This Project Manager 1 position is a member of the MSBA's Construction Administration Team that manages MSBA-funded capital projects from design development through bidding, contract award, construction, commissioning, and project close-out. The Project Manager 1 works with a motivated team reporting to a Project Manager3 for major projects and repair projects. The Project Manager 1 works with public school districts and consultants as part of a MSBA team to ensure conformance with MSBA's policies, agreements, and practices for major projects and repair projects through design development, construction and final audit. The Project Manager 1 will also review district submittals that establish grants for the repair program.

Essential Functions and Responsibilities
  • Monitor project schedules, budgets and scope for major construction and repair projects to ensure compliance with MSBA guidelines and funding agreements, and to track construction progress.
  • Review monthly reimbursement requests for major construction and repair projects and recommend eligibility of project costs for reimbursement.
  • Report on changes to the schematic design budget through the design development and bidding phases, process budget revisions, and review project cash flow for accuracy and variances.
  • Review design development documents and prepare and issue review comments for major projects, identifying any variances to the agreed upon scope identified in the funding agreement.
  • Review cost estimates, project scope and budget submittal to establish the grant for repair projects.
  • Prepare and review change order documentation including recommendation of change order eligibility on major construction and repair projects.
  • Review monthly project reports to understand submittal status, contract compliance, construction progress and identify variances. Utilize this information as well as lead site visits to inform MSBA reporting to the Board of Directors.
  • Collaborate with the project team to review and make recommendations to improve MSBA processes and inform best practices for school construction.
  • Lead in project meetings addressing project status, funding agreements, amendments and change orders.
  • Collaborate with the project team to develop a schedule for the timely submittal of all final documents required for final audit of major construction and repair projects. Coordinate with the project team to resolve any outstanding items required and reconcile and approve the final payment.
  • Participate in Capital Planning and Construction Administration subcommittees and procurement committees, on an as needed basis.
  • Participate in the preparation, coordination and presentation of materials required for MSBA subcommittee, roundtables and Board of Director Meetings.
Required Education, Experience, and Skills
  • Bachelor's degree in one of the following: project management, construction, architecture, engineering, or a related field.
  • Two-to-five years of experience associated with construction, project management, building design or other applicable disciplines.
  • Knowledge of construction project administration, contract compliance monitoring, change orders and construction methods.
  • Proficiency in Microsoft Office software applications, including Excel, Word, PowerPoint and Outlook.
  • Ability to effectively manage multiple tasks, involving complex and varying problems.
  • Strong verbal and written communication skills.

1. Project Administration

* WIP Spreadsheet Preparation

  • Gather financial data such as costs incurred, projected costs, and revenue to date from accounting and project management teams.
  • Prepare and regularly update the Work-In-Progress (WIP) spreadsheet to reflect ongoing project status, percent complete, and forecasted costs.
  • Ensure all formulas and calculations are accurate, providing clear visibility into project health.
  • Present WIP reports to project managers, finance, or senior leadership for decision-making and financial planning.
  • Keep historical records of WIP spreadsheets for auditing and analysis.

* Backlog Spreadsheet Updating

  • Maintain and update the backlog spreadsheet to show upcoming and secured projects along with their start dates, projected revenues, and allocated resources.
  • Coordinate with account management team to track newly awarded projects and add them to the backlog.
  • Communicate backlog changes to project managers, finance, and other stakeholders to support resource planning and financial forecasting.


6. Quality Assurance and Compliance

* Documentation Support: Aid the account manager and project management team in maintaining records of inspections, testing, and compliance reports.

* Standards and Regulations: Ensure that all documents and project records meet industry standards and regulatory requirements.

The Role:

The Project Executive provides overall leadership and direction on the construction project. Typically, the Project Executive is responsible for negotiating the Owner contract, is the main contact for the Project Manager for issues concerning budget, billing and client satisfaction, and ensures the fiscal success of the project.

Pre-Construction, Design & Procurement:

Construction & Project Closeout:

Position Overview

The Construction Project Manager oversees the successful execution of commercial construction projects from preconstruction through final closeout. This role is responsible for managing project financial performance, schedules, subcontractor coordination, and client relationships.

The Project Manager works closely with Superintendents, field crews, subcontractors, and company leadership to ensure projects are delivered safely, on schedule, within budget, and at the highest quality standards.


This role requires a hands-on leader who can manage multiple stakeholders, solve problems in real time, and maintain strong communication with clients and project teams.


Key Responsibilities

Project Execution & Field Leadership

  • Review project plans and specifications to obtain a clear and complete understanding of project scope.
  • Review building work rules and city zoning restrictions to understand limitations and compliance requirements.
  • Confirm project subcontractor and vendor roster and verify buyouts with the project team.
  • Develop and maintain detailed project schedules to effectively manage construction timelines.
  • Conduct weekly jobsite safety meetings and enforce strong safety practices across all field operations.
  • Coordinate and schedule field crews and subcontractors.
  • Monitor subcontractor performance to ensure schedule adherence and quality standards are met.
  • Conduct preconstruction conferences to ensure long-lead materials are ordered and delivered on time.
  • Review and approve shop drawings for compliance with plans, specifications, and building standards.
  • Ensure projects progress in accordance with company policies and construction procedures.
  • Maintain clean, organized, and safe work environments for tenants, property managers, and visitors.
  • Monitor subcontractor cleanup and ensure jobsite conditions remain professional and safe.
  • Provide project status updates to project stakeholders including project managers, property managers, and tenants.
  • Communicate potential cost impacts or scope changes to leadership.
  • Conduct punch list inspections and manage subcontractors for timely completion of project closeout items.
  • Ensure all project closeout documentation and requirements are completed on schedule.

Project Management & Administrative Responsibilities

  • Manage daily field activities to prevent schedule delays and cost overruns.
  • Allocate resources and manage team members effectively to maximize productivity.
  • Ensure subcontractors comply with contract terms, insurance requirements, material standards, and construction schedules.
  • Establish and maintain relationships with subcontractors and vendors.
  • Develop and maintain accurate unit cost estimates.
  • Create and manage project schedules using Microsoft Project.
  • Utilize construction management software to track project activity and documentation.
  • Establish project management systems for:
  • Requests for Information (RFIs)
  • Change orders
  • Submittals
  • Clarifications
  • Utilize tools such as Procore, Bluebeam, Smartsheets, and other project management platforms.

Leadership & Management

  • Support company goals and contribute to successful project outcomes.
  • Deliver high levels of customer service to clients, tenants, and stakeholders.
  • Manage and motivate subcontractors and vendors to maintain performance standards.
  • Build strong relationships with qualified subcontractors and vendors.
  • Ensure high-quality work is delivered consistently and on schedule.
  • Operate independently with minimal supervision while maintaining accountability for project performance.
  • Apply sound judgment and problem-solving skills when managing project challenges.

Education & Experience

  • Strong background in commercial construction and general contracting.
  • Demonstrated experience in project scheduling, estimating, job cost control, and subcontractor coordination.
  • Proven ability to manage construction projects from preconstruction through closeout.
