The Project Administrator will provide administrative and accounting support to our growing South Region and interacts directly with clients billing and accounting staff, as well as with clients, vendors, and subcontractors, as needed. The selected candidate must be flexible and able to deal with a variety of requests, adapt to changing workloads and priorities and possess extremely strong organizational skills.

Project Administrator Responsibilities:

• Read and interpret contract provisions and set up accurate project information in the accounting database in accordance with contract terms and Company policies, including, but not limited to:
• Contractual elements provided on project initiation forms: contract value, budget level, scope of services, fee types, payment terms and proper authorization.
• Verify and/or edit project rate schedules and demographic data provided by Project Managers.
• Ensure appropriate mark-ups, tax components and invoice masks are in-line with contract provisions.
• Within established deadlines, initiate billing cycle by generating and distributing prebill reports, facilitate edits per the Project Manager’s direction and finalize invoice with all required attachments and documentation. Submit invoices to corporate accounting for posting and to client as instructed by Project Manager.
• Assess project revenue by accurately identifying variances and making necessary budget changes; enter percent complete as instructed by Project Manager or designated employee; and complete all tasks in accordance with monthly accounting closing schedule.
• Advises Project Managers on financial aspects of contracts, factors to be negotiated with clients and assist with client cost proposals.
• Adjust annual overhead multipliers on governmental or Cost Plus Fixed Fee projects.
• Prepare financial, cost analysis or additional management reports for Project Managers, other managers, or Principals
• Mentor and train junior Project Administrators.

Project Administrator Qualifications:

• This position requires a high school diploma and a minimum of nine (9) years of progressively responsible experience in project administration and invoicing, preferably for a professional services firm, an associate degree and seven (7) years of experience, or a bachelor’s degree in accounting or finance and five (5) years of experience (preferred). • Ability to read and comprehend moderately complex instructions, contracts and subcontract agreements, correspondence and memoranda; and ability to effectively write moderately complex correspondence and memoranda. (required)
• Knowledge of job costing, contract file administration and comprehension of project revenue. (required)
• Working knowledge of Microsoft Office and proficiency in Excel. (required)

• Practical application of project management skills: 
  • Create/update the strategy for the program to meet all its milestones with system safety features integrated into the product in compliance with contract and awarded funding.

  • Plan/manage the safety program effort within the Program IMS.

• Review and approve engineering execution risk mitigations and opportunity capture plans, ensure alignment to work being performed.

• Ensure program-level Engineering Review Boards (ERBs) and ad hoc review boards are thoroughly implemented with appropriate frequency.

• Accountable for providing engineering inputs to Program Estimate At Completions (EACs) and Monthly Business Reviews (MBRs).

• Lead outstanding program execution, metrics collection, analysis and reporting.

People

• Ensure base program and task order deliveries are staffed with appropriate engineering skillsets.

• Review and communicate staffing demand for the base program, task order deliveries, and in anticipation program modifications.

• Develop and maintain a Chief Engineer succession plan, actively mentor potential successors.

Process & Policy

• Ensure the program's engineering leads and engineering personnel are following approved program processes, procedures and contractual requirements.

• Request and lead engineering reviews and customer technical meetings, ensuring they are appropriate to the scope and phase of the program (e.g. Operational Readiness Review, Increment Planning, etc.).

• Accountable to plan, develop, and review program estimates at complete, bids, milestone reviews, and gates per the approved S-ISR Delegation of Authority, or as otherwise directed by the Program Area Chief Engineer (PACE).

• If failures occur, ensure Failure Reporting, Analysis and Corrective Action (FRACA) implementation is thorough, addresses systemic issues (if any), and is in accordance with company policy.

• Operational Excellence (Black Belt): Apply DMAIC (Define, Measure, Analyze, Improve, Control) methodology to the data science lifecycle. Identify root causes of operational inefficiencies and deploy AI solutions to mitigate them.
• Advanced Modeling: Build, validate, and deploy high-impact predictive models (Churn, CLV, Propensity) using Python, PyTorch, and Scikit-learn.
