Job Summary
The Senior Project Administrator provides advanced administrative support to the Construction Administration team and plays a key role in coordinating all project documentation and processes from project start to project closeout. This role performs all functions of the Project Administrator position but at a higher level of experience, accuracy, independence, and ownership. The Senior Project Administrator serves as a subject-matter resource within the department, ensuring consistent adherence to company procedures, proactively tracking deliverables, and supporting project managers, architects, subcontractors, and other project stakeholders. This position does not supervise or manage employees and has no direct reports.
Essential Duties & Responsibilities
- Prepare, process, and track submittals in Procore; follow up with construction teams, architects, and subcontractors until resolved.
- Maintain accurate logs for submittals, RFIs, drawing updates, and compliance reporting.
- Upload specification manuals and drawings into Procore throughout project lifecycle.
- Track substantial completion documentation and prepare G704 forms.
- Draft and process change order proposals, change orders, and subcontractor change orders; maintain all related logs.
- Assist project managers with bidding processes and subcontract development; maintain bid logs.
- Coordinate Section 3 compliance documentation and required reporting.
- Support MWBE outreach, maintain bid logs, and prepare compliance documentation.
- Collect warranty documents and prepare warranty manuals per company template.
- Participate in project meetings and manage follow-up documentation.
- Coordinate professionally with architects, owner representatives, subcontractors, and bank engineers.
- Role is strictly individual-contributor; this position does not manage staff, supervise employees, or have personnel oversight responsibilities.
Education & Experience Requirements
- Bachelor’s degree preferred.
- Minimum 7–10 years of experience in Construction Administration.
- Experience with general contractors strongly preferred.

We are seeking a Proposal Lead to support and enhance our proposal efforts from our home office in Bohemia, NY. This is a hands-on, individual contributor role and serves as Citnalta’s primary proposal resource, working closely with the Business Development and Strategy Manager and technical staff across the company.
You will work closely with procurement, estimating and marketing to develop clear, polished written content, including proofreading and copywriting, for proposals, presentations, and company-wide communications. In this role, your primary focus is to help position Citnalta as a premier general contractor and design-builder by producing compelling qualification packages, proposals, and supporting materials that reflect our expertise and commitment to quality.
Responsibilities
- Develop, execute, and produce competitive proposals, statements of qualifications (SOQ), and pre-qualification submissions in alignment with the pursuit plan and in full compliance with best practices.
- Review RFQ/RFP documents and translate requirements into practical tools such as outlines, compliance checklists, and responsibility trackers to guide contributors and keep all elements organized.
- Plan and monitor the day-to-day schedule for reach assigned pursuit, tracking progress against internal deadlines and escalating timing or information issues to the Business Development & Strategy Manager as needed.
- Draft and refine non-technical proposal content and shape technical input from project managers, estimators, and other technical staff into clear, well-structured narratives.
- Ensure that all proposal components (narrative text, forms, attachments, resumes, project histories, and certifications) are complete, accurate, and formatted according to client instructions and Citnalta’s standards.
- Maintain and regularly update proposal content libraries, including outlines, cover letters, executive summaries, project sheets, personnel resumes, and supporting narratives.
- Draft and proofread presentations, award submissions and other collateral company materials as needed.
- Prepare and assemble standard proposal forms and qualification documents, including government and agency specific forms, in coordination with internal stakeholders.
- Coordinate with designers, subconsultants, and subcontractors to collect information and forms for qualifications and proposal submissions.
- Work closely with internal project managers, technical staff, and marketing staff across the firm to gather content for proposals.
- Keep basic pursuit and outcome records (e.g., proposal log, shortlists, wins/losses) and share relevant information with the Business Development & Strategy Manager to support reporting and decision-making.
- Identify opportunities to standardize and improve proposal templates, tools, and processes, and help implement best practices.
Qualifications
- 3-5+ years of proposal development experience with an architecture/engineering/construction (AEC) firm
- Bachelor’s degree in Communications, Journalism, Marketing, English or related field; relevant communications and proposal experience will be accepted in lieu of a degree.
- Demonstrated ownership of proposal pursuits and comfort leading cross-functional teams through deadlines.
- Excellent writing, editing, and communication skills with a strong attention to detail and consistency.
- Strong organizational skills and the ability to manage multiple proposal pursuits simultaneously in a deadline-driven environment.

