About the Role
The Service Technician I is responsible for supporting the daily maintenance operations of an apartment community to ensure resident satisfaction, property functionality, and compliance with company standards. This role is essential to Birge & Held’s continued success and reports directly to the Maintenance Operations Manager (MOM) or the Operations Manager when a MOM is not present.
Responsibilities
Regulatory and Policy Compliance
- Conduct all business in accordance with company policies, Fair Housing regulations, the Americans with Disabilities Act, the Fair Credit Reporting Act, and all other applicable laws.
Maintenance and Repair Responsibilities
- Inspect buildings and common areas to assess cleanliness, safety, and overall property condition.
- Perform basic repairs and maintenance of HVAC units, electrical systems, mechanical equipment, plumbing fixtures, and structural facilities.
- Complete all assigned work orders within 48 hours, unless an emergency requires immediate action.
- Ensure unit turnovers are completed within five (5) working days unless otherwise directed.
- Perform on-site work to preserve and enhance asset appearance and functionality.
Team Coordination and Communication
- Provide daily progress updates and communicate frequently with the operations team.
- Coordinate and complete tasks in alignment with broader departmental priorities.
Resident and Vendor Relations
- Maintain a professional, respectful, and courteous demeanor with residents, prospective residents, team members, and vendors.
- Assist in ensuring a positive resident experience through timely service and proactive maintenance.
Grounds and Facility Support
- Maintain the cleanliness and safety of grounds and common areas.
- Support seasonal tasks such as snow removal, landscaping, and debris cleanup to ensure curb appeal.
- Oversee the day-to-day maintenance of the assigned B&H portfolio.
- Provide assistance to other B&H assets as needed to drive broader company goals and operational success.
Administrative and On-Call Duties
- Complete and submit required administrative documentation (e.g., work order logs, inspection forms) accurately and on time.
- Participate in the maintenance on-call rotation to handle after-hours emergencies.
- Perform other duties as assigned.
Qualifications
- Formal technical training and/or equivalent job experience in heating and air conditioning, preferred.
- EPA certification for refrigerant handling, preferred or willingness to obtain certification upon hire.
- HVAC certification, preferred.
- For positions that require travel between properties, a valid driver’s license and reliable transportation are required.
- Working knowledge of OSHA standards and other environmental safety standards.
- Provide your own hand tools including but not limited to power drills, impacts, and all non-powered hand tools.
- Able to operate all necessary tools to perform the essential functions of the position.
- Experience in residential property maintenance is beneficial.
- Above average oral communication skills.
- Must be self-motivated, able to complete assigned tasks and can negotiate competitive pricing of supplies and contracted work.

- Secure new residents signature(s) on appropriate paperwork prior to move-in. Orients new resident(s) to community (turns over keys, reviews community rules, regulations and procedures, point out mail boxes and review amenities, etc.).
- Monitor apartments up for renewal, send notices, and secure renewal.
Financial Management And General Administration
- Prepare annual budgets and income projections in a timely and accurate manner.
- Maintain accurate records of all community transactions and submit on timely basis (rent rolls, delinquency reports, move-in/move-outs, etc.).
- Collect and post rent (when applicable). Maintain accurate and up-to-date property accounting and collection records.
- Plan for and utilize community resources, equipment and supplies economically (obtain bids/pricing from vendors, suppliers and contractors, deal with inadequate service, etc.).
- Ensure all administrative paperwork is accurate, complete, and submitted on a timely basis.
- Prepare and/or implement procedures and systems within company guidelines to ensure orderly, efficient workflow.
- Continually monitor and analyze traffic logs, conversion ratios, budget guidelines, renewal information, marketing data, etc., to be able to give up-to-date and proper information when requested by others.
- Ensure distribution of all company or community-issued notices (bad weather, emergency, etc.).
- Give direction to and/or monitor maintenance, construction, and/or rehabilitation activities to ensure quality and expediency (Supervise apartments to ensure Service Requests for make-readies are completed and timely, etc.).

Personnel Management
- Use consistent effective techniques and company directives to hire, orient, and train new personnel.
- Ensure effectiveness of staff through ongoing training, coaching, counseling, and guidance.
- Complete weekly/daily office staff schedules and assignments. With input from the Community Service (Maintenance) schedule maintenance staff and oversee assignments. Monitor progress of work assignments.
- Deal effectively, consistently, and on a timely basis with performance problems. Document adequately, communicate situation with Regional Manager, Human Resources, and terminate appropriately when necessary.
- Promote harmony and quality job performance of staff through support, effective leadership, and positive reinforcement.

