  • Minimal Travel; 10% or less.

Physical Requirements:
  • Must be able to lift, carry and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job, but no less than 20 lbs.
  • Must be physically agile to perform tasks in naval ships. Able to work on and climb ladders, work in extreme temperature environments, aboard ships, in shipyards, under industrial conditions and in confined spaces, including enter and moving through manholes.

  • 554-bed hospital with a 44-bed Emergency Department with an annual volume of 65,000+.
  • High acuity and a geriatric center of excellence.
  • Sub-specialty cases include cardiac and peds.
  • Epic EMR with Dragon dictation.
  • John Muir Medical Center-Walnut Creek Campus is accredited by The Joint Commission (TJC), a national surveyor of quality patient care, is a STEMI receiving center, and an Accredited Stroke Center.

About the Office of Undergraduate Education and Student Success (OUESS)

Under the leadership of the Vice Provost for OUESS, the OUESS challenges students to become accomplished learners who can make meaningful connections among work, study, and community. We connect curricular and co-curricular offerings to support students in developing a strong foundation for success, during college and after. We do this through the efforts of our faculty, professional staff, and students, and we strive to create and maintain a welcoming, respectful, and inclusive educational and work environment. Visit the John H. Martinson Honors Program (JMHP)

The JMHP is a unit of OUESS. Currently, the JMHP includes approximately 900 students selected for their curiosity, creativity, and interest in building a scholarly community across disciplinary boundaries. The JMHP offers cohorts of exceptional students the distinctive opportunity to pursue a premier honors experience at a leading STEM-focused global research institution. Students live in a select dorm with their JMHP peers and form a social community while they explore distinguished academic opportunities offered to JMHP students. Students who complete the JMHP requirements will earn a student recognition on their Georgia Tech transcript for Completion of the John H. Martinson Honors Program.

Beginning in fall 2026, the JMHP will assume a new strategic role at Georgia Tech and a distinctive identity among premier national honors programs and colleges. This distinctive identity will center on Georgia Tech's new Leaders in Progress and Service Quality Enhancement Plan (QEP) which supports a top priority of the Institute's strategic plan: our mission to develop leaders who advance technology and improve the human condition. This position reports to the Director Business Operations in the OUESS.

Note on working time:

This position must be available to work standard GT business hours M-F, 8-5 (or 7-4 or 9-6), as well as some evenings and weekends based on student programs and with advanced notice. We are looking for hardworking professionals who are dedicated to undergraduate education and who make students the top priority to join our organization of talented, energetic, and creative team members.



Job Summary

Supervise and coordinate all administrative services within a small to moderate size campus unit or a part of the services function within a larger unit. Areas of responsibility can include administrative affairs associated with human resources, purchasing, budgets and financial records and general clerical support within the unit. Responsible for setting employee goals, assessing employee performance, providing feedback, and making pay recommendations.

This position will interact on a consistent basis with: unit management and staff.
This position typically will advise and counsel: unit management and staff.
This position will supervise: May or may not supervise assigned staff and/or projects



Responsibilities

Job Duty 1 - Develop and implement unit administrative processes and procedures consistent with overall Institute administrative policy

Job Duty 2 - Define and communicate administrative staff duties; monitor performance and provide feedback

Job Duty 3 - Supervise the maintenance of unit financial records

Job Duty 4 - Oversee unit human resources administration to include transaction processing, time reporting, and records maintenance

Job Duty 5 - Supervise and coordinate direct administrative support to unit management. Organize and supervise the unit records management function

Job Duty 6 - Coordinate unit purchasing activities, including preparation of purchasing documents, ordering, and maintaining supplies, etc.

Job Duty 7 - Schedule and organize meetings and other events

Job Duty 8 - Perform other duties as assigned



Required Qualifications

Educational Requirements
Bachelor's Degree in Business Administration or related field, or equivalent combination of education and experience

Required Experience
Four to five years of job-related experience

  • Manage procurement and financial processing activities, including purchasing requests, supplier coordination, invoice processing, expense reports, reimbursements, external committee member payments, and routine financial record tracking.
  • Support logistics for JMHP programs and operations, including room and space reservations, scheduling support, and event planning assistance.
  • Serve as a liaison for facilities and building-related needs, providing backup coordination and administrative support to ensure smooth day-to-day unit operations.

Knowledge

  • Ability and temperament to work with sensitive information in an executive-level environment.
  • Strong proficiency in MS Office Suite and MS 365, especially Word, Excel, and PowerPoint.
