Our federal government partner is seeking an experienced Records Management Analyst to support an active government contract with a leading U.S. health agency onsite in Rockville, MD. WHAT YOU'LL DO
- Support daily records management functions and operations in coordination with the Agency Records Officer and Task Lead
- Respond to Records Management email inquiries and provide support to agency staff, leadership, and contract associates
- Coordinate records retrieval, transfer, and disposition processes with internal and external stakeholders
- Research agency records and collaborate with points of contact to determine records value for divisions, offices, centers, and the agency
- Fulfill weekly, monthly, quarterly, and yearly administrative deliverables as requested by client and contract leadership
- Engage stakeholders, when necessary, to accomplish records management goals
- Support the development of strategies, policies, procedures, forms, workflows, and objectives for the agency records management program

WHAT YOU BRING

We are searching for a Project Manager to support a privacy-preserving record linkage (PPRL) effort at the National Institutes of Health (NIH). The person in this role will be responsible for providing project oversight and management to multiple projects. This is a full-time, onsite position in Bethesda, MD.
Responsibilities include:
- Understanding a wide array of technologies, such as network devices, hardware and software, to effectively discuss and manage linkage production activities.
- Developing and implementing automated scoring and evaluation protocols using probabilistic modeling combined with strong statistical and analytical expertise.

- Experience with RDBMS, databases, and Behavior Driven Development (BDD) is preferred.
BS/MS degree in MIS, CS, or related discipline is required.

About the Role
The Estimator helps drive business by preparing complete and responsive bid proposals on large and complex projects including analyzing plans and specifications to develop detailed cost estimates for materials, equipment and labor required to construct the project. This is accomplished by working closely with Operations and Project Managers during the bidding process to ensure accuracy of data used to estimate the project. Once a bid has been accepted, the Estimator will promptly work up and obtain execution of subcontracts and material purchase orders including insurance compliance. Additionally, the Estimator will lead the hand-off of information to project management to be fully educated in all strategies, opportunities and risks that were recognized in the bidding process.
Responsibilities:
- Evaluating specifications, drawings, scope documents and other bid package information to ensure that all the information needed to develop an accurate and competitive estimate and win the project is known and understood.
- Identifying and quantifying risks inherent in the project; communicating to and working with the rest of the project development team to appropriately address and mitigate the risks.
- Participating in pre-proposal site visits and meetings with potential clients; collecting information, including photographs; analyzing and evaluating all site-specific factors to ensure that they are taken into account in the development of estimates.
- Developing a thorough understanding of scopes of work provided with requests for proposals and change orders. Where scope information may be unclear or contradictory, developing questions, making inquiries and resolving these uncertainties.
- Researching scope items that are unfamiliar and communicating as needed to ensure that the project development team has enough understanding of the work to develop the proposal.
- Developing complete take-offs necessary to itemize quantities and types of materials and components and acquiring accurate cost information from vendors and suppliers.
- Determining man-hour, tool and construction equipment requirements along with their respective costs.
- Soliciting and evaluating proposals for required services from subcontractors and other specialty providers; aggressively following up with subcontractors and suppliers to ensure that their bids are understandable, accurate and timely.
Qualifications:
5+ Years of experience in preconstruction/estimating bidding underground utilities, sitework, and/or roadway projects

- Proven experience as an estimator
- Experience using HCSS HeavyBid, BlueBeam, Trimble Business Center
- Familiarity with financial and project management principles
- In depth knowledge of research and data analysis methods and estimation formulas
- Assembling bids using estimating software

- Maintaining and building new relationships with trade partners

In this role you will:
Laboratory Operations & Support
Perform routine laboratory procedures such as media and buffer preparation, reagent/solvent mixtures, filtrations, material weighing, and basic physical testing.
Support senior staff by preparing materials and assisting with experiments.
Maintain and verify laboratory equipment (e.g., balances, pH meters).
Manage inventory and labeling of chemicals, glassware, and gas cylinders.
Executed routine histology and microtomy procedures utilizing instruments such as rotary microtomes, cryostats, paraffin embedding systems, tissue processors, and automated slide stainers.
Sample Management
Receive and check in samples using manual or electronic tracking systems.
Assign proper storage locations and maintain accurate storage records.
Complete and maintain all paperwork associated with sample deliveries.
Prepare, secure, and package samples for shipment; document contents for manifests.
Coordinate with shipping/receiving teams to schedule and stage outbound items.
Material Management - Human Biological Samples (HBS)
Handle Human Biological Samples in accordance with biosafety protocols, privacy standards, and ethical guidelines.
Label and accession HBS into the Laboratory Information Management System (LIMS).
Manage HBS disposal following established processes.
Operate and maintain HBS storage systems, including -80C freezers, -180C liquid nitrogen freezers, and ambient storage cabinets.
Maintain documentation, tracking, and inventory accuracy related to HBS and associated storage equipment.