Position Summary
The Property Management Associate (PMA) administers the property’s short-term revenue programs, oversees community-based programs, assists with implementing mall marketing programs, and manages retailer and community relations. The PMA serves as a liaison across multiple functions including but not limited to Mall Management, Business Development, Strategic Partnerships, Leasing, and Marketing.
Responsibilities
Revenue Administration
- Administer specialty leasing (retail merchandising units and kiosks) deals; prepare deal sheets & packets within Salesforce, facilitate license agreement execution, complete merchant on-boarding process, and maintain merchant files to comply with audit guidelines
- Administer strategic partnership deals including obtaining collateral, coordinating installation and removal per contracted term
- Serve as primary on-site contact for business development program; resolve complaints and communicate any issues to the GM and appropriate Business Development contact
- Ensure merchants adhere to company guidelines and visual standards
- Screen, prospect, and route business development (specialty leasing and strategic partnerships) leads to appropriate representative
- Participate in specialty leasing site visits with prospective merchants as requested
- Identify appropriate merchant placement based upon available space inventory & building code requirements
- Coordinate merchant opening and closing logistics with operations and security; coordinate install and removal of RMUs, banners, signage, and advertisements
- Work with Tenant Coordination to obtain approved drawings and municipality permits for new kiosks
- Provide proof of performance for national and local advertising deals and activations as requested
- Post and maintain collateral, coordinate installation and removal per contracted terms
- Educate merchants on rent collection system, verify payments, follow-up and collect Accounts Receivable as needed
- Collect and track specialty leasing merchant sales; calculate and bill overage & breakpoints
- Administer storage rental program, which includes negotiating new and renewal agreements, tracking occupancy, and other related activity
- Oversee merchant Insurance Program which includes, but not limited to, signing up qualifying new and existing merchants, ensuring Certificates of Insurance are current
- Oversee Holiday photo set operator/vendor, including but not limited to, being the main point of contact, coordinating set install, monitoring daily operations, tracking sales, and coordinating set removal
- Deliver violation letters and/or action notices as approved by GM and Business Development
- At the discretion of leadership, may be required to participate in the Manager on Duty (MOD) schedule during non-office hours, including evenings, weekends, and holidays. MOD coverage may include being on call, or on-site when appropriate. The on-site requirements of the MOD will be determined and approved by leadership.
Marketing, Community, Customer Experience
- Implement portfolio-wide and community programming and events
- Secure retailer participation for events (sampling, demos, offers, displays, etc.), execute event implementation, collect results and highlights, and submit Community Event Tracker
- Maintain property social media account and website, including but not limited to updates and responses
- Submit local content for digital screens
- Coordinate installation of barricade graphics and/or window displays for vacant spaces
- Administer in-mall directories to include store listing updates. Monitor content and operations of directories, digital signage, and banner program to ensure no operational issues

Qualifications

Financial Reporting & Close
- Assist in the preparation of monthly, quarterly, and annual financial statements for all affordable housing entities, partnerships, and developments.
- Support the month-end and year-end close processes, including journal entries, account reconciliations, and variance analysis.
- Prepare and review financial reports for investors, lenders, syndicators, and government agencies in accordance with applicable standards (GAAP, HUD, LIHTC).
- Maintain general ledgers for multiple ownership entities, including LLCs and limited partnerships.
Affordable Housing Compliance & Regulatory Reporting
- Ensure compliance with LIHTC program requirements, including annual owner certifications and investor reporting.
- Coordinate preparation of HUD-required financial statements and annual audits for Section 8, HOME, and other federally assisted housing programs.
- Assist in preparation of annual tax returns for partnerships and entities (Form 1065, Schedule K-1) in coordination with external tax advisors.

Budget & Cash Management
- Support the annual budgeting process across the affordable housing portfolio, working closely with asset management and property operations teams.
- Monitor cash flow for individual developments, flag variances, and recommend corrective actions.

- Review draw requests for construction projects and manage funding disbursements from lenders, investors, and public agencies.
Audit & Internal Controls
- Coordinate annual financial audits with external auditors; prepare audit schedules, supporting workpapers, and draft financial statements.
- Implement and maintain internal controls to ensure the accuracy and completeness of financial data.

QUALIFICATIONS
Education
- Bachelor's degree in Accounting, Finance, or a related field required.
- CPA license a plus
- Minimum 10-15 years of progressive accounting experience, with at least 5 years in affordable housing, real estate, or nonprofit finance.
- Direct experience with LIHTC partnerships, HUD programs (Section 8, HOME, CDBG), and/or tax-exempt bond financing strongly preferred.
- Prior supervisory or team lead experience preferred.
Technical Skills
- Strong knowledge of GAAP and affordable housing accounting standards.
- Proficiency with property management or affordable housing accounting software (e.g., Yardi, MRI, RealPage, Sage Intacct).