ICMS is seeking an experienced Construction Manager to observe, document, and coordinate day-to-day airfield construction activities for an aviation project. This key field role is responsible for verifying strict compliance with project drawings, specifications, safety protocols, and contract provisions. You will work closely with the Project Manager/CM team, airport operations, and the contractor to maintain project schedule, quality, and safety on heavy civil and infrastructure projects.
Requirements
Responsible for coordination and monitoring of overall field construction administration activities and/or management engineering services on projects of a diverse nature in accordance with design specifications to assure that construction projects are completed in compliance with the drawings and specifications, within budget, and on schedule. In absence of the Construction Project Manager, serves as the senior company representative at the construction site with responsibility for ensuring that construction proceeds in accordance with design and contractual documents. Job responsibilities will include:
* Overseeing an extensive CM team that includes, as needed and approved by DFW, construction project managers and other CM support staff. Varies extensively depending on the degree of DFW construction contract oversight activity.
* Reviewing and recommending updates/expansion of existing CM procedures/processes.
* Managing the tendering RFI process and responsible for approval and issuance of any Addenda.
* Assist PM in change management & scope development.
* Liaison between contractors/End users and authorities having jurisdiction (AHJ).
* Verifying the construction contractors' mobilization schedules including recommendations to Senior PM for approval of contractual requirements before issuance of Notice to Proceed.
* Managing the preparation, updating and maintaining general project work schedule(s) as required. This will include an overall schedule and/or individual schedules, as required, to track design review activities, procurement activities and construction activities.
* Reviewing and approving contractors' Quality Assurance/Quality Control (QA/QC) and Logistics plan(s).
* Managing quality services related to oversight and supervision of construction contractors' quality control services, including, at a minimum, confirmation that the standards required by the contract are met.
* Reviewing, adapting as necessary, and monitoring construction safety programs.
* Leading periodic construction meetings, and additional meetings if needed, to resolve issues impacting cost and schedule.
* Recording, preparing and distributing high level meeting minutes and reviewing with Project manager and Senior Project Manager.
* Working with DFW's Environmental Officer and other entities like ETAM to monitor compliance with all environmental requirements.
* Overseeing construction monitoring and associated reporting as required to confirm Contractor compliance with the contract requirements.
* Ensures that project site and company assets are secure and maintain a safe and respectful working environment at all times by implementing programs for safety and loss prevention, Equal Employment Opportunity (EEO), risk management, training, and quality control.
* Provides input to monthly pay-Application reviews so the Senior PM/PM can finalize the billing.
* Review Daily Construction Reports and weekly work plans to achieve schedule compliance.
Qualifications
* Minimum 5+ years of inspection or construction observation experience on aviation, heavy civil, or infrastructure projects (airport experience highly preferred).
* Strong ability to read and interpret plans, specifications, and contract documents.
* Excellent written and verbal communication skills.
* Familiarity with FAA airfield construction methods, phasing, and safety procedures.
* Experience with paving (asphalt/concrete) and airfield lighting is a plus.
* Valid driver's license and ability to obtain airport security clearance and airfield driver/escort authorization.

The Highway and Bridge Maintenance Division (HBMD) is responsible for maintaining and improving Broward County's roadway infrastructure. This includes operating and maintaining three bascule bridges, over 90 fixed bridges, and managing mosquito control operations. HBMD also oversees stormwater drainage improvements, sidewalk repairs, street resurfacing and patching, guardrail maintenance, and right-of-way mowing and cleaning.
Position Summary
We are seeking a skilled and motivated Construction Project Manager to lead the planning, design, and execution of roadway, drainage, and bridge maintenance and repair projects. This role is critical to ensuring the safety, functionality, and longevity of Broward County's transportation infrastructure.
The ideal candidate will have extensive experience managing public works projects from inception through completion, including design, procurement, construction oversight, and documentation. Strong communication skills and proficiency in project management tools and design software are essential.
Key Responsibilities
- Manage infrastructure projects from planning through construction closeout
- Prepare construction plans using GIS, AutoCAD, MicroStation, or OpenRoads Designer (ORD)

Develops and prepares engineering plans and designs for a variety of construction projects; estimates quantities and costs of such projects.
Assists consultants in the development of construction projects; issues work orders to consultants, surveyors and testing labs; reviews consultants' plans and specifications at various stages of development for conformance to design standards, completeness and accuracy; monitors consultants' cost estimates and verifies consultant's invoices and recommends payment.

This Project Manager 1 position is a member of the MSBA's Construction Administration Team that manages MSBA-funded capital projects from design development through bidding, contract award, construction, commissioning, and project close-out. The Project Manager 1 works with a motivated team reporting to a Project Manager3 for major projects and repair projects. The Project Manager 1 works with public school districts and consultants as part of a MSBA team to ensure conformance with MSBA's policies, agreements, and practices for major projects and repair projects through design development, construction and final audit. The Project Manager 1 will also review district submittals that establish grants for the repair program.
Essential Functions and Responsibilities- Monitor project schedules, budgets and scope for major construction and repair projects to ensure compliance with MSBA guidelines and funding agreements, and to track construction progress.
- Review monthly reimbursement requests for major construction and repair projects and recommend eligibility of project costs for reimbursement.
- Report on changes to the schematic design budget through the design development and bidding phases, process budget revisions, and review project cash flow for accuracy and variances.
- Review design development documents and prepare and issue review comments for major projects, identifying any variances to the agreed upon scope identified in the funding agreement.
- Review cost estimates, project scope and budget submittal to establish the grant for repair projects.
- Prepare and review change order documentation including recommendation of change order eligibility on major construction and repair projects.
- Review monthly project reports to understand submittal status, contract compliance, construction progress and identify variances. Utilize this information as well as lead site visits to inform MSBA reporting to the Board of Directors.
- Collaborate with the project team to review and make recommendations to improve MSBA processes and inform best practices for school construction.
- Lead in project meetings addressing project status, funding agreements, amendments and change orders.
- Collaborate with the project team to develop a schedule for the timely submittal of all final documents required for final audit of major construction and repair projects. Coordinate with the project team to resolve any outstanding items required and reconcile and approve the final payment.
- Participate in Capital Planning and Construction Administration subcommittees and procurement committees, on an as needed basis.
- Participate in the preparation, coordination and presentation of materials required for MSBA subcommittee, roundtables and Board of Director Meetings.
- Bachelor's degree in one of the following: project management, construction, architecture, engineering, or a related field.
- Two-to-five years of experience associated with construction, project management, building design or other applicable disciplines.
- Knowledge of construction project administration, contract compliance monitoring, change orders and construction methods.
- Proficiency in Microsoft Office software applications, including Excel, Word, PowerPoint and Outlook.
- Ability to effectively manage multiple tasks, involving complex and varying problems.
- Strong verbal and written communication skills.
- Demonstrated ability to gather, analyze, and present complex technical information in a clear, concise, and understandable manner.
- Ability to work both independently and as part of a team.
- Ability and willingness to travel occasionally to project sites.
